CRPP Notification 16 in English
Committee representing members of People's Parliament elected in the
1990 multi-party general elections (Committee representing People's
Parliament)
Notification No 16 ( 3/99)
1. In the May 1990 multiparty general elections, U Lwin contested as the
NLD candidate in Constituency No 1, Thong-gwa Township, Rangoon Division
and was wholeheartedly returned which indicated the people's unfettered
wishes and demonstrated that sovereignty lies with the people- a basic
democratic principle.
2. U Lwin was returned with 18189 indisputable votes (68.11%) and was
declared the legitimate People's Parliament Representative by the
Multiparty Elections Commission. Therefore his position as a NLD
People's Parliament Representative endures.
3. U Lwin is a man of good repute. He has genuine love for his country
and was personally involved in the many stages of the fight for
independence. He served in the Army in high and responsible positions
up to 1980 and held the position of Deputy Prime Minister in the
administration.
4. He accepted the duties of Secretary in the legitimately constituted
National League for Democracy out of his desire to achieve democracy and
human rights for the people and despite failing health he performs with
determination and courage.
5. Information that has reached us is that the Military Intelligence who
control and have power are planning to stage an illegal demonstration in
this month of March against U Lwin forcing and coercing the USDA as
their mouthpiece to shout stupid and senseless slogans of "non
confidence and non support". These activities are illegal and unjust and
have not been prescribed in the law for the fornmation of Political
Parties or in the People's Parliament Election Law.
6. U Lwin's constituency has been divided into 8 administrative units,
each unit covering 8 to 10 village tracts. We have information that one
of these village tracts where the authorities and the USDA(with not
political agenda) have managed to take control is being used as a base
for these illegal operations.
7. We urge the powerful Military Intelligence and the USDA not to use
the hardworking people who are peacefully struggling to make a living in
these kind of illegal activities. The National League for Democracy
firmly believes and understands that it is not the desire of the people
to participate in these unlawful demonstrations.
