1. Daw Aung San Suu Kyi, General Secretary of the National League for
Democracy and her party commenced their journey to Bassein on 12-8-98
and traveled peacefully by car on a public highway.
2. The authorities set up blockade on the road at Anyarsi village in
Htantabin township where she and her party remained for 13 days.
3. According to medical report on her personal physician on Friday, the
21 August, there was reason for alarm. However, they refused to allow
the doctor to give the treatment that she needed on the 22nd an the 23rd
resulting in her condition worsening.
4. Permission was granted only on the 24th by which time her condition
was alarmingly serious and dangerous.
5. The Central Executive Committee and all members of the National
League for Democracy at all levels (State, Division, Township and
Village), all citizens and friends of the NLD and individuals expressed
an eagerness for her return on order that the democracy movement can
continue.
6. This is to announce that the General Secretary returned on 24-8-98

National League for Democracy

Bahan, Rangoon
Statement No: 41 (8/98)
1. The General Secretary and her party had to undergo an illegal
blockade on their journey to Bassein. As a result, her medical condition
was seriously impaired and her personal physician reported on 21-8-98
that there was serious fear for her health.
2. Despite this, for the next two days (22nd and 23rd) the authorities
refused permission for her doctor to visit and attend to her. This delay
in reaching her aggravated condition and when the doctor saw on the
24th, her medical condition was dangerously serious.
3. The National League for Democracy vehemently denounces the
authorities denial of medical treatment and lack of any compassion for a
fellow citizen. It is an act that violates Section 25(1) of the
Declaration of Human Rights.

National League for Democracy
No: (97/b) West Shwegondine Road
Bahan, Rangoon
Statement No: 42 (8/98)
1. The authorities held general elections under the provisions of the
Election Law on 27 May 1990 despite the fat that there was no
constitution.
2. Though the authorities promised the country that they would act " in
accordance with the laws they had promulgated", they have failed to
convene the Pyithu Hluttaw (People's Parliament) and eight years have
passed since the election . Section 2 of the Pyithu Hluttaw Election Act
defines " Hluttaw as the Pyithu Hluttaw", and Section 3 provides that
"the Hluttaw must comprise the representatives elected from the
constituencies in accordance with the provisions of this law". Up to
this day they have wilfully neglected to abide by these clear provisions
of the law.
3. In failing to convene the Pyithu Hluttaw they have flouted the wishes
of the people. The National League for Democracy has consistently and
repeatedly
requested the authorities to convene the Pyithu Hluttaw to fulfil the
wishes of the people. However the authorities have not made any response
whatsoever.
4. Therefore, to uphold the Pyithu Hluttaw Election Law and having as
our objective the Rule of law, the National League for Democracy
responsibly and dutifully issued statements 35(8/98). This action
violates no law and has been legally taken with a view to benefit the
country now and in the future.
