(1)		Plans Being Implemented for Wiping out Poppy Cultivation, Carrying out
Area Development in Peace- restored Regions

		Chairman of Work Committee for Development of Border Areas and National
Races Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt
met leaders of national races and discussed regional development in Shan State
and Kayah State on 16 February. On arrival at Heho, Shan State, the
Secretary-1 and party met members of Mong Tai Army (MTA), who have already
returned to the legal fold, led by U Khun Mein. They then inspected building
of houses for MTA members and families, the drug treatment hospital and the
rehabilitation centre. The Secretary-1 presented gifts to U Khun Mein and
members of MTA. Then, Secretary-1 Lt-Gen Khin Nyunt met leaders of the
national races of Special Region 1, Special Region 2 and Special Region 3 of
Kayah State in a meeting hall of the Regional Control Command Headquarters in
Loikaw, Kayah State. Year-wise plans are being implemented in wiping out poppy
cultivation and in carrying out area development in regions where peace has
been restored. Chairman of Kayan National Defence Guards of the Special Region
1 U Htay Ko presented building of Moebye-Pikin and Pikin-Laei-Latein-
Hsuangbyaung roads, upgrading of Loiyin Mingala Basic Education Primary School
to become a middle school, building of a station hospital in Moebye village,
Phekhon Township. Chairman of Kayinni National People's Liberation Front of
the Special Region 2 U Sanda and Vice-Chairman U Tun Kyaw presented
availability of drinking water in villages in Dimawhso Township, rock laying
of the Khupara-Lionanpha and health and education requirements. Vice-Chairman
of Kayan Pyithit party of the Special Region 3 U Than Soe Naing presented
transforming of 2,000 acres of fallow land into sugarcane fields in Thigyeik
village-tract, fish breeding, education and health conditions, building of
Sibu-Thaauk-Maungpalawh Road, upgrading of Sibu-Pyin-htaung-Thigyeik to become
an all weather road and mining and rural water supply projects. They arrived
back Yangon from  Loikaw by air in the evening.


(2)		More Extensive Use of Firewood Substitute Fuel and Requirements for
Entrepreneurs Discussed

		The Secretary-2, the ministers, the deputy ministers and departmental
officials heard report on A-1 stove produced by Forest Department, briquette-
using stoves, use of other fuel instead of firewood and cost difference
between briquette and firewood by Director-General of Forest Department and
officials at the Ministry of Agriculture and Irrigation on 16 February.
Thanmyanthu 007 production group demonstrated production of briquettes and
answered questions raised by national entrepreneurs. A coordination meeting on
requirement of national entrepreneurs who are engaged in agriculture in
Ayeyawady, Yangon, Magway and Taninthayi Divisions was held at the ministry.
The Secretary-2 fulfilled the requirements on supply of farm machinery,
opening of filling stations, workers, convenience for telephone links and
security. 

(3)		Third Meeting of Telecommunications Working Group for South-East Asia
(TELEWORK-SE) Begins

		A ceremony to open the Third Meeting of Telecommunications Working Group for
South-East Asia (TELEWORK-SE) of Asia Pacific Telecommunity was held at
Kandawgyi Palace Hotel on 16 February. Executive Director of Asia-Pacific
Telecommunity Mr. Jong Soon Lee extended the greetings. The First Meeting of
the Telecommunications Working Group of South-East Asia was held in
Yogyakarta, Indonesia in September, 1996. In this meeting, seven Task Forces
were established to look into matters of sub-regional cooperation. The Second
TELEWORK-SE meeting was held in Vientiane, LPDR, in September, 1997. Some
project proposals were put forward during the meeting. Also, a new Task Force
on New Services was established.

