In two hours time many of us will be outside the Burmese embassy
in Charles Street London.... The new puppet from Rangoon will
climb aboad the Royal golden carraige and take his credentials
and a large ball of opium to the Palace. The Royals are
a bit short on the opium front these days, since the China
War ended.


However, Dr Win's  journey to Buckenham Palace will not go 
smoothly... There are to be demonstartions this day of farce.
>From 11 until 2pm. bells trumpets and a few flying eggs will 
accompany this state idiocy..

OAKLAND CITY COUNCIL TO TAKE ACTION ON
CIA'S ROLE IN CAUSING THE CRACK COCAINE EPIDEMIC

The Oakland City Council will vote on action to be taken in determining and
responding to the role of the Central Intelligence Agency in the inception
of the crack cocaine epidemic.

The Council will be asked to file a lawsuit against the CIA, on behalf of
the City, based on legal theories similar to those in the tobacco
litigation and gun litigation which is taking place across the nation.
Councilmembers Nancy Nadel and Nate Miley have endorsed such a suit.
Citizens are also asking for a "town hall meeting" to discuss additional
policy steps.

The City committed to investigating a suit against the CIA in October,
1996, in a resolution passed by the Council in the wake of a series of
articles by journalist Gary Webb.  Webb's articles, in the San Jose Mercury
News, focused on the beginnings of the crack cocaine epidemic in Los
Angeles in the early 1980s and indicated that the CIA had played a decisive
role.

Already, class action lawsuits have been filed in Oakland and Los Angeles
by victims of the crack cocaine epidemic.  These lawsuits were catalyzed by
the release, in the past year, of government documents admitting misconduct
on the part of the CIA and the Department of Justice.  The Inspectors
General of the CIA and of the DoJ published lengthy reports which refer to
a secret agreement formed in 1982, between CIA Director William Casey and
Attorney General William French Smith.  This agreement, which remained
hidden from the public for sixteen years, set forth a policy that the CIA
had no duty to report drug crimes to the DoJ.

The secret agreement was revealed on March 16, 1998, by CIA Inspector
General Frederick Hitz, in sworn testimony before the House Intelligence
Committee.  Hitz admitted that the CIA knew of drug trafficking allegations
"regarding dozens of individuals and a number of companies connected in
some fashion to the Contra program or the Contra movement."   And Hitz
acknowledged that "there are instances where the CIA did not in an
expeditious or consistent fashion, cut off relationships with individuals
supporting the Contra program who were alleged to have engaged in drug
trafficking activity, or take action to resolve the allegation."

The plaintiffs in the class action lawsuits, urban African-Americans, state
that but for the CIA/DoJ secret agreement of 1982, and the ensuing policy
of deliberate silence, the crack cocaine epidemic would have been avoided
or greatly reduced.  These suits do not allege that CIA officers themselves
were smuggling drugs or specifically targeted the African-American
community.

The class action plaintiffs also state that the 1982 secret agreement
impeded the "War on Drugs."  They note that a class action suit has also
been brought by DEA officers in Burma, who charge that they have been
harassed, intimidated and spied on by the CIA.
