The Federal Proposal 
( 25 February 1961 ) 
It was accused by the junta as an attempt to destroy the Union and used as
the reason for the coup det'at on 2 March, 1962. Since then, the people of
Burma have been led to believe that the words "Federal" "Federal Union" or
Federation" are monsters to be feared, loathed and destroyed. 
Now for the first time since 1962, SHAN, with the assistance from
Euro-Burma Office, has produced a hard-cover booklet in its original
entirety. It is expected that the translation in English shall be available
soon also. 
Also available is the Taunggyi Inter-States Conference that ratified the
Shan proposal to amend the 1947 Constitution.
