It is wrong. States and cities imposing sanctions against brutal regimes who
violate human rights through out the world is nothing to do with federal
foreign policy. But the states and cities actions are to maintain freedom of
expression and freedom from wants that the U.S. constitution allows every
person, city, and state to do so.

Every one is also allowed to impose sanction or boycott any company's goods
when he or she feels it violates human rights. So is state or city.
