SHAN HERALD AGENCY FOR NEWS - July 7, 1999

Burma army clashed with SSNA

On the morning of 6 July 1999, a firefight broke out between the two
columns
of SPDC of LIB 114 headed by Major San Win and a platoon of Shan State
National Army (SSNA) Brigade 21 led by Captain Kham Leang near Koong
Hsar
Village, Kung Kar Tract, Tangyang Township. Three SPDC soldiers died,
while
the SSNA lost one.

The SPDC troops have been accusing the SSA North and SSNA for helping
the
SSA South to penetrate the Northern area under the influence of Anti-
Insurgent Forces (AIF) supported by the SPDC. Earlier, it was reported
that
the SSA South's Surhkhanfah Column, about 900 strong, commanded by Ltc.
Moungzuen,Yawdserk's second-in-command, began crossing the Maenam Lawng,
that divides Southern Shan State from the North and entered Lashio
District
beginning the
first week of June.

On 13 September 1996, the three Shan armies Shan States Army (SSA), Shan
States National Army (SSNA) and Shan United Revolutionary Army (SURA)
signed
a pact near Si Paw, Northern Shan States. It was confirmed that the
three
armies (SSA, SURA and SSNA) would merge into one
single armed force, the Shan States Army (SSA). Since the signing of
this
pact, the former SSA is known as SSA North, SSNA as SSA Central and SURA
as
SSA South. The irony, is that while the SSA and SSNA are ceased-fire
groups,
the SURA is actively engaged in armed confrontation with the SPDC.

With the latest clash between the SPDC and the ceased-fire group SSNA,
the
military power equation might be changing.
