(1)		Regional Development Making Good Progress in Northern Shan 			State

		Chairman of the Work Committee for Progress of Border Area and National
Races Secretary-1 of the State Law and Order Restoration Council
 Lt-Gen Khin Nyunt visited Laukkai and Monkoe Townships in Northern Shan
States and met with ethnic leaders and departmental personnel. He inspected
the development projects and gave an address. In his address the Secretary-1
called on all to make concerted efforts to enable them to undertake regional
development work as well as other development work concerning education,
health, agriculture and livestock 
breeding with added momentum, and called for cultivation of rubber, sugarcane,
corn and other crops to be able to transform Kokang region into Opium Free
Zone. He spoke of establishment of small-scale industrial and upgrading of
motor roads. He said as Kokang region was infested with Burma Communist Party
(an outlawed insurgent organization) armed groups, battles broke out from time
to time, and added cultivation of opium, which had begun since colonial days,
was carried out on a large scale under the control of Burma Communist Party
and heroine was produced. 

		Kokang nationals repelled Burma Communist Party insurgents in 1989, and took
part in regional development work, joining hands with the  
Government, he stated, adding the Government formulated and has been 
implementing plans for the development of border areas and national races 
systematically. Under the plan for the development of border areas and
national races, development work has been carried out such as construction of
new roads, 
establishment of hospitals, dispensaries, schools and TV retransmission
stations and installation of telephone and power supply, he pointed out. The
Government has been striving for eradication of narcotic drugs in regions in
conjunction with regional development work, he remarked and called on
personnel concerned to organize local nationals to participate in this work
conscientiously. Some big powers have been fabricating one-sided accusations
based on misinformation concerning opium cultivation and production, he
revealed.

		Secretary-1 said the Government will provide assistance to enable national
leaders to accomplish their goals for establishment of opium free zone in
Kokang. Significant progress has been achieved in the period of eight years
because of 
self-reliant efforts, he said. He spoke of importance of national unity,
adding the Government has been carrying out regional development work with the
aim of further forging national unity.                                        
		  
(2)		Mandalay-Lashio-Muse Union Highway Will Directly Benefit 
		People in Distant Border Areas

		Chairman of the Work Committee for Development of Border Areas and National
Races Secretary-1 of the State Law and Order Restoration 
Council Lt-Gen Khin Nyunt commissioned the Lashio-Muse section of Mandalay-
Lashio-Muse Union Highway Project at the 105th Mile, Mongyu, in Muse Township
on 9 September. Secretary-1 in the opening address said priority is being
given to transport, which is an infrastructure of the economy. The emphasis
would contribute toward more frequent contacts among the national races
residing in different regions and then forge the Union spirit. Moreover, he
said, economic progress in the surrounding areas would help bring about 
socioeconomic progress of the local people resulting in equitable development
throughout the country. 

		A study of the area?s history would show that the local people more than 30
years ago experienced abject conditions due to instability. He pointed out
that the newly-commissioned Lashio-Muse Highway bears witness to the fact that
peace and tranquillity prevails in the entire Shan State. The government, he
said, is building new roads, railroads and bridges including those across
major rivers for secure and smooth transport. It is building transport links
throughout the country to make them serve like the arteries of a human body.
He noted that the projects could be implemented within a short period thanks
to 
cooperation of the local people, labour of the armed forces members and 
involvement of businessmen. He also said the Mandalay-Lashio-Muse Union 
Highway would directly benefit the people in the distant border areas. He said
the highway would be of much help to facilitating contacts, trade and
friendship between Myanmar and PRC in addition to effectively boosting border
trade.
 
		The newly-commissioned sector stretches 103.5 miles between Lashio and Muse.
Public Works granted permit to the Asia World Co Ltd to carry out the project
on 8 June 1996. The width of the highway ranges from 18 to 24 feet. It can
withstand 40 tons.

(3)		Five New Double-Deckers Commissioned into Service on
		Yangon-Pathein Line

		Five new double-deckers have been added to Yangon-Pathein run on 9 September
morning in Pathein. The Government has imported and built 103 new boats to
improve inland water transport. The Government is also building new roads and
railroads, due to concerted efforts by the people and the Government a network
of roads linking many towns have emerged in Ayeyawady Division, which had
relied on water transport in the past. Many roads have been built on these
routes and cars are now using the completed bridges. 
Completion of bridge projects will widen the scope of road transport in the
Division and ensure speedy transport. Each boat can carry 24 passengers in
first class cabins and 300 on deck and 30 tons of freight. Equipped with
modern facilities, each boat has a cruising speed of 11 nautical miles and is
worth $ 1.57 million. They will run on Yangon-Pathein line, it is learnt.

(4)		Ngamoeyeik Creek Bridge (Parami) Inaugurated

  		Two lane Ngamoeyeik Creek Bridge (Parami) linking  South Okkalapa and
Dagon Myothit (North)  townships was inaugurated on 9 September. The opening
ceremony of the bridge was held in conjunction with the pile driving ceremony
of another bridge which will be built beside the Ngamoeyeik Bridge. Concrete-
type Ngamoeyeik Bridge is 665 feet long and has two 14-foot-wide  motor ways
and two five-foot-wide pedestrian lanes. The waterways of the bridge is 80
feet wide and it has 13-foot-high clearance. It is installed with prestressed
concrete beams and reinforced concrete floor and piers. The bridge can 
withstand up to 60-ton cars.

(5)		Myanmar Education Delegation Leaves For Japan

		A Myanmar education delegation including 20 young teachers led by Education
Officer of the Basic Education Department U Tun Aung Soe left for Japan on 9
September.

(6) 		Minister For Foreign Affairs U Ohn Gyaw Signs Book of 
Condolence for late Mother Teresa

		Minister for Foreign Affairs H.E U Ohn Gyaw signed the Book of Condolence at
the Indian Ambassador?s Residence, in memory of the late Mother Teresa on 9
September.

(7)		Higher Specialist Training Programme in Clinical Sciences 				Opens

		The Higher Specialist Training Programme in Clinical Sciences was opened at
Institute of Medicine-1, on 9 September morning, with an inaugural address by
Minister for Health U Saw Tun. The aims of this higher specialist training
programme are:-

		(A)	To provide higher postgraduate training of an advanced level.

		(B)	To produce highly qualified clinicians in accordance with 					National
Health Policy and National Health Plan.

		(C)	To upgrade the level of clinical competency and to keep abreast 				with
international level.

		The higher specialist training is competency-based and delivered through
structured and organized training programme. The training is based on training
cum service under supervision of competent trainers. It reflects the
promotive, preventive, curative and rehabilitative aspects of the related
health problems of Myanmar, pertinent to the specialty. The programme is based
on applied basic sciences and advanced knowledge and skills in clinical
sciences. 
Structured training consists of modules which contain structured programmes of
learning activities. It also involves cognitive, performance skills and
formative 
assessment. A panel of local and foreign experts and juries will assess the
performance of the candidate. International collaboration and cooperation with
academic organizations will also be carried out. The candidate will be trained
abroad in that particular specialty. The candidate is to be recognized as a
qualified higher grade specialist after completion of the training programme
and Doctor of Medical Sciences (Dr.Med.Sc.) will be conferred by the
respective institutes. The Ministry of Health has been signing agreements on
bilateral 
technical corporation with some developed countries.

  OFFICE  CALLS IN YANGON ON 9 SEPTEMBER

(A)		Minister for Hotels and Tourism Lt-Gen Kyaw Ba received six 
general managers led by General Manager of Central Floating Hotel 
Mr Duncan T Maclean at his office.
