Sydney delegation meets FM

SYDNEY (Australia), August 21  --  Burmese community leaders residing in =
Sydney with some Australian supporters held an emergency meeting on 19 =
August concerning the NLD demand for convening the elected parliament by =
August 21, 1998.

After discussing the matter thoroughly, U Tin Tut (MP-elect), U Daniel =
Aung (MP-elect) and Alison Vicary, a lecturer from the Macquarie =
University who was arrested, sentenced to five years' gaol with hard =
labour and deported by the Burmese military regime recently, were =
unanimously chosen to meet with Foreign Minister Alexander Downer to =
present their views.

On the 21st August, 1998, at 10:00 a.m, the Sydney delegation was warmly =
welcomed by Nicola Watts and David Pigott, Advisers, Office of the =
Minister for Foreign Affairs, on behalf of the Foreign Minister as the =
Minister was away from office carrying out his important official duties =
around the country.

U Tin Tut and U Daniel Aung explained the current situation in Burma and =
Alison Vicary recounted her adventures in Rangoon.  The meeting was very =
friendly and  also frankly.  It took about 45 minutes.

After the meeting, the delegation presented the following letter to the =
Advisers.

+ACI-We thank you for this meeting on an historic day for the people of =
Burma.  We support the actions of Daw Aung San Suu Kyi AO, General =
Secretary of the National League for Democracy (NLD), and pray for her =
safety.

+ACI-We are optimistic that changes will happen and through the strength =
of the people democracy and the rule of law will be restored to Burma.

+ACI-We are desirous, as is the will of the people for tripartite =
dialogue, to effect a peaceful transfer to power and national =
reconciliation.

+ACI-We are thankful that we with our families were able to take =
sanctuary in Australia and we contribute to the well being of Australian =
society as well as that of Burmese society.

+ACI-As our adopted country is a democratic based on the rule of law and =
responsible government, we do expect Australia through its elected =
government to continue to take tough political action against the =
military dictatorship of Burma, the State Peace and Development Council =
(SPDC).

+ACI-Specific actions are the following, which is not an exhaustive =
list.

1.. +ACI-When the NLD announces that it has formed government, give =
recognition, as it has the legal right to do so at Burmese law and =
international law.
    2.. +ACI-In case of an SPDC crackdown, immediately downgrade =
diplomatic relations and call for Burma's UN seat to be declared vacant.
    3.. +ACI-Impose sanctions, especially economic ones.  The time has =
really arrived to do this.  It is a significant political symbolic act.  =

    4.. +ACI-Close the Austrade office in Rangoon.
    5.. +ACI-Take further action to work with ASEAN members to push the =
SPDC to peaceful and substantial dialogue with the NLD and Ethnic =
Leaders.
    6.. +ACI-Call for the release of all polirtical prisoners, =
especially those imprisoned under the Emergency Provisions Act 1950 and =
the State Protection Act 1975.
    7.. +ACI-Call for the ILO Report recommendations, the UN General =
Assembly recommendations to be implemented and responded to.
    8.. +ACI-Australia to give a higher priority to refugees from Burma, =
similar to that given to Chinese and other nations, who also have =
appalling human rights abuses and no rule of law.
    +ACI-We of  course welcome any moves for dialogue, including the =
current informal talk between NLD Chairman U Aung Shwe and Secretary 1 =
SPDC Khin Nyunt, but note that each party must have the freedom to =
choose its dialogue partners.  Daw Aung San Suu Kyi must be included.

+ACI-We know Minister that you will give serious consideration to our =
proposals, not because there is anything in it for the Government to =
gain, but it is the just way.

The delegation also met with two journalists from the Australia =
Broadcasting Corporation (ABC) at 1:30 pm at the Manuka Circle in =
Canberra yesterday.  The Burma situation was broadly and frankly =
discussed. =20

While the meeting was in progress, a message from the Office of Foreign =
Affairs was received that the Minister wished to talk to the delegation =
over telephone.  Therefore, the delegation was told to be back in the =
Office of Foreign Affairs at 3:30 pm. =20

The delegation was very pleased to have a 15-minute friendly discussion =
with the Foreign Minister over telephone.  He assured the delegation, as =
all pro-democracy Burmese people are aware, that he +ACI-will =
continue+ACI- to do his best to restore democracy and human rights to =
Burma.=20

The delegation's mission was noted as totally successful.
