1. The formation, by representatives of the NLD and 4 ethnic nationality
parties on September 16, 1998, of the Representative Committee for
Parliament elected in May 1990, is a correct undertaking, since it was in
accordance with the Election Law and the actualization of the will of the
people.

2. The Representative Committee for Parliament has the rights to carry
oft all the duties of the Parliament, until the parliament can be
convened. All obstructions to it are illegitimate and has shall be an
outrage to the people.

3. We, the Presidium of the NCUB, would like to earnestly appeal to the
students, people from all walks of life, the Buddhist monks, members of
the Armed Forces who had voted for the NLD in May 1990 general elections,
the democratic governments, and the national and international
organizations, to actively and expressly support and cooperate with the
Representative Committee for Parliament in performance of its duties.
