MONTHLY HUMAN RIGHTS REPORT FOR FEBRUARY 1997

FORCED RELOCATION AND
MASS RAPE
	On 14. 12. 96, SLORC no-64 IB commander Khin Than Aye ordered headman Pu
Haeng La of Hai Phak village tract, Murng Nai township, to move all the
villagers from 4 of the villages in Hai Phak tract. The 4 villages were:

	(1)	Hai Seng	- 37 houses			- 190 people
	(2)	Nawng Kham Mon	- 30 houses			- 140 people
	(3)	Nawng Khem	- 26 houses			- 130 people
	(4)	Mong Kham	- 45 houses			- 230 people

	On 21. 12. 96, 80 SLORC troops led by Maj. Kyaw Khaung, deputy commander of
no- 64 IB, inspected the old village of Hai Seng and seized 4 women who had
come back to take their property and rice which had been left behind because
they could not carry when they were forced to move. The 4 women were:

	(1)	Narng Kya, 17, daughter of Loong Aw & Pa Mu
	(2)	Narng Thun, 18, daughter of Loong Saw & Pa Ae
	(3)	Narng Seng Awn,20,daughter of Loong Ta & Pa Aung
	(4)	Narng Yun, 22, daughter of Loong Taw Ya & Pa Kham
	Maj. Kyaw Khaung took Narng Kya for himself and raped her. The other 3 were
raped by his sergeants and soldiers.

MURDERS
	On 29. 12. 96, 70 SLORC troops led by Maj. Kyaw Khaung of no- 64 IB from
Murng Nai searched the old village of Nawng Kham Mon and shot dead 6
villagers who had come back to retrieve the properties which had been left
behind when they were forced to move.

RAPE AND LOOTING
	On 31. 12. 96, SLORC no- 64 IB commander Khin Than Aye from Murng Nai led
100 troops and ransacked the old village of Nawng Khem and found 2 women who
had come in search of their cart oxen. Khin Than Aye himself raped both
women and the soldiers killed both oxen for food before releasing the women.
The 2 women were:
	(1)	Narng Mya, 16, daughter of 			Loong Taw & Pa La
	(2)	Narng Khawng, 17, daughter 			of Zai Aw & Narng Ing
	SLORC troops eventually burnt down all the houses in all 4 villages.

RAPE
	On 18. 01. 97, SLORC no- 99 commander Maj. Myint Thu at Nam Zarng ordered
his second in command Capt. Than Than to lead 60 troops to Wan Phui and to
order the headman Loong Yi Ya to move all the villagers to Kho Lam within 5
days. Wan Phui and Kho Lam are in Nam Zarng township. When Capt. Than Than
arrived at Wan Phui and after looking around he saw a young woman Narng Ae,
18, in her house. He then ordered his soldiers to take Narng Ae's father
Loong Mu Ling to somewhere away from the house and raped Narng Ae in the
house for one hour.

FORCED RELOCATION,
LOOTING AND ARSON
	On 20. 01. 97, 150 SLORC troops led by Maj. Aung Zaw Thun of no- 44 IB from
Kun Hing came to Wan Nam Oi and said to the village headman Loong Zai Long
that villagers of Wan Nam Oi had been supporters of all Shan resistance
groups and therefore they must all move immediately to Hai Pa village tract
on that day. Loong Zai Long asked Maj. Aung Zaw Thun to give them 3 days to
move their things, but he was told to move at once, so he had to tell the
villagers to move on that day ----- 57 houses, 297 people (137 males and 160
females).

	At 3 pm the next day (21. 01. 97), Maj. Aung Zaw Thun sent his second in
command Maj. Thun Tin with 60 troops to Wan Nam Oi to catch all the
livestock left behind by the villagers and burn down all the houses in the
village.

REBELS KILL EX-SOLDIERS
AND FAMILIES
	On 18. 01. 97, at about 15: 00 hours., a group of about 80 Shan rebels
raided Nam Maw Khao Sean village in Nam Zarng township, 5 miles east of the
town where 3-40 hours of Burmese Army veterans and their families live. The
rebels shot dead 14 people and wounded 17, including men, women and children
of all ages.

SLORC THREATENS
TO SLAUGHTER 14 FOR 1
	On 26. 01. 97, SURA troops attacked a SLORC military base at Murng Nawng in
Kea See township. On the same day, another group of SURA troops attacked the
SLORC military base at Wang Long Zalai Khum in Lai Kha township. Both sides
reportedly suffered some casualties.
	After the battle in Lai Kha , 1 SURA dead soldier was left behind. SLORC
troops did not bury the corpse nor allow others to bury  it, but left it on
the street the whole day and night to let people see. The commander of the
SLORC troops ordered several village headmen and community leaders together
and said, " If one of our soldiers dies, we will kill 14 of your villagers."

