     DECLARATION ON THE FORMATION OF THE NEW CENTRAL COMMITTEE

                                                 Date : August 16th, 1996


* The inaugural seventh conference of Burmese Students Association
(BSA) was held on July 26th, 1996 at the Burmese Students (BSC) in
Ratchaburi, Thailand and attended by the representatives of the
Burmese students who are taking sanctuary in the B.S.C.

* The conference discussed a wide range of issues and provided the
opportunity for the representatives to share our concerns and
aspirations, and develop a common vision for the future.

* The conference recognized the need to strive for a common goal of
maintaing and enhancing the historic dignity of Burmese Students
and the struggles for democracy in Burma.

* The conference forged its resolve to generate a new comprehensive
link between the students and Thailand's Interior Ministry office
concerned, running the student affairs for grater understanding.

* The conference underscored the importance of United Nations High
Commissioner for Refugees (UNHCR) and Catholic Office for Emergency
Relief and Refugees (COERR) a non-governmental organization, which
are taking care of the Burmese students in the BSA .

* The conference stressed that all the students living in the B.S.C
must respect Thai culture and traditions.

* Conference participants consulted closely on social issues
existing among the students and underlined the urgent need to solve
them with the helping of the Interior Ministry office concerned.

* The conference emphasised that the Interior Ministry officers
responsible for the student affairs in the B.S.C should help
overcome misconception that might be found between the students and
the M.O.I (Military Of Interior).

* The conference came to a successful conclusion on August 1th,
1996 and (23) of the representative were democratically elected to
the Central Committee of the B.S.A. 

According to the constitution of the B.S.A imposed by the
conference, of the (23) Central Committee members elect, there were
voted by all of the students over 18 years old in the B.S.C to the
Central Leading Committee - President, Vice President and General
Secretary.
