The declaration on the attitude of CPB representative regarding&nbsp;
points 7and 9 of the agreement of Thoo Mwe Klo, the seminar on national
solidarity.<br>

&nbsp;&nbsp; 1(a) As mentioned in the opened letter of CPB, today there
are various political forces. The situation is not yet in a position for
all these forces to express and discuss their views and attitudes openly
and democratically.<br>
&nbsp;&nbsp;&nbsp; (b) The respective national minorties, while
expressing their aspirations, CPB has aware that it contain differences
and contradictions, for instance, the size of State or attornomous region
they want, ----- etc,... CPB forseen that these contradictions could be
utilized by the military regime to divide the people to be at
loggerheads. <br>
&nbsp;&nbsp; (c) CPB believes, for certain that, there shall be a time
having favourable political atmosphere, where this problem could
thoroughly be discussed and resolved.<br>
 As such, CPB representative had sinserely put this as an exception in
the agreement.<br>
<br>
Our general attitude is,<br>
1.(1) We do not object this. We shall take time and earnestly put
into&nbsp; consideration the views from all corners.<br>
&nbsp;&nbsp; (2) We are going to accept every proposal that serve the
interests of the&nbsp; unification of the country, equality and
solidarity of the people of all nationalities.<br>
&nbsp; 2. Regarding &quot;Tri-partite&quot; dialogue,CPB accepts this on
principle. But CPB perceives that, on implementing this, a dialogue
should first be held as a preliminary stage between the political forces
in a legal fold with the military regime. The political forces in a legal
fold here means all the elected represe- ntatives of 1990 general
election including NLD. Only after that dialogue should continously go
ahead with the remaining political forces and patriotic personages in the
legal fold. Then, as a secondary stage, a dialogue should go on with all
the quasi- and extra- legal political forces. Only then CPB believes that
it will be pragmatic and feasible for a sustainable achievement.<br>
&nbsp;&nbsp;&nbsp;&nbsp; If all the forces are to be included in the
dialogue at the same time, the agenda will be enormous, for instance, the
problem of ceasing the civil war, weaponary,... etc,.....<br>
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; If the dialogue is held through stages,
only then, emphasis on 1990 election results and democratic rights could
be focussed. Only then, the struggle against the military regime could be
effective and we can avoid the policy of the regime to divide the people
to be at loggerheads.<br>