SLORC SEIZES LAND FOR EX-MTA
	In mid-December 1996, SLORC commander of Murng Ton-based no- 225 LIB, no-
65 IB commander Maj. Hla Myint, Maj. Than Aung and Murng Ton SLORC chief
Maj. Than Aung Khin sent their troops to seize land which has long been used
as farms and rice fields along the eastern side of the road around a
deserted village (Wan Nar Leng) and more than 350 acres of peanut, sesame
farms and sugar cane plantation along  the western side of the road south of
Murng Ton township. The owners of the land, who have inherited it from their
ancestors and have been working there for generations, were ordered to stop
all their farming. The Burmese troops said they would divide the land and
distribute it among the former officers of the MTA ( Mong Tai Army ) and
their families.

	On 4. 1. 97, Maj. Maha Aw ( former head of people's militia in Murng Paeng
who joined the MTA in 1993 ), with the help of Burmese troops, ordered a
Toyota 4- wheel drive truck, owned by Zai Suay Pa of Me Ken, to carry his
family and belongings from Murng Sart to Murng Harng, including some of his
followers. Since early January, he forcibly hired about 50 villagers of
Murng Harng to clear 30 acres of the land and gave them very low wages, only
8,000 Kyat for 10 days work. So far, 15 ex-MTA families have been settled,
using the villagers to clear and measure the lands which SLORC troops have
seized from the people in Murng Harng, Murng Ton township, eastern Shan State.

RAPE DURING FORCED LABOUR
	On 11. 1. 97, 13 people --- 3 men and 10 women--- who had been moved to
relocation sites near Kho Lam and near the motor road between Nam Zarng and
Kun Hing , arrived at a border village in Fang district, Chiangmai province,
Thailand. According to them, they had fled because the Burmese soldiers
forced them to work all the time without pay, leaving them virtually no time
to work for themselves and their families. Clearing the sides of the roads,
digging ground, cutting wood, making fences, fetching water and gathering
firewood for the soldiers, were routine work. If men were not available,
they would take women and if there were any good looking women they would
order them to work at some remote spots and rape them. One of the women,
Nang Non, 22, wept and told of her experiences. She had been raped twice.
The first time was when she was forced to clear roadside bushes east of Kho
Lam in late November 96, by Sgt. Sein Win of no- 66 IB based at Nam Zarng.
He ordered Nang Non and 3 other women to go and work at a site out of sight
and hearing of the other villagers for a while and, again, ordered the other
3 women to go to another place. When Nang Non was left alone, he ordered her
to work near a thick bush and a few minutes later dragged her into it and
raped her, threatening to shoot her with a gun if she dared make any noise.
Nang Non is the daughter of Loong Su and Pa Zing who live in Kho Lam village.

FORCED RESIGNATION
		On 18- 19. 12. 96, Sai Soe Nyunt, a member of the Shan Nationalities
League for Democracy (SNLD) and official delegate to the National
Convention, was beaten, locked up and forced to resign from the party by
Maj. Win Thu of SLORC no- 58 IB.


		On the evening of 17. 12. 96, Sai Soe Nyunt was sitting on a bench near a
video theatre not far from his house at Murng Na village, Waeng Maw
township, Kachin State, when a row broke out between a villager Maung Soe
Thein and 2 army officers in civilian clothes. Sai Soe Nyunt interceded
peacefully, scolded them and handed the 2 soldiers to the village LORC
chairman U Kyaw Nyein in front of other villagers where they, Sgt. Lin Aung
and Cpl. Thein Thein of no- 58 IB, confessed their fault.


		On the evening of 18. 12. 96, 5 armed soldiers in green uniforms come to
Sai Soe Nyunt's house and beat him and another villager, Maung Pho Tha Thu,
with their guns until his head and mouth bled all over and fractured his
jaw. The soldiers bound their hands behind them ----- Sai Soe Nyunt, Maung
Pho Tha Thu and Maung Mya Oo who happened to be in the house --- and took
the 3 of them to a military camp at Murng Na and continued beating them
without any explanation in spite of Sai Soe Nyunt's pleading that he was an
official delegate to the National Convention. Sai Soe Nyunt, Maung Pho Tha
Thu and Maung Soe Thein, who had been arrested since morning, were put in
prison at no- 58 IB base for the night.
		On the morning of 19. 12. 96, they were taken out of prison and lined up
in front of Maj. Win Thu, company headquarters commander of no- 58 IB, who
threatened to kill them, saying that there was no law in the army;
questioning them if they were members of the CPB ( Communist Party of Burma
) or  ABSDF ( All Burma Students Democratic Front ), or hard core of other
rebel groups. After a long tirade he threatened to charge Sai Soe Nyunt with
criminal laws, but Sai Soe Nyunt denied ever committing any crime and stated
that he was an official delegate to the National Convention which drew an
angry retort from the Major, '' what National Convention ? It is full of
whores, drug abusers and drug runners. It is nonsense. Get out of it ! ''.
And they were locked up again.

		Around 11: 00 hrs, Sai Soe Nyunt was taken out alone and forced to sign a
resignation from SNLD party and National Convention and a letter of apology
prepared by Maj. Win Thu and his office staff. Since his arrest, Sai Soe
Nyunt received no medical attention and his injuries were in a grave
condition. In the hope that he would be able to return to die at his house,
Sai Soe Nyunt signed the documents. No medical clinics and hospital in
Myitgyina dared to accept him. He finally went to Rangoon hoping to receive
treatment at the medical centre arranged for National Convention delegates.
