Press Conference (19th August,1999)

Internal and external anti-government groups' conspiracy to cause

unrest in September 1999


Perpetrations of expatriates in collusion, armed insurgent terrorists and
absconders' scheme to cause destruction to Myanmar and to create unrest in
the country in the coming September were presented at the Press Conference
held on 13 August.

The conspiracies of absconders of National League for Democracy led by
expatriate Sein Win, armed terrorists led by KNU Bo Mya, armed ABSDF
terrorists led by Moe Thee Zun and Aung Naing and the remnants of
expatriates
under the name of The Committee for the Restoration of Democracy in Burma
(CRDB) led by Tin Maung Win under the leadership of National Coalition Union
of Burma ( NCUB ), which was a collection of expatriate terrorists; and
formation of Political Defiance Committee and four-nine committee under CRDB
to implement the scheme to cause destruction to the nation; and of the
contacts of remnants of insurgents in Myanmar, the remnant Under Grounds of
Burma Communist Party, members of NLD, connections between All Burma Student
Democratic Front ( Northern Bureau ) ( ABSDF ) ( NB) and NLD in Mandalay
which were made through BCP remnants to cause destruction to the nation had
already been clarified in detail.

This week, the other sector of the scheme to cause destruction to the nation
which was conspired by various destructive gangs will be exposed and
presented. The condition of conveying the persons from Bago who had
connections with ABSDF to the border with Thailand and conducting of
terrorist training for them; and seizure of documents, cassette tapes,
posters which were smuggled into the country to be used in instigative acts
to cause internal unrest will be presented here.



Seizures in Bago and Thaton

Some of the instigative leaflets dropped to create unrest in Bago were found
beginning from July 1999. Some instigative leaflets dropped in the drainage
canal at Leikpyakan Ward in Bago were found. Instigative leaflets were also
found near the garbage pile in Zebaing Ward and in the public toilets of
Shwemawdaw Pagoda.
Authorities concerned were able to expose and arrest the instigative
leaflets
droppers Lwin Moe Myint of Zaingganaing Ward, Bago, and his accomplices.
Fifteen kinds of instigative leaflets totalling 244 sheets published by
insurgents and one video-tape were found in Lwin Moe Myint's house. Further
investigation had led to seizure of leaflets published by insurgents and NLD
at the clinic of Dr Daw Shwe Pon,
who was an executive of Bago Township NLD. During that time on 21 July, 21
kinds of instigative leaflets totalling 6979 sheets, seven cassette-tapes,
five seals and ten khutdaung (fighting peacock) flags packed in a bag were
found at the bank of Shwegulay Creek under the bridge. According to further
investigation, it was known that these instigative leaflets and materials
were sent in by ABSDF insurgent Thein Win who was making contacts with
internal elements from his residence in Measot, Thailand; and Thein Win gave
money to merchant Daw Aye Than of Thaton to smuggle the instigative leaflets
and materials into the nation. Daw Aye Than had smuggled in instigative
leaflets and materials for five times under payment; she concealed the
instigative leaflets and materials in biscuit tins, tins of soap powder and
ice containers. When the leaflets and materials arrived at Daw Aye Than's
house in Thaton, Kyaw Wunna and Kyaw Aung took them to Bago. When
authorities
searched the house of Daw Aye Than at 588, Lanthit Street, Aukkyin Ward,
Thaton, they found ten kinds of leaflets numbering 900 sheets, two
video-tapes, eight seals and five khutdaung flags. The authorities arrested
and investigated 26 persons including Lwin Moe Myint concerning that case. A
total of 38 kinds of instigative leaflets numbering 8172 sheets, 15
khutdaung
flags, 10 cassettes-tapes, three video-tapes and 13 seals were seized.



Contacts and perpetrations of ABSDF insurgent group and anti-government
elements of Bago

Lwin Moe Myint went to Measot in Thailand in February 1999 and got contact
with Thein Win of ABSDF. Thein Win had lived in Kyunthaya Ward, Bago. He was
jailed for four years for his involvement in the disturbances in Bago in
August 1990. Later he went underground at ABSDF insurgent group. Thein Win
organized Lwin Moe Myint with payments. Thein Win sent Lwin Moe Myint to
Bago
to help Kyaw Wunna who was assigned duty to distribute instigative leaflets
in Bago and organize youths to create disturbances in September. When Lwin
Moe Myint arrived at Bago, he made contact with Kyaw Wunna and took some of
the instigative leaflets and materials. Lwin Moe Myint distributed the
instigative leaflets to Hla Win (a) Ale Kissa, Kyaw Thura (a) Athelay, Myint
Oo (a) Kumar, Kyaw Maung, Win Tint (a) Anu and U Ba Chit of Oktha Myothit,
Bago. Of them, Win Tint (a) Anu was the youth leader of Bago Township NLD.
Win Tint (a) Anu organized Tet Htut Naing (a) Yama and gave him instigative
leaflets. U Ba Chit is an ex-army captain. He was jailed for four years in
1976 for high treason. He, after reading the instigative leaflets,
distributed them to Dr Daw Shwe Pon, who was an executive of Bago Township
NLD working at the cooperative clinic. Daw Shwe Pon after reading the
leaflets organized patients coming to her clinic to read them. Those
leaflets
had already been seized from her clinic.

