Burma's first meeting with European Union and Association of Southeast Asian
Nations'
officials was scuppered at the last minute because of the EU's suggestion
that Burma sit behind a
plaque marked "Asean-New Member." A dispute over human rights in Burma
caused an
18-month rift between the EU and Asean. EU governments are still hoping to
hold a meeting of
EU and Asean foreign ministers in Berlin in May in spite of the cancellation
of the Bangkok talks.
