The 2nd Day of the 2nd General Conference of the ABSL was
successful
=========================================================

The sudden twist of circumstances touched every body's
heart and a serious discussion was followed on how to
take up this issue. Yesterday, Indian authority handed
over 5 army deserters of Burma to SLORC. According to
reliable sources these deserters were staying in India
for quite some time with the support of NCGUB officials.
Many of democratic forces and the students wings in India
came to know about these deserters only after they were
handed over to SLORC by the Indian Authority since they
were not informed by NCGUB about this matter. All the
participants agreed that this was happened due to
shortsightedness and mismanagement of NCGUB officials in
India. The one hour long deliberation concluded that ABSL
should hold talks with DSB, CNF, NLD(LA), FTUB, NCGUB on
this issue and to release press statements and appeal. 

As the person who was responsible for preparing Programme
Agenda came from photostating, all are back to square one
- the 2nd Day programme started one hour behind schedule. 

All the delegates were drenched as Delhi is facing the
worst monsoon, even the ducks are sinking. If the weather
remains the same, NOAH's ARK will be anchored at ABSL's
office for transportation.

Congratulatory message of the OLD MAN Kyaw Kyaw Htut from
USA was read out and everybody gave loud applause.

Regarding the activities of Manipur Regional Committee,
Mr. Than Doke informed that ABSL's publications had
reached Mandalay and Rangoon. This operation was carried
out with the help of underground activities and
informants.

When asked about the activities of CNAB and its
relationship with ABSL, Nyi Nyi Lwin(General Secretary of
CNAB) explained when CNAB was formed and its main
functions : training and publication  and funds are
received mainly from NED. And he suggested to call for
reshuffle of CNAB committee. At present Dr. Tint Swe and
other MPs are the boss. " As fare as the relationship
between and CNAB and ABSL is concerned the later is just
a member", said Nyi Nyi Lwin.

ABSL and NCGUB are having good relationship and it will
be a turning point, explained by Myat Thu ( Director
working in NCGUB office as a member of ABSL). He added
that some push ups are needed.

" The situation in Mizoram regarding the relationship
between ABSL and others groups are shaping up gradually.
But to have a long standing commitments, good thinking
and policies are needed from either sides ", informed to
the Conference by Myint Aye, In-charge of ABSL's Regional
Committee in Mizoram.

" To maintain the status of life public health should be
monitored with immediate effect. Moreover education
should be made a major programme for Children and English
classes for adults. It was unanimously decided to raise
funds locally and internationally for this purposes ",
said Thun Thunt Oo.

Critical assessment of the previous tenure were given by
some members and it was worthy to take note.

Lunch was served as soon as the rain stopped. It was a
fantastic combination of Beef and fermented rice. Hoped
that nobody suffer from diarrhoea. Now, break time and
the delegates were snoring harmoniously including the
Chairpersons.

The second session started with the singing of the "The
Fighting Peacock Messenger" by Ko Nyo with his heavy
voice. All the sleepiness and laziness were exorcised.

Arguments, criticism, tough questions but the articulate
responses from the persons concerned made possible to
formally approve the actions and policies adopted by the
1st Central Committee (1994-1996).

Soe Myint explained the structures, policies of IUSY and
ASA and mentioned what will be beneficial through close
relationships with these organizations. It was agreed
upon by the delegates to be a member of the former and
Associate member of the later.

Nyi Nyi Lwin gave a detail description of CNAB and its
activities. Everybody accepted that ABSL will be a member
till the end of financial year. At the same time ABSL
will propose to reshuffle the organizations personnel and
make some changes in the executions of activities of
CNAB.

Shar Aung and Myat Thu explained what is the real motive
in the formation of Tibeto-Burmese Solidarity Forum and a
general consent was given to continue.

The policies and programme of SYCB was presented by Nyi
Nyi Lwin and Soe Myint. Everybody stressed to intensify
the activities while still a member of SYCB.

The Triple Alliance of DPNS, ABSDF(MTZ) and ABSL will
still continue. Moreover all the delegates agreed that
ABSL and NCGUB should work closer than before.

Regarding organizational matters, ABSL's activities
inside Burma should be expanded. 

On disciplinary grounds Paul Paul Gyi and his companions
were permanently expelled while Zaw Moe Htun was expelled
from ABSL for 3 years. But after considering Zaw Moe Htun
behavior the members decided that he should be expelled
for two years and at the same time he will be under
probation. 

Resignation of 11 members were formally accepted in the
Conference. Out of 11, 2 C.C members are abroad as
representatives of ABSL and 4 C.C left ABSL for
individual reason, and the rest resigned.

The elected 5 CC members during the emergency by-election
was approved by the house.

The last but not the least Nyi Nyi Lwin submitted the
resignation on behalf of Central Committee and expressed
his gratitude to his colleagues during his tenure. And
everybody said `AMEN'. All is well that ends well.

Tomorrow is the 3rd day of the Conference.
