THE 19TH REPUBLIC DAY (Khaplang)
IMPHAL MAR.22: S.S. Khaplang, President of the
Government of Peoples Republic of Nagaland has
come out with a press handout on the 19th
Republic day, and we are reproducing the
handout in the interest of the general public.
Dear Countrymen,
I thank the Almighty God for his unceasing
protection and guidance to the Naga people and
for enabling me to address the National Worker
and the Naga on this auspicious day of the 19th
(Nineteenth) Republic Day of the Government of
the Peoples Republic of Nagaland.
Firstly, I pay homage to the national worker
who have laid down their precious lives,
striving under tremendous hardship. Their
selfless services and sacrifice shall never
been forgotten. And we shall do the best to
fulfil their aspirations.
I pray to Almighty God to keep their souls in
peace inspite of continuing political struggle
for the Naga Nation. I would like to mention
clearly the role of reactionaries who deceived
the Naga people and the Nation, and the step
still being taken today by Issac/Muivah during
the NNC/FGN days.
In 1968, Gen. Kaito Suklhai formed the
Revolutionary Government of Nagaland (RGN) and
captured the arms from under three command i.e.
Southern command, Central command and Northern
command. NNC/FGN sprung into action and
executed him. However the works of General
Kaito Sukhai was continued by Lt. General
Zhuheto in 1969. He captured around 500 numbers
of arms from the Naga army "Alcee Command"
commanded by General Mowu Angami which was
brougt from China. Lt.General Zhuheto then
surrendered and submitted all the arms captured
by him along with the arms gathered by Late
General Kaito Sukhai to the Indian authorities
in 1972.
And then came the so-called Shillong Accord in
1975 which accepted the Indian constitutions
and was signed by certain sections of NNC/FGN
on behalf of the underground. This consequently
resulted in shifting into the so-called peace
camp, a large number of NNC/FGN cadres led by
Zashie Huere, President, FGN, General Viyalie
Metha, Biseto, Kevi Yalley and Zimik Ramyo.
They also deposited the arms captured by the
Nagas from the enemies and those procured as a
help from Pakistan and China.
Today, the policy adopted by Issac/Muivah is no
different from that of General Kaito
Shukhai/Lt. General Zhuheto and the Shillong
Accord. In 1988, Issac/ Muivah made attempts to
come into terms with the Indian government by
accepting the one step above Suiza's proposal
within the framework of the Indian
constitution. This conspiracy was discovered
and the two (Issac/Muivah) were expelled from
the party (NSCN) and then banished from the
NSCN headquarters and the Base Area.
Some years back, Th. Muivah in an interview
with an Indian Journalist expressed willingness
to examine if India is sincere to concede
Bhutan Type of Protectorate status. So, in
order to have talk with India the so-called
ceasefire agreement was signed. However,
Issac/Muivah are not in a position to talk of
any such status as it is clear that the mandate
of the majority Naga people are not with them.
Consequently the two are now ready for any kind
of talk unless it is for sovereign
independence. Issac/Muivah made an
understanding with Indian authorities to open a
base in Dimapur and are making attempts to
allure some of our national worker from U/T-1,
4th and 3rd Battalion with a price and in the
name of peace and unity they are seeking to
submit the arms to the Indian authorities.
Their talks with India will not bear fruit but
will lead to another surrender in the line of
the Revolutionary Government of Nagaland and
end up like the signing of Shillong Accord
which will bring shame to the Nagas in front of
the world and especially in front of the
countries which helped the Naga people. It will
go down leaving behind a bad record in the Naga
political history and will not lead the Naga
people anywhere.
The foreign policy of the Government of the
Peoples republic of Naga land is the plain but
clear. The Naga since the time of the
forefathers never believe in attacking and
creating colonies in the neighbouring country
nor made attempts to subjugate or suppress any
neighbouring people. The Nagas always wanted
coexistence with its neighbours. The Nagas were
never prepared to concede or compromise forever
single inch of its land. And our stand today is
same as before and still remain the same later.
But India and Burma invaded the land of the
Nagas which made the Nagas to take up an armed
struggle to defend the mother land. And this
struggle shall continue till the occupational
forces have totally pulled out from the land of
the Nagas.
The Nagas never depended on others and she is
self reliant economically and all other
prospects too. Even when the Naga armed
struggle started against the invaders, the
Nagas fought with whatever was in their hand.
It was only in late 60s and 70s that Pakistan
and China extended every kind of support as a
help to the Naga which made the armed struggled
even stronger. Since the 80s the Nagas did not
receive any foreign aid. However the might of
India and Burma could not crush the Naga's
struggle. With the ardent support and generous
contribution arms remained from given earlier
by Pakistan and China, the Naga's struggle
continue till today.
The arms received by the Nagas as an aid from
this two countries was never and shall never
been forgotten.
I thank all the Naga people for their
continuing moral and material support. I
appreciate and congratulate all the national
worker for courageously succeeding in all
fronts inspite of tremendous hardship. I will
like to convey the national patriots and the
Naga people the stand of the Government of the
Peoples Republic of Nagaland is as clear as
before. All the Naga National Workers should
unite and struggle for the goal, sovereignty
with whatever is in hybrid and captured it from
the hand of the enemies.
Our Government deems it very important to be
self reliant and to be able to stand on our own
feet. But this does not mean that we are going
to maintain relations or any help from other
countries. We will accomplish with good
relation with all for the benefits of the Naga
people and the Naga nation. We have opened up a
wider scope for our struggle in the Indo-Burma
region i.e. the North east Burma and the North
east India inhibited by the people of mongoloid
origin who are historically, ethnically and
geographically inseparable. And in order to
struggle unitedly for achieving a United
Sovereign Independent country for the region
the Revolutionary parties, National Socialist
Council of Nagaland, United National Liberation
Front, Manipur and United liberation Front of
Asom, Assam have formed the Indo-Burma
Revolutionary Front in 1990 and are based in
the United Base area (eastern Nagaland) taking
strong and steady steps toward the common goal.
Meanwhile, PREPARK, CNF/CNA and RPF/PLA are
also present in the Base area. And part from
them some more revolutionary parties are soon
to arrive, all the revolutionary parties
struggling in different parts of India whose
aims and objectives are sovereign independence.
If a common strategy and tactics is adopted the
task of over coming Indian holds will become
easier. Moreover, I will like to sincerely
appeal to all the revolutionary organizations
to coordinate with one another in the struggle
against a common enemy.
Lastly, I conclude my speech with Revolutionary
salutations to all and urge one and all not to
remain silent spectator any longer in such an
hour but get involved vigorously and shoulder
responsibilities in which whenever aspect
possible in the National Struggle.
