Subject: WHEN WILL SPDC CEASE LYING AND BEGIN CONFIDENCE BUILDING?

When ever I read about the existing of forced labor, human right abuse
and narcotic trafficking is denied by SPDC, I can not find the slightest
truth in it. How can a group of Generals who call themselves Government
(actually illegitimate) keep trying to lie to the international community
in this modern day era! Let us examine a few example.
1/  Forced labor and human right abuse:  International Labor
Organization, UN special rapporteur, Armnesty International and Human
right groups interviewed the victims and it took them a long time for the
investigation. In the end they all unanimousely come to the conclutsion
that forced labor and human right abuse is rampant and systematically
committed by the Burma armed forces and the Burma Military Regime is
responsible what is happening to the people of Burma. SPDC denied that
and giving an excuse that when people understand they will benefit from
their labor, they willingly and voluntarily offer their labors. Beyond
that the people understand that they will also benefit in their next
existance. 
2/  SPDC has destroyed the economy to such an extent that ordinary people
have become so poor   that they have to struggle hard for daily meal for
their family. In the mean time SPDC lie to the world that the people of
Burma are happy and peace and tranquility prevail in the country. Many
who can ,left the country to neighboring lands to seek greener pasture
but they end up as illegal migrant workers and being exploited by the
authorities and employers. Many girls have become prostitutes in the new
lands. 
3/  SPDC oppress the people of Burma so much and terrorized the populace
especially in the minority area that they can not live in peace any more.
Many flee the country and end up as refugees in the new lands. Embarassed
by the present of thousands and thousands of refugees in neighboring
country, the Burma military Regime tried to force the refugees back home
by terrorizing the refugees and destroying the refugee camps. Last  year,
according  to Human Right group report the Military Regime formed new
terrorist groups called "Dan Byan Pyauk Kya." They consist of battle
harden NCOs extracted from different Army battalions and they are under
the direct command of General Khin Nyunt. Each group consists of fifteen
to twenty men and they entered the villages and terrorized the villagers
by killing any villager whom they suspect of having connection with the
resistant fighters now or years ago. They do not investigate. They just
going on killing spree as they please. They even behead the villagers and
ordered the remaining villagers to watch the beheaded head. The watch man
was told that he will have to replace with his head if the beheaded head
was missing. The SPDC started the terrorizing pilot project in Nyaung lay
bin district at villages along east of Sittang River in Shwe Kyin and
Kyauk Kyi townships and if they think they can control the resistance 
groups by this means, they are likely to expand their terrorist acts in
other areas as well. When dealing with the international community SPDC
told different story. SPDC lie to the world that 
they are striving very hard to have a firm constitution that will
garantee the rights of the national  races. Is that the right of the
national races to be killed indiscreminately and being bheaded!
4/  The people of Burma enthusiastically came to the poll in 1990 and
voted for NLD party  which won landslide victory but SPDC said they need
strong constitution before they would hand over the government to the
winner of the election. Never the less last year when the delegation of
Military Intelligent visited Japan, their spokesman told reporters that
they would have fair election within three years. SPDC said that
democracy is western concept and they are trying to copy from Indonesia
what they call disciplined democracy. They said it took  a long way and
years for the west to become fully democratic nation and the people of
Burma are not fit for democracy yet.
5/  SPDC harassed parliamentary representatives and NLD members and
forced them to resign from the party and lie to world that they resign
voluntarily. Those who resisted were subjected to renunciation for no
confidence by the public, forced organized by SPDC. 
6/  When Khunsa surrendered, SPDC refused to cooperated with US
Government which indicted the drug baron in New York District court.
Instead, SPDC lied to the world that  Khunsa 
would be dealt with in accordance to the Burmese Law. Instead, the drug
trafficker live peacefully and protected by Military Intelligent
personnel.
7/  SPDC always insisted that they are fighting the drug and they often
show off their catches. Recently a high ranking Thai narcotic officer
accused that Burma Military is involved in drug trafficking. He complaint
that Burma having two faced, giving us pledge during meeting that  it
would help to suppress narcotic along the border area and then acting
other wise. He further complaint that drug problem has become serious
because Burma is not sincere. SPDC denied their involvement. Well, let us
examine who is credible in telling the truth. Thailand is very cautious
in provoking SPDC in relation with its western neighbor. Thailand is the
main country which sponsored Burma into ASEAN Club. Even when the
International community 
condemned Burma for its human right abuse, Thailand voted against it to
defend SPDC.  With 
out hard evidence I do not think Thailand will risk strain relationship
with its western neighbor. Let us explore further circumstantial
evidence. Thailand made border crossing raid and destroyed some drug
factories, in addition to large seizure recently. Even Southern Shan
State Army under the command of Col. York Serk  seized and destroyed some
drug factories to proof that he is serious about drug menace problem. So
far we have not heard about any drug factory  being destroyed by SPDC
forces yet. Drug factories are situated along the border and in side
burma and it is hard to beleive that those factories can not be reached
and destroyed by  450,000 strong Burma Army. 