		This is the Third TELEWORK-SE meeting. The Task Forces have worked hard to
prepare some practical proposals, such as, sub-regional roaming for paging
services, new services, joint effort for HRD, and sub-regional tariff. These
proposals will be presented and discussed in the coming days.  During the
meeting, presentations on "Internet via Satellite", "Centre of Excellence for
the Asia-Pacific", "Year 2000 Problem", and also on three project proposals
from the Coordinators of the Task Forces will be presented. Then, minister for
Communications, Posts and Telegraphs made a speech. The participants are
Executive Director and Secretariat from APT delegates from South-East Asia
countries, ITU, private operators, service providers and telecommunication
equipment manufacturers. Ministry of Communications, Posts and Telegraphs and
Myanma Posts and Telecommunications as well extended an invitation to host
this meeting because of its importance to the South-East Asia region. Myanmar
finds the role of APT in this region to be of crucial importance to the
development  of telecommunication both at the national and regional level.
Though telephone density of Myanmar at present is just 0.45, Myanmar
Government has always attached great importance to the planning and
development of the telecommunication network. Myanma Posts and
Telecommunications which is the sole provider of all kinds of national and

international telecommunication services had rendered series of national
telecommunication development activities inclusive of development in rural
areas by stretching microwave radio relay routes and introduction of VSAT
systems. Internet and E-mail are new services recently implemented and also
participating in SEAME-WE3 optical submarine cable project to bring in better
international connection. The programmes of the meeting took place in the
afternoon. The meeting will continue till 18 February.

(4)		IT Application Seminar Held

		IT Application Seminar, jointly sponsored by Myanmar Computer Federation and
CICC of Japan, was held at the International Business Centre on Pyay Road on
16 February. Secretary of Myanmar Computer Technology Development Council
Deputy Minister for Science and Technology U Hlaing Win made a speech.
Computer technician of CICC of Japan Mr. Yoshiro Kudo explained Current
Situation with Web System in Japan. He also replied to queries raised by those
present. Chairman of MCF made a closing speech. 

(5)		25 Armed Group Members Exchange Arms for Peace in January

		After realizing the correct aims and endeavours of the Government, and good-
will of Tatmadaw (Defence Services), remaining armed groups are exchanging
arms for peace individually or in groups. Pvt Hla Than (a) Hlaing Lay and Ma
Thet Su of All Burma Students Democratic Front (ABSDF) armed group in Northern
Command area, major Lauk Kwe, pvts Lauk Eir, Aik Hlyan and Aik Tun of remnant
Mong Tai Army armed group in Eastern Command area, pvt Saw Phaw Phaw of Kayin
National Union(KNU) armed group in Coastal Region Command area, lieutenant Saw
Aye Maung (a) Saw Gei Kaw, wife Naw Mya Sein, daughters Naw Petcher, Naw
Estina and Naw Phroda of No. 3 Company, No. 2 Brigade of KNU armed group, cpl
Soe Min (a) Htoo Thu Soe (a) Sai Pi of the headquarters and sgt Maung Htay of
No.1 Battalion of ABSDF armed group in Southern Command area, major L
Biharmankaja (a) Zaw Zaw, company sgt Pa Hin and wife Daw Son Me, sons Dau Li
Tun and Maung Htaik Mahn, daughters Ma Nyo Kaing and Ma Nyi Mahn of Naga
National Council (NNC) armed group, pvt Hsan Bikh of Chin National Army (CNA)
armed group and pvt Swe Kyon of Chin National Front (CNF) armed group in
North-West Command area and sgt Yin Htwe (a) Kyaw Oo of Peace and Democracy
Front (PDF) armed group and Htut Htut Myo of People's Liberation Front (PLF)
armed group in South-East Command area exchanged arms for peace at the
respective military camps in January 1999. Officials of the military camps
warmly welcomed the 25 members of the respective armed groups who exchanged
arms for peace and fulfilled their requirements.

(6)		Yangon Gems '99 Show Opened

		The 2nd Yangon Gems '99 jointly sponsored by Cooperatives Department and TTF
(Yangon) Co Ltd opened at Hotel Equatorial on Alanpyaphaya Road on 16
February. Managing Director of TTF (Yangon) Co Ltd Mr. Anant Prasertsit
delivered a speech. Minister for Co-operatives and Mr. Anant Prasertsit
formally opened the 2nd Yangon Gems '99. Various kinds of gems and paintings
were exhibited at 75 counters of ten Gem producers Cooperative Societies and

53 local private entrepreneurs. Gems will be sold in US dollars. The gem
emporium opens from 10 am to 6 pm daily till 21 February.