After Lwin Moe Myint and his accomplices were arrested together with the
leaflets, authorities had to call in Kyaw Wunna who was a member of ABSDF
and
his wife Khin Khin Le for investigation. The authorities went to the couples
house at Ward 3, Oktha Myothit and made a search on 23 July. But no one was
at home at that time. Kyaw Wunna after learning that the authorities were
making investigations, fled to Measot. Khin Khin Le was found at her
parents'
(U Myint Swe and Daw Myint) house on Socialist 3rd Street, Bago. The
authorities had to put Khin Khin Le's daughter Theint Wunna Khin under care
of her grand-parents and took Khin Khin Le to ask some questions. Based on
this incident, British Broadcasting Council , Voice Of America and Radio
Free
Asia announced the slanderous news collectively created by ABSDF insurgent
group and International Human Rights Group. These foreign radio stations
made
an announcement as if Myanmar government had arrested a three-year-old girl;
and that as if the three-year-old girl was released only after demands were
made by those radio stations. The groups inside the nation with negative
views presented this matter at the inter-party meetings; and made whispering
campaign to spread the fabricated news among the people. "Just think. We the
authorities while busy calling in the contact persons of insurgents to ask
questions and checking the leaflets, will not take any trouble to call in a
child. We are not running a day-care centre. Even if the mother wants to
bring her child, we will not let her do so as there are the child's
grand-parents."

The matter concerning the seizure of instigative leaflets and materials
under
the Shwegulay Creek Bridge in Bago, had already been stated. The authorities
could expose that all those leaflets and materials were from Kyaw Wunna's
house. As Kyaw Wunna had heard that the authorities concerned were
conducting
a search, he left the leaflets and materials at the bank of the creek as
owner-less property to destroy the evidence.

Both Kyaw Wunna and Khin Khin Le` had contacts with ABSDF insurgents. Since
Kyaw Wunna participated in the riotous demonstrations in Bago, 1990, legal
action was taken against him, and he was put into prison. Kyaw Wunna went to
Maesot beginning 1997. There, he could make contact with Thein Win from
ABSDF
insurgent group. From Maesot, Thein Win, consistently organizing and
persuading those who got out of the country, managed to easily organize Kyaw
Wunna coloured by anti-government politics. Thein Win provided cash
assistance to him and assigned the duty to establish contacts with those
from
the country and ABSDF insurgents. Kyaw Wunna, on his part, carried documents
and kept them at home in Bago. His wife Khin Khin Le` took part and assisted
in these activities. Khin Khin Le` went along with Kyaw Wunna to Maesot, and
made contact with members of ABSDF insurgent group. She also took the lead
in
destroying documents and exhibits. According to further investigation, one
Kyaw Kyaw who lived at Leik Pya Kan Building in Bago, was found to have
accepted the documents of Kyaw Wunna and given advice and assisted in the
activities of Kyaw Wunna. Likewise, Min Min Soe (a) Min Min residing in Shin
Saw Pu Ward was found to have accepted the documents and the cassette tape
given by Kyaw Wunna and participated and assisted in the activities of Kyaw
Wunna. It was found on the tape that ABSDF insurgent group gave detailed
lectures on how to spread rumours which can make the people panic-stricken
and lose faith in the Government with a view to causing riots in the
country,
and on how to establish strike camps if the crowd gathered.

According to further investigation, Kyaw Aung, member of ABSDF, living in
Kyun Tha Ya Ward, Bago, was arrested. Kyaw Aung went to Maesot in 1998 to
work there, and met Thein Win, an old acquaintance. Thein Win persuaded Kyaw
Aung into participating and assisting in the activities of Kyaw Wunna, and
gave K 20,000 twice. Kyaw Aung assisted Kyaw Wunna in carrying and
distributing documents. In March, 1999, Kyaw Aung, together with his cousin
Zaw Zaw Latt, Phyo Wai Min (a) Min Min of Myo Thit Ward-A, Bago and Kyaw Tun
Min (a) Wa Gyi of the staff quarters of Livestock Breeding and Veterinary
Department in Bago, went to Maesot and attended the political defiance
course
conducted by ABSDF insurgent group for seven days. At the course, Moe Thee
Zun, Thein Win and Ye Htut (a) Ko Htut gave lectures.

