The 3rd Day of the Second General Conference of
the ABSL was successful
===============================================

It was a "heavy" day with many heated discussions
and debates. The day was flooded with analyses,
criticism of the past, new ideas and suggestions
for the future and many creative perspectives. It
was the day the delegates discussed on formulation
of a Future Central Plan and Policies of the
League. 

The main theme of the Morning Session was centered
on the expansion of ABSL's activities inside
Burma. Everybody agreed that "the strength exists
within the country" and mass support and
participation is the only decisive factor in
overthrowing the military dictators from power.
Various ways and means of mobilizing the people
were added to the panelist's speech by many
delegates. But "who will do these and will these
be effectively implemented" wondered many members
of the League.

Life is no joke, especially for those who are
staying in exile and struggling against the
oppression. Human being has to struggle for his or
her existance while struggling for others too.
Nobody can go on with an empty stomach for long.
The UNHCR has been telling the Burmese refugees in
India that it is going to cut the monthly
subsistance allowance of Rs.1,200 being offered to
its each refugee in near future. That is a matter
of existance for many members of the League. So
the League has to explore self-reliance programmes
for its members. "Border-based business setups are
urgently needed", the Conference decided. And the
members should be encouraged to study and pick up 
professional skills so that they can stand on
their own feets (not relying on UNHCR's assistance 
alone). "But it will take time", the delegates
assumed.

One historic decision of the League was
unanimously adopted by the Conference that the new
Central Committee will have a Women Affairs
Department which will encourage more active
participation of women members in the activities
of the League. 

The Afternoon Session started with the review of
Alliance Relations" which was followed by a
lengthy presentation of current political
situations and emergence of a United National
Front by Com. Kyaw Than. (Ohh! 15 pages
presentation). "It was too good but too long",
commented the participants. 

Suggestions on the forthcoming Central Committee
were begun with OLDMAN Kyaw Kyaw Htut's paper
which he sent to the Conference from Indiana (USA)
where he is now. Com. Sunny highlighted that the
Central Committee needs to support Regional
Committess more effectively than what were done in
the 1st C.C tenure. While criticising the function
of "The Finalcial Board" of the former Central
Committee, Com. Tun Tun Oo suggested that it must
be made functional and active. Unequal financial
position among the various departments of the
League happened to make unbalanced work-
distribution. Financial allotments to various
departments should be equally done by the
financial board.He also suggested that the newly
elected financial board should make report the
ballance of budget and expenditure in the every
mid-term and display in the headquarters.
Fantastic! 

After more than 5 hours of discussing and debating
on formulating a Future Central Plan, the
delegates discussed on constitutional amendments
of the League. Since there was not enough time
left for the day, the Conference was able to
discuss on the Sub-Central Committee (Thailand)'s
suggestions on the Constitution only and the rest
was postponed to tomorrow.

The 3th Day Conference was ended on the formation
of Election Commission. It is unusal that the
Conference decided to allow one hour for those
candidates who will have new experience of 
election campaigning just before the election
takes place tomorrow evening.Thanks to the chap
who exposed his creative idea.

Tomorrow is the 4th Day of the Conference.
