YES ! TOTAL DOES SUPPORT THE BURMESE JUNTA

"Thierry Desmarest, President Director General of the new oil giant
TOTAL - FINA, congratulates himself (Liberation January 12th) on
"favourising legal sources of revenue in Burma". When a shareholder
(General assembly of the 14th) asked him if TOTAL didn't in this way
help money laundering operations, he answered : TOTAL does not
participate in any way in operations laundering money for the drug
trade. This denial is nowever far from being a reply to the very precise

accusations made over the last two years in both french and foreign
media, which affirm that the MOGE, the obligatory burmese partner in all

petro-chemical activities in the country, is the favourite instrument
for laundering revenue from the heroin trade for a group of generals in
power in Rangoon.

It is through this complex relations with the MOGE that arises the
accusation of complicity in "money laundering" brought against TOTAL and

its American partner UNOCAL in the Yadana operation. For Aung San Suu
Kyi, Nobel Peace Prize Winner of 1991, TOTAL is the principal support of

the dictatorship. She has always asked for the suspension of investment
under the present regime. Mr. Desmarest, who criticises the "Moralizers
who close up the countries with their problems", thus claims to know
what suits the country better than the legitimate representatives of the

Burmese people.

The gas pipeline built by TOTAL has the benefit of protection by the
Burmese army, which carries out operations against the civilian
population (smmary executions, forced delocalisation of the population,
destruction of villages, racketeering, forced recruitment of workers).
Moreover, witnesses confirm that monthly payments are made by one of
TOTAL's subcontractors to the fifteen battalions that are present in the

security zone around the gas pipeline. Over these last years numerous
foreign businesses, including oil companies have left Burma. The Levi
Strauss company said on leaving : It is not possible to do business in
Burma without giving direct support to the military government and its
violations of human rights."

The "Nouvel observateur" is the weekly newspaper n° 1 in France

"To the surprise of certain policemen in charge of the fight against the

drug traffic and a number of diplomats specialising in Asian affairs,
Interpol has chosen to organise the Fourth international conference on
heroin, in february, in Rangoun. Of course, Burma, whose North Eastern
provinces constitute a major part of the Golden Triangle would be a good

spot for observing illegal trade in the drug. All the more so as the
country, with an annual production reaching 200 tons, has become the
world's leading producer of opium and heroin since the military junta
came to power in 1988. Bur practical work on site and investigation into

the very visible contacts between the Burmese generals and the "Opium
Lords" are not on the agenda of this meeting, at which the Burmese
authorities, who have booked two hotels in the capital, will play the
role of hosts. The experts are even afraid that the burmese dictatorship

will use the conference to improve its international image."

félicite de «favoriser , en Birmanie, des
  sources de revenus licites ». (libération 12/1/99). Quand une
actionnaire (Assemblée générale du 14) lui  demande si
  Total ne conforte pas ainsi des opérations de blanchiment, il répond
« TOTAL ne participe à aucune opération de
  blanchiment de l'argent de la drogue ».

   Le démenti est toutefois loin de répondre aux accusations précises
publiées depuis deux ans dans plusieurs medias
  français et étrangers qui affirment que la MOGE, partenaire birman
obligatoire de toute activité hydrocarbures dans le
  pays est l'instrument  priviligié du blanchiment des revenus de
l'héroïne pour le compte d'un groupe de généraux au
  pouvoir à  Rangoon. De ces complexes relations financières avec  la
MOGE découlent les accusations récurrentes de
  complicité de  blanchiment portées contre TOTAL et son partenaire
américain UNOCAL dans l'opération Yadana.

  Pour Mme Aung San Suu Kyi, prix Nobel de la paix 1991 : « TOTAL est le
principal soutien de la dictature ». Elle a
  toujours réclamé la suspension des investissements sous l'actuel
régime. M.  Desmarest qui critique « les moralisateurs qui
  enferment les pays dans leurs problèmes »  prétend donc connaitre
mieux que les représentants légitimes du peuple
  birman ce qui convient à leur pays ...

  Le gazoduc construit par TOTAL bénéficie de la protection  de l'armée
birmane opérations  contre les populations civiles
  (exécutions sommaires, déplacements forcés de populations,
destructions de villages, racket des habitants, recrutement
  forcé de main d'oeuvre). Or, des témoignages attestent de versements
mensuels effectués par un sous-traitant de TOTAL
  à la quinzaine de bataillons présents en permanence dans la zone de
sécurité du gazoduc.

  Ces dernières années, de nombreux industriels étrangers, dont des
pétroliers, se sont retirés de Birmanie. Le fabricant de
  textiles Levi Strauss a ainsi déclaré en partant: « il n'est pas
possible de faire des affaires en Birmanie sans apporter un
  soutien direct au gouvernement militaire et à ses violations des
droits de l'Homme ».

  Interpol chez les "seigneurs de l'opium"

  A la surprise de certains policiers chargés de la lutte contre le
trafic de stupéfiants, et de nombre de diplomates
  spécialistes de l'Asie, Interpol a choisi d'organiser sa quatrième
conférence internationale sur l'héroïne, en février, à
  Rangoon. Certes, la Birmanie, dont les provinces du nord-est
constituent la majeure partie du Triangle d'or, semble a
  priori un bon poste d'observation du commerce illicite de la drogue.
D'autant que le pays, où la production de poudre
  blanche atteint 200 tonnes par an, est devenu le premier producteur
mondial d'opium et d'héroïne depuis l'arrivée au
  pouvoir de la junte militaire en 1988. Mais les travaux pratiques sur
le terrain, comme les investigations sur les relations
  voyantes qu'entretiennent les généraux birmans avec les "seigneurs de
l'opium", ne sont pas au programme de cette
  réunion bisannuelle, où les autorités birmanes, qui ont mobilisé deux
hôtels de la capitale, joueront le rôle d epuissance
  invitante. Les experts redoutent même que la dictature birmane
n'utilise cette conférence pour tenter d'améliorer son
  image internationale.
