A reply to Ohmae Kenichi from U Met (r)

I support you on all points made in your reply to O. Kenichi. Now, it seems
the
SPDC is trying to use the Drug issue to get more foreign aid. All foreign aid
now,
and in the past, received under all kinds of guises have gone to benefit the
people
in green.

There is a story told by a US biologist who was working on a project in Burma
funded by ADB (I may be wrong on the Agency). When he was recruiting people
for the project, he interviewed and found many qualified candidates. Then he
was
given a list of people by the Minister and instructed that these were the
people
he would use. Strangely, all of the people on the list happened to be sons and
daughters of high ranking army officers. Then, he had to pick a site to start
the
Fish Culture. He picked a site on advice that it was readily available at
reasonable
cost. But when his plan was submitted, the land was now owned by a Colonel
and the price was ten times expected

 . He was surprised, but went ahead with
plans. Since a lot of data was to be gathered for analysis, he had ordered ten
computers for the project. To his dismay, when the shipment arrived, the
generals
and colonels had taken one or two each for their own use. The was none for his
project. Well, this project was cancelled and the biologist left Burma in
disgust.

The trickle down theory does not work in Burma. The sponges at the top are so
efficient that nothing is left to trickle down. Therefore, we say keep
sanctions as
they are and make sure that no aid for whatever reason goes to Burma
