Subject: DAB STATEMENT OF THE FIRST CENTRAL COMMITTEE MEETING

STATEMENT OF THE FIRST CENTRAL COMMITTEE=
 MEETING<br>

1. The first meeting of the Central Committee of the Democratic<br>
Alliance of=A0 Burma (DAB) was successfully held near the<br>
Thai-Burma border on April 2=A0 through 4, 1999. Delegates from 15<br>
of the 19 member organizations attended the meeting.<br>
<br>
2. Delegates discussed among various topics the situation inside<br>
Burma as well as international response to the developments in<br>
the country. They also evaluated the situation and programs of<br>
the DAB and reached several conclusions.<br>
&quot;Although the Burmese military junta of 1988 which is the new<br>
generation of military clique of 1962 coup d'etat declared an<br>
acceptance of multi-party democracy and market-oriented economy,<br>
it detests democratization in the country. The regime wishes to<br>
continue its hold on power, and any political changes have been<br>
merely cosmetic; the regime has no real desire to introduce<br>
democratic reforms to the country. In reality, the military junta<br>
lacks the ability to do so. Furthermore, the regime has made<br>
every effort to consolidate its military bureaucracy while<br>
unabashedly destroying the opposition by all means. The military<br>
has continued their strategy of striving for legitimacy and power<br>
through the National Convention and the drafting of a<br>
constitution&quot;.<br>

3. The DAB heartily congratulates the National League for<br>
Democracy (NLD) and Daw Aung San Suu Kyi who are steadfastly<br>
fighting for the good of the people although the junta has<br>
labeled the National League for Democracy (NLD) as the enemy and<br>
has used all means available to destroy it. The DAB recognizes<br>
the fact that NLD's move to convene the peoples' parliament is<br>
crucial and has been a boost to the morale of the people of Burma<br>
who hate the suppression of the military and are wanting to see<br>
changes in the country. The DAB reiterates its support for the<br>
formation of the Committee to Represent Peoples' Parliament and<br>
will work with the people for the realization of its aims.<br>

4. A decision was also taken to review the working programs of<br>
the DAB. The delegates to the meeting agreed that there is a need<br>
for the DAB to consolidate its organizational structure and to<br>
play a major role with the National Council of the Union of Burma<br>
along with other alliance organizations. <br>
<br>
5. In the meeting, new working programs to organize the people<br>
were also agreed upon. At the same time, the delegates decided to<br>
urge the people to accept the NLD leadership=A0 within the<br>
democracy movement and pledge to work for the liberation of<br>
Burmese people.<br>

6. The DAB was greatly saddened by the death of Dr. Michael Aris,<br>
the beloved husband of Daw Aung Suu Kyi. It solemnly recognizes<br>
the suffering that Daw Aung San Suu Kyi has endured for the<br>
country and her spirit of sacrifice.<br>
<br>
7. In the meeting, the following leaders were elected to the<br>
executive committee.<br>
