The idea is that...the SPDC does not care the U.S. government at all. What the
regime admits is that the leaders of the regime and their relatives get visa
to U.S. whenever they want to go even though the regime banned visa to U.S.
officials.

At this point, the U.S. embassy may issue visa to the Bumese officials,
including Ohn Gyaw, even though the visa section has been closed. 

If a preventive move to ban visa to the Burmese officials to the UNGA by the
U.S government, it may conclude that the U.S. is implimenting the sanction's
law imposed by President Clinton two years ago.
