Wei and Khun Sa - Partners Again:

28 June 1999

An unconfirmed report coming from the the border says Khun Sa and Wei
Xuegang, formerly enemies, have agreed to become comrades both in arms and
drugs again.

The source said on Friday, (25 June), that Wei Xuegang, former subordinate
then later bitter enemy of Khun Sa, went to visit Khun Sa in Rangoon in
April to pay his respects and bury the hatchet.

Wei has been reported to be having trouble with the United Wa State Army
that he joined in 1989 after leaving Khun Sa in 1985. Although the cause of
the trouble is not clear, he has already moved from his old headquarters in
Mongyawn, where the UWSA took over, to the east near Tachilek in Bnhoong.

Being wedged between the Americans who proclaimed a US $ 2 million for his
capture and the UWSA that is increasingly becoming difficult for him to get
along with, he finally decided to make peace with Khun Sa, said the source.

In Rangoon, he met both Khun Sa and his former chief-of-staff, Chang
hsu-chuan a.k.a. Falang. Although details were lacking, one of the results
is that Wei and Zarm-hurng a.k.a. Chang Wei-kang, Khun Sa's second son, are
reported to have set up a drug refinery in Monggarn between Tachilek and
Mongsart, according to the source.

Wei used to be Khun Sa's radio operator, later, his bankroller. They fell
out with each other in 1985, resulting in the killings of at least three of
Khun Sa's close associates, namely, Sai Parn (Khun Sa's cousin, Peter Yang
and Sai Sarm a.k.a. Kao Minhai. Wei then joined Ai Xiaoxue, to for the Wa
National Council that finally merged with the UWSA in 1989.
