The Doctor is quite correct. 

Remember an old saying that was used in the past,  " United We Stand, Divided
we fall".   All minorities and non-slorc must work together as one to
overwhelm SLORC.  Remember the Ethiopian Proverb about Spiders working
together can overwhelm a lion.
