Concerning on the fact that 20 Slorc troops, on February 23, 1995, intruded
into Thailand and attacked the five trucks carrying the Karen refugees from
Mae Pho Hta, a village on Thai side of the Thai-Burma border at the junction
of Moei and Salween rivers, to a new refugee camp site at the Loh Thi Hta, in
which two Karen women and a Thai driver were killed, and ten others
including four children were seriously injured.

Recalling on the Slorc's manipulated abduction of a senior Buddhist KNU
official, namely. Man Yin Sein and other five other Karen from Mae La refugee
camp in Thailand on February 9, 1995.

Recognizing the value of all human life and regretting all loss of life in
Burma created by Slorc's war against people.

Emphasizing Slorc's human right's abuses not only in the country but also its
increased extension to the outside of the country now.

Emphasizing with increased concern of the security of Karen refugees and all
Burmese refugees on Thai-Burma border.

Denounces extended Slorc's rights abuses by killing refugees, harassing
unarmed refugees, threatening to destroy refugee camps and abducting refugees
even on the Thai side.

Urged Karen people to be more vigilant and not to fall prey to the religious
trap which Slorc is now driving at.

Appeal earnestly to the Thai government to make sure for the security of
Karen refugees and all Burmese who are taking refuge in Thailand ,and not to
happen like again like these events.

Appeal earnestly to UN and international community to find a right solution
to the basic problems of mounting insecurity and to see all refugees on
Thai-Burma border are being cared for.
