PD Burma Resolution on Burma





Meeting of the
International Network of Political Leaders Promoting Democracy in Burma (PD 
Burma), Bangkok, 12-13th August 1999

Resolution on Burma

The 3rd Annual Meeting of PD Burma,

Welcomes, the decision of the military regime to allow the visit of UN 
Secretary General's Special Envoy to Burma, Mr. Alvaro de Soto in 
September,

Welcomes, the formation of  the Committee Representing the People's 
Parliament, by the National League for Democracy in September 1998,

Welcomes, the military regime's agreement to allow the ICRC to have access 
to political prisoners, however, urges, the SPDC to immediately and 
unconditionally release all political prisoners,

Welcomes, Thailand's initiative to move ASEAN Regional Forum discussions 
from 'confidence building measures' to the level of 'preventive diplomacy', 

Welcomes, the decision of the United States of America to maintain the 
policy of "new investment sanctions" on Burma and, encourages, the European 
Union to consider taking similar policy initiatives,

Welcomes, the recent visit of the fact finding mission of the European 
Union to Burma and, looks forward to, the outcome of the debate on the 
mission in the various structures of the EU including national parliaments. 

Welcomes, the initiative taken by Australia to encourage the establishment 
of a national human rights commission in Burma, however, urges, the 
Government of Australia to ensure that the commission is truly independent,

Welcomes, the support from our fellow members of Congress in the 
Philippines in regard to the restoration of democracy in Burma,

Notes, the continuing repression by the military regime towards the people 
of Burma and the lack of respect for human rights and democracy in the 
country,

Strongly condemns,  the military regime's treatment of elected MPs and, 
calls for, the immediate and unconditional release of all MPs remaining in 
prison,

Urges, the military regime to enter into a constructive dialogue with the 
NLD led by Aung San Suu Kyi and leaders of the non-Burman ethnic 
nationalities,

Urges,  fellow MPs of the world to have their respective parliaments give 
their support to the Committee Representing the People's Parliament,

Calls on, the international community, and Japan in particular, not to 
provide any form of financial assistance that directly or indirectly 
benefits the regime in Burma at this time,

Calls on, the ASEAN to play a more active role in the joint efforts of the 
international community to facilitate a peaceful transition to democracy in 
Burma, and

Calls on, the SPDC to allow those people elected in the 1990 general 
elections in Burma to fulfil the mandate given by the people.
