Subject: Comment on the Press Release 3/99. Embassy of Myanmar, Washington DC.

Generally speaking, I am always busy with campaign works and my family
affairs.
I never response to you and other persons. Now is the time to point out the
truth.
Before I mention my constructive criticism to your press release 3/99,
Embassy of Myanmar, Washington, I would like to draw your attention the
following:
* I am not a member of any party in my life ( even Ma-Sa-La era, Lan-zin
Lu-Nge or NLD )
* So far, I feel myself, I am not a politician. Just an ordinary person,
with the attitude of doing what I think is right. (When we think something
is right, we have to consider the majority opinion as well as our sincerity
and our intelligence. I feel it is not justify to say "It is right because I
think it is right. Should be more realistic and more scientific)
* Most of my life was grown up in grassroots level. At the same time I had
some exposure with the environment of Ma-Sa-La VIP (My father in law was an
old Colonel and he was working very closely with General Ne Win). That is
why, I can understand the both views.
* I grown up in Urban (Rangoon and Mandalay) as well as very remote part of
Burma when I was serving the people under Dept. of Health, in Burma. (The
people from that area never seen motor car in their lives). Then, again I
had chance to listen the view of the various nature of our people for more
than a decade while I was in Burma.
Let's discuss what you mentioned. The press release mentioned US Dept of
State ignores the following...
1. "It ignores the fact that Myanmar is enjoying unprecedented peace and
stability and that the people are happily engaged in the pursuit of better
standard of living and decent quality of life without fear and anxiety."
I would like to ask you (actually you do not need to answer my question for
publicity) just only ask again to yourself in your own mind that you really
think people are happily engaged as you said. People are really living
without fear and anxiety. You just think and answer ONLY in your mind. ( Why
I am saying like that is if you have to answer for publicity, it might be
impossible for you to say the truth and justify. I am telling you (I hope
that you already know) It is absolutely impossible to live without fear and
anxiety those people who want to speak the truth.( Remember! Decent quality
of life is standing on "the truth") Might be possible to stay without fear
and anxiety those who ignore the real situation of our people and "the
truth". ( Because those people are not disturbing to the power chair of
SPDC. SPDC probably give credit to those kind of people)

2. The United States speaks of human rights but ignores the right of other
sovereign and independent nations to lead their own lives and to shape their
own destinies without interference or pressure.  It appears to have
forgotten
that according to the United Nations Charter and the norms of international
law, all countries, large or small, strong or weak, rich or poor, have the
right to choose their own political system, road to development and social
values.

Your description is absolutely right!! Up to certain extent.
You are saying rights BUT at the same time you are doing wrong. (Sorry! As a
doctor, I have to say un co-ordinate movement between motor and sensory
function, Senile Dementia)
Please do not forget it, "sovereign" "nation" "lives" "countries" "social
values" all these terms you mentioned are belong to the sense of "PEOPLE OF
THE COUNTRY".
* Please think twice again. "Are you (SPDC) the genuine representative of
the people of the country?"(If you want to own/use these terms you should be
the representative of the people.)
* The other way, if you (SPDC) really respect these terms, why you ignoring
the will of the people?
Okay! You (SPDC) are conscious is clear, sincere and probably you will say
"we have to carry on this tract because we are the only persons who love to
the nation and people. We have to dictate for the benefit of country". Then
I would like to remind you earnestly the following:-
* Let me say the very simple way. The Country is belong to each and every
single citizen. The proportion of ownership of the country (state power) is
exactly same for every single citizen. General Ne Win, General Saw Mg, Daw
Aung San Suu Kyi, you and me, even homeless street people, the proportion of
the ownership is the equal amount. You (SPDC) already accept the democratic
election and repeatedly admitted SPDC is standing on the democratic
platform. If you accepted this principle SPDC should not do what you are
doing today. Even with the good faith, SPDC should not hold the state power
for a decade. (I am not saying SPDC is power hunger). The main reason is you
are NOT responsible person. You have no right to do this job. Otherwise
(allow me to say as quarrel in the street) if somebody has super natural
power, lawyers will rule the country, Economics will rule it, Doctors will
rule it, Engineers will do the same. All people will do with their good
faith. Remembers! Army, doctors, lawyers, economics all are service of the
country. They are doing their own jobs. The state power is ONLY belongs to
the representative of the people, not for the service people. We have to
accept General Than Shwe/Khin Nyunt, if they become genuine representative
of the people, even we do not like to them.
* If SPDC really want the development of the country, one day if you have
chance, you can organise the own party and share your idea how you are going
to build the nation. Then, if your idea is fantastic with flying colour, the
majority will accept and vote to your party. Then it will become the time
for you. You can architect your beloved country with your good faith.

Please note, I am not NLD/Ma-SA-LA/American follower(I have to mention,
otherwise somebody will accuse me as destructive element). Just earning the
salary by professional way and serving to my family.
Otherway, I would say, my voice is stand for an ordinary citizen.
Dear Okkar! If an ordinary "majority silent people" ( Foreign Minister U Win
Aung
Said) say "NO" to you (SPDC).........
What you are going to do with reference to your press statement?


Dear Okkar!
I would like to sincerely encourage to you, LIFE is too short and so
precious. Please do not waste the valuable part of you life. Please do not
exchange your life with valueless matters
Now is the time to consider very seriously for your life as well as for your
generation and then for your beloved country and people.

Press Release

Following is the press release issued by the Ministry of Foreign Affairs in
Yangon today with regard to the 1998 Report on the Humans Rights situation
in
the World issued by the Department of State:



Recently, the United States issued the so-called 1998 Report on the Human
Rights Situation in the world.  It also includes references to the Union of
Myanmar. As in the previous reports, the 1998 Human Rights Report neglects
the positive developments taking place in the country and does not reflect
the
true situation of Myanmar.  It ignores the fact that Myanmar is enjoying
unprecedented peace and stability and that the people are happily engaged in
the pursuit of better standard of living and decent quality of life without
fear and anxiety.  Indeed, the State Department of the United States of
America had once again focused on accusations based on unfounded facts and
information from unscrupulous sources.

It is generally recognized that any government, institutions or individual
seeking to  promote human rights should bear in mind the significance of

national and regional peculiarities as well as historical, cultural and
religious backgrounds together with the stage of economic development.
However, it seems that the United States has turned a blind eye to these
facts
and is using the pretext of human rights and democracy to  interfere in the
internal affairs of other nations.

The United States speaks of human rights but ignores the right of other
sovereign and independent nations to lead their own lives and to shape their
own destinies without interference or pressure.  It appears to have
forgotten
that according to the United Nations Charter and the norms of international
law, all countries, large or small, strong or weak, rich or poor, have the
right to choose their own political system, road to development and social
values.  The United States speaks of democracy but tries to dictate how a
country should be run or even who should run the nation without paying heed
to
the actual situation in that country or its challenges and potentials.

The Ministry of Foreign Affairs of the Union of Myanmar, therefore,
categorically rejects the one-sided assessment of the United States on the
human rights situations in Myanmar since it is based on unfounded facts and
is
nothing more that a politically motivated document aimed at interfering in
the
internal affairs of Myanmar.
