ULFA feeding information to ISI
Army may have to tap phones

GUWAHATI, June 24? The GOC 4 Corps, Lt Gen DB
Shekatkar said ?in the interest of the national
security? the Army might have to tap telephones in the
State as the banned ULFA had been feeding information
over phone to the Inter-Services Intelligence of
Pakistan about troops movement and other activities of
the Army in the State. 
Talking to newsmen at Narangi Army base here this
evening, the GOC informed that the Army had detected
that regular phone calls were being made by the ULFA
men to their contacts at various places in Pakistan.
Sometimes calls are even made for three to four times
a day. He said such calls were originated at places
like Guwahati, Kokrajhar, Dhubri, Nagaon and Nalbari
and directed to Karachi, Lahore, Sialkot, Narowar and
other places in Pakistan. He said conversations were
made in corrupted version of Urdu. 
When asked whether dreaded Bodo militants of NDFB
were also making similar ISD calls to Pakistan as the
outfit in a statement yesterday criticised Indian Army
and Government of India for ?triggering war in Kargil
to retain Kashmir?, the GOC said the Army had got hold
of no proof about NDFB?s involvement in feeding ISI
over phone. 
The GOC further said though ULFA had been providing
information to the ISI, the frequency of calls has
definitely gone up after the war broke out in Kargil
sector in Jammu and Kashmir. 
The Army official, however, denied that there was any
?abnormal? troops movement out of the State after the
war raged in Kargil. He said ?Troops movement in the
State is part of a routine periodic exercise and there
is no cause for concern.? He said as the insurgents
keep moving their bases accordingly Army also keep
shifting to places where requirement is more. 
The GOC today accused ULFA of acting on behalf of the
ISI which, he said, exposed the sheer frustration in
the ranks of the outfit which is fast losing support
among the people of the State. 
He said the ULFA was in tremendous pressure from
Bhutan Government to shift their base from the
Himalayan Kingdom and the Army had intercepted
messages from ULFA which are suggestive of their plan
to move out that country in future. 
He also claimed that the ULFA was in touch with the
Kachin Independent Army (KIA) and recently the outfit
had a secret meeting with NSCN(K )which was also
attended by a representative from the KIA. He said the
Army had specific information that NSCN(K) was paid by

the ULFA for providing accommodation to its leader in
their camps sin North Myanmar. 
The GOC today said some quarters with vested
interests in the country had been remote controlling
the ULFA which is dogged by differences among its
political and military wings. He said the bone of
contention between the two wings of the outfit were
sharing of the money, appointments to top positions
and the issue of negotiation with the Government of
