CRPP Notifiction 1 in English




Representatives of the People elected to the People's Parliament in the 
1990 multiparty democratic elections (Committee representing People's 
Parliament)

Notification No 1 (1/99)

1.  The invitation by the Japanese government for a state visit of a 
high ranking military intelligence officer of the State Peace and 
Development Council is tantamount to encouragement and approval of the 
activities of the Military Intelligence that is currently crushing and 
demolishing those individuals and organisations that are striving 
valiantly for democracy and human rights in Burma.

2.  Therefore, a letter dated 20 January 1999, to the Speaker of the two 
Houses of the Japanese Parliament from the NLD Parliamentarians-elect 
was delivered to the Japanese Embassy in Burma stating their objections 
and their fears.

3.  The objections raised were as follows:-

(1)  We are the representatives of the people who were freely and fairly 
elected in the 1990 general elections.

(2)  Since the middle of last year, over 150 of our colleagues have been 
illegally incarcerated by the military authorities.

(3)  This is a deliberate ploy in a systemic strategy to prevent the 
convening of parliament. It is also a well known fact that the office of 
the Military Intelligence Directorate is conducting these operations 
with the intention of obliterating the entire democracy movement.

(4)  Therefore the news of the invitation to visit as a state guest a 
high ranking and important official from the Military Intelligence by 
the Japanese government disturbs us greatly.

(5)  We ask you to consider the feelings that will be engendered in the 
hearts of the Japanese people if we, the elected representatives of the 
people invited those who are obstructing the Japanese people's 
representatives from performing their tasks and deliberately denying 
them their fundamental human rights like what is now happening to us.

(6)  We also request the members of the Upper and Lower House of the 
Japanese Parliament to endorse the activities of this committee that is 
representative of the parliament. This committee was formed on the 16 
November 1998 as a result of the military authorities failing to convene 
parliament, a request made by the National League for Democracy. This 
committee has approval signatures of 60 percent of the people who were 
elected to the People's Parliament.

(7)  We request the speakers of both Houses to circulate this letter to 
all their members. We hope that circumstances in the near future will be 

such that closer ties and cooperation can be forged between the people 
of Japan and the people of Burma through the good will and offices of 
their elected representatives.