7/  Recently, at the ASEAN regional forun United States Secretary of
State Madeleine K. Albright 
clearly stated that Burma post a threat to regional stability for its
failure to prevent large scale 
narcotic production and trafficking activities and urged that Burma to
shift direction and begin 
dialogue with democratic opposition, including Aung San Suu Kyi and other
representative groups. As drug menace has become a big problem for
Thailand, deputy foreign minister Sukhumbhand urged Burma to show
sincerity by cooperating closely with Thailand in tackling 
rising drug problem.
8/  In accusing Daw Aung San Suu Kyi and opposition party members as
foreign stooges, axe handlers or traitors I do not see any evidence to
proof that. On the other hand if you look at the relationship between
SPDC and PRC and the flooding of Unanese into northern cities of Mandalay
and Lasio and its vicinities you can not help but to conclude that SPDC
has become the puppet Government of the PRC. At the time when the people
of Burma are facing hardship economically and politically,Yunanese are
enjoying their luxury of life and control of Burma economy to the envy of
the indigenous Burman. 
9/  Well, those are few examples which SPDC has never told the truth.
Because of dishonesty, no body has confidence in SPDC any more. To begin
confidence building SPDC must be honest and listen to others as well. ILO
made recommendation, UN sent special envoy, EU sent representatives to
talk to SPDC and even Bo Hmu Aung ( thirty comrade) and colleague  made
appeals to SPDC to set aside differences and to reconcile with the
opposition for the sake of the people of Burma and the country. So far
there has been no sign that SPDC is listening. There was even floating
rumour that  former president Nelson Mandela is likely to make go between
but before the mission begin the idea seem to die down due to the
uncooparative of SPDC. 
10/  I will do it my way. When ever individual or organization want to
mediate for negotiation or reconciliation, SPDC is not happy and instead
of thanking others for their sincerity accusing them of interfering with
its internal affairs. UN has been blamed for that, and ILO has been
blamed for that . Another stumbling block of reconciliation is setting of
precondition before negotiation begin. When SLORC started negotiation
with KNU, deputy freign minister Nyunt Swe at that time told reporters
that the negotiation will be successful if they (KNU) do not play
politics. Beyond that he told reporter his Thai counterpart  is not
needed for mediation.
Lately, SPDC insisted that dialogue is open but NLD has to abolish RPP.
Recently Thai Army chief General Surayud Chulanond indecated that he is
willing to help Burma military Regime to talk with warring ethnic
minority groups. It seem to be a positive sign and I hope that SPDC will
listen to its friendly neighbor.
11/  SPDC always take pride in doing their own way. They reiterated that
they even survived during the isolation of Myanma Socialist Lanzin Party
era and so they will survive again in spite of sanctions and economic
turmoils. But look around and see how much the country has degraded
economically and politically. Economically Burma has become the poorest
of the poor nations and politically it is the most tyrant Government in
the world that also practice modern day slavery. No single government in
the world to day institutionally implement slavery to its cityzens. Many
countries in the world obtained independence and their citizens have
freedom of speech, freedom of press, freedom to travel, freedom to earn
their livelyhood, freedom to live peacefully  etc,etc but look at the
people of Burma. They are still in bondage under the Military regime with
no freedom at all that a normal human being is entitle to. And that is
undeniable facts. Burma lags way way behind industrialized nations as
well as its neighboring countries. 
There is a saying in Burmese " Pha yar taung ma ah hmi ma shit yin ma
pwint naing boo."
It means even God can not blossom with out dependency. Let us look at it
from the evil perspective first. With out the supply of vast armaments
and training from PRC, Burma Army  can not grow in size from 150,000 to
450,000 and the Burma Military Regime will not be able
to inflick pains and sufferings to its cityzens  as it is able to do
now. In the same manner, but from the positive perspective, with out the
help of developed nations and international community Burma will not be
able to develope and catch up with the advanced and changing world. 
12/  When I said dependency, I do not mean to depend on others
perpetually. I mean just to jump-start our economy so that we can
continue carrying on by ourselves. Let us look at some examples which we
should learn from. After world war two, General Mc.Arthur laid down
democratic principle and foundation for Japan and the United States
helped with the country which eventually lead to democratic country. From
then on Japan had tried very hard and have become free nation with strong
economy. Similarly, with Marshall Plan and help from international
community, Germany strived on to become a free and industrialized nation.
When 
we look back at Japan and Germany after world war two, they both had
nothing left but valuable human resources. Those valuable human
resources, combined with new democratic system and help from
international communities finally made them to become members of
Idustrialized nations which has been termed as G 7. It is simple. What we
really need at present is democratic governing and help from Inernational
community and then we will be doing well. I do beleive that the people of
Burma are no less hard working than the people of Japan and Germany. Just
because we do not have the opportunity and that is the Burma Military
Regime is solely responsible for that. 
As mentioned earlier, SPDC has not stopped lying yet. every day you will
see that opposition members so and so resign from such and such
townships. Due to its lies SPDC' image has been enormousely tarnished
before the International community and it seem they have been addicted to
lying. Further lies will only make their tarnished image become filthier.
In this age of
super high way communication technology lies contradictory to action can
be detected in short period of time. So why SPDC continue its lies and
resistant of International mediation?
Summing up all these facts, one can only conclude that  SPDC is not
honest and sincere. And 
lastly, SPDC do not have moral courage to face reality.
