                          CLINICAL HEALTH MANAGER
                               BURMA BORDER

                             JOB ANNOUNCEMENT

Job Summary: As a member of the Burma border team, the Clinical Health 
Manager is responsible for overseeing and maintaining the overall health 
status in Burmese refugee camps which come under the auspices of IRC.  
S/he will work closely with the other members of the Burma border team to
ensure that the health, water-supply and sanitation components of the 
program are offered in an integrated and sustainable manner.  While
monitoring and assisting with clinical and public health services, the 
Clinical Health Manager will also play an integral part in designing 
technical components of the health education program and its relevant 
materials, conduct training for medics, and medic assistants, oversee an 
emergency medical referral system, advise and oversee laboratory technician
training and, assist in water-supply, sanitation and environmental health 
activities.

Responsibilities: 

   - Oversee the health status of all residents in camps supervised by IRC 
     by monitoring an supporting clinical and diagnostic services which are 
     provided in the six camp clinics;
   - Maintain and facilitate open dialogue with refugee committees pertaining
     to health and medical needs of refugees as well as working with 
     committees to identify and develop sustainable strategies to address 
     those needs;
   - When medical services are inadequate, assess the deficiency, provide 
     short-term relief through administration of diagnostic and clinical 
     services and develop plans to allow the refugees themselves to 
     address the deficiency on a sustainable basis;
   - Monitor and prepare monthly reports on all activities under the auspices
     of the clinical health program, such as:
            medicines distributed
            clinic medical records
            problems and how they've been addressed
            births/deaths
            overall refugee health and nutritional status
            pressing health needs
   - Identify training needs of refugee medics working in the camp clinics and
     develop training modules which will enhance their clinical, diagnostic,
     and reporting skills in the monthly medic meeting and/or during longer
     workshop formats;
   - In coordination with the Administrative Referral Officer, oversee the IRC
     emergency referral program;
   - Supervise the Laboratory Technician Trainer's training of laboratory 
     technicians;
   - Supervise the community health sanitarian implementing environmental 
     health, water supply and sanitation projects;
   - Consult with other NGO's and Thai public health officials (such as the
     Thailand Ministry of Health public health office, the Malaria 
     Research Center and the Center for Communicable Diseases) to 
     coordinate services and information which may influence IRC's 
     activities in refugee camps in Thailand;
   - Represent and discuss the public health component of IRC's Burma Border
     Program to interested parties, including:  other NGOs, donors and Thai
     government officials; 
   - Consult with the Community Health Education Program Manager and MCH 
     Program Manager regarding training materials, workshops and  related 
     community activities; and, 
   - Identify trends and resources available pertaining to refugee health 
     and actively develop programs to enhance overall health of refugees 
     under the supervision and guidance of the program coordinator.

Requirements:

  -  Medical doctor, nurse practitioner or physician's assistant with 2+ 
     years experience implementing health programs abroad, preferably in 
     a development or relief setting;
  -  Master degree in public health preferred;
  -  Excellent communication skills;
  -  Experience training medical and/or para-medical professionals in 
     primary health care topics;
  -  Supervisory skills;
  -  Preference for team consultation and consensual management.
