We Welcome Those Who Return With Correct Outlook

They returned to Myanmar on 19-8-98.  People were happy.  Some time ago, they
had misunderstanding on the government and were engaged in the
anti-government campaign in Japan.

They are Chairperson Dr. Daw Mya Mya Win, Vice-Chairman Maung Pan Hmwe
and member Dr. Win Naing of the Burmese Association in Japan (BAIJ), which
opposed Myanmar in the past, and Dr. Daw Mya Mya Win?s son Maung Moe Min Oo (a
second-year student at a university in Japan).  They have returned to Myanmar
after realizing the positive developments in Myanmar and the goodwill of the
government and in order to cooperate with the latter.

People felt delighted to see them.  As they came back with correct outlook,
there can be no loss.  As the correcting of faults paves the way to the truth,
they
should continue to look to know the actual situation and development.  Though
the people outside the country may not know of the government?s endeavours,
proving their conviction with deeds, not in words, all the people within the
country have already known it.  Consequently, the more they trust and rely on
the government, the greater the cooperation of the public. Tatmadaw and the
public are homogeneous.   It is natural that as the Tatmadawmen were born of
the public, the two parties are of the same colour and blood.

Let us examine the attitude of Dr. Daw Mya Mya Win and group who returned to
Myanmar unexpectedly.  While meeting the Press on 20-8-98, they said that they
saw the government,amidst a great deal of difficulties, is striving for
development of Myanmar, that they stopped their confrontation activities which
cannot cope with the real situation and due to the changes in Myanmar, that
elections should not be held by force if the public may suffer for it in long
term, that peaceful negotiations should be held, and that they would tell the
National League for Democracy about these matters in the interest of the
nation.

It can be said that their attitude is the same as the people?s.  What the
people expect is the cooperation and coordination of all.

Like the returnees, the international community would know what is really
happening in Myanmar.  As and when the Myanmars in foreign countries have
realized the real situation of their nation and come to cooperate with the
government, the actual
situation and the case of the external subversives would be clear.  There is
no need to explain.

The public suggested that those relying on external elements, acting as
stooges, holding negative views and those of the National League for
Democracy, who never
care for these things, never see the truth, are disloyal and are constantly
engaged in
the subversive and destructive acts, thinking highly of the alien and other
nations?
instructions, to stop their activities and correct their faults in time.  Some
leaders take into consideration the people?s suggestions.

What they say is right.  Human rights and democracy, which the National League
for
Democracy is talking about, concerns the public only.  Essentially, it is
people?s rule which has nothing to do with their party?s gaining of power for
they are
concerned with public interest.  They concern only the party which is
considerate and sides with the people.  No one can now deceive the people who
are quite different from the past.  It is not easy to organize them either.
They will not support just any party that opposes the government.  As the
people are wise enough, serious attention must be paid to them if their
support is desired.

Today?s people want to live in peace and look for the truth.  They never want
to ignore such developments in the nation.  They are saying that they must
keep on encouraging the nation-building tasks.

As now is crucial time for the people, they may be worried.  They give comment
considering both sides.  There are also those who comment with correct
outlook.  The government, in fact, had to shoulder the State responsibilities
in response to the
nation?s needs.  If the Tatmadaw had not assumed the duties of State in 1988,
one would have hardly seen the developments as today.  One might ask as to how
the system would have been, who would have ruled the country and on which path
the nation would have reached. It was the public who really saw the purpose of
the Tatmadaw?s assumption of the duties of State under the prevailing
circumstances during that period.

There is a question.  Is there any decline in the nation during the 10 years
the Tatmadaw has taken the responsibilities of the State?  Does the Tatmadaw
yield to any alien influences? Are people suffering any unjust or ill
treatments during the period?  Dopeople face threats from anarchism, thugs,
murders, beheadings, and lack of law and order? The answer is quite clear.
Truth cannot be hidden.

There is no doubt that the Tatmadaw, formed with the people always place in
the fore the people?s interests, improving the living standard of the people
more and
more.  The Tatmadaw never regards National League for Democracy which is
always
opposing it with pessimistic view as enemy.  As multi-coloured insurgents are
brethren the Tatmadaw always regards them as true brothers and sisters.  All
know that these are for the people?s interest. In other words, the Tatmadaw?s
endeavours for national peace, stability and development are its sincere
goodwill.

It is also required to analyze the acts of NLD.  There are many questions
concerning their misconducts.  We must consider whether it is for the party
itself or for the public that NLD is accepting alien assistance and influence,
pushing the nation into
disintegration, without considering seriously, whether there are other people
involved in such misdeeds and whether people like their misconducts.

Does NLD know that calling the Hluttaw is impossible at this unsuitable time?
If the party cannot call the Hluttaw, what will it do next?  Is NLD going to
make
instigations for an outbreak of civil strife?  Is it going to launch attacks
with alien
assistance to grab power?  Is the Tatmadaw going to stay idle if NLD starts
aggressive campaigns or repulse attacks? These are extremely important facts
that should be considered.  What kind of armed forces NLD is going to join
hands with if it wants to destroy the Tatmadawwhich is essential for the
national defence and security at present and in the future and which is always
in unity with the public if it wishes to govern the nation?  The people
clearly know that as the public cannot lose touch with the Tatmadaw, the
government also cannot lose touch with the Tatmadaw.  The Tatmadaw is a truly
reliable force for the people, the nation and the
government.

Here, we need to look into the mess she is in.  The people see her as messing
around more and more every day.  No other nation could be as generous to her
as the Tatmadaw government.  The Tatmadaw neither is afraid of her nor loves
or hates
her.  The Tatmadaw is acceding to her desire not because the Tatmadaw is a
weak force.  It is said that the Tatmadaw?s intention to forgive her and have
patience on her is that she does not really know the true situation of Myanmar
politics, Myanmar?s patriotism.

People are not happy as she has been going on along the destructive path since
the time she entered the field of politics, deciding to carry out any
destructive act if she does not gain power.  It is time for her to realize her
wrongs.

People will never hesitate to choose the right path, for they can weigh and
consider.  I would like to offer my suggestion that it is now time for the
culprits to correct their faults.
