a service i use which automatically converts emails to faxes,
(and reports on success or failure of send) is called FaxAway.
it's very affordable for n. america, and pretty competative
for international use.

all you do is prepay $20 and then send faxes to, for example,
12125551234@xxxxxxxxxxx if it were going to 1-(212)-555-1234.
faxaway takes a few cents off your credit each time and sends
you an email letting you know whether it successfully went 
through or not, exactly what it cost, and your remaining balance.