Similarly, Thida Htwe (a) Thuza and Khin Phyu Htwe of Tarchar Ward, Pyu,
went
to Maesot in March 1999 and made contact with Thein Win. Thida Htwe joined
ABSDF insurgent group and attended the political defiance course and the
course on women's rights and affairs in Maesot. With the arrangement of
Thein
Win, Khin Phyu Htwe attended the computer course to be able to participate
in
Internet programme, the invented news and anti-government leaflets spreading
work of ABSDF. Later, Thida Htwe went back to Pyu and made contact with
Thein
Win by letters. Thein Win assigned to Thida Htwe the duty to organize
student
youths and
teachers into participating in the riots and gather news after joining Union
Solidarity Develovement Association ( USDA ) and carrying out organizational
works gradually. Cash assistance was also provided for her to be able to
carry out these activities.



Seizure of documents carried along Myawady/Hpa-an route

It is found that ABSDF insurgent group met and organized merchants from
inside the country who got to Maesot, and anti-government leaflets were sent
to hard-core members inside the country. It is a route from Maesot to
Myawady, and from Myawady into the country. On 1 August, three kinds of
propaganda leaflets of insurgents totalling 927 sheets kept in 102 plastic
mats carried on a truck from Hpa-an, were seized. It is learnt that these
leaflets were sent to the address - Khaing Tun, Aung Nan Street 3, Hpa-an -
from Myawady. At the time the addressee was avoiding to claim the mats
because of fear, the authorities confiscated them.
Likewise, at Myawady Check-Point, 18 plastic mats were found, and when a
search was made, three kinds of documents totalling 134 sheets were found.
On
inquiry, Khaing Tun did not stay at that address. But, it is learnt that he
put up at the special lodging-house on Ohn Daw Street in Hpa-an and
disappeared. These documents are propaganda leaflets produced by expatriate
insurgents to instigate riots in the country in September, 1999.



Seizure of documents in Ye

Receiving information that propaganda leaflets were to be distributed in Ye
in August, 1999, the authorities carried out an inquiry; consequently, Aung
Myo Win of Aung Thu Kha Ward, Ye, and six other persons, together with 16
kinds of documents totalling 116 sheets and five tapes were arrested. These
documents are propaganda leaflets and cassette tapes of insurgents, which
are
designed to sow discord among the people, among the Tatmadaw members, among
the mass of students and among the workers, the peasantry and the government
employees and to instigate civil riots in September, 1999.

Aung Myo Win, together with his parents, lived in Kyauk Taing Village, Ye
Township, and was engaged in betel nut business. He obtained contacts from
one Aung Htoo of People Defence Force (PDF) beginning September, 1998. ( PDF
is an anti-government organization formed with some 10 members in Winka,
Thailand. That organization is cooperating with Brigade No 6 of KNU in armed
insurgency activities. So it is also an organization engaged in carrying out
subversive activities. It is financed by BBC (Burmese Border Consortium), an
NGO operating in Thailand. ) Aung Htoo provided cash assistance to Aung Myo
Win and organized him. In the beginning of July, 1999, Aung Htoo arrived at
Aung Myo Win, and gave him anti-government leaflets. He was also assigned
the
duty to distribute the leaflets in Ye. Aung Myo Win organized a worker of
betel nut farm Soe Moe and his friends Soe Than, Myo Aung and Nyi Nyi Naing
of Aung Thu Kha Ward, Ye, and Aung Myat Min of Thiri Nanda Ward, and
distributed the leaflets among them to spread in Ye. Before these leaflets
were distributed, the authorities managed to arrest them.



Seizure of documents in Mawlamyine

After receiving information that there were propaganda leaflets of
insurgents
designed to instigate riots in September, 1999, the authorities made
inquiries; consequently, Ko Ko Zaw of Pabedan Ward, Mawlamyine, member of
National League for Democracy, was arrested together with nine kinds of
documents of insurgents totalling 163 sheets. It is found that these
documents are designed to mislead the people into thinking wrongly of noble
tasks of the Government and to disrupt rule of law and order and maintenance
of discipline and to cause anarchism.

Ko Ko Zaw is the son of Chairman of Mawlamyine Township National League for
Democracy U Kyi Lwin, who is serving a six-year prison term under the
Printing Law, 1997. In August, 1998, to take the guidelines in connection
with NLD's declaration to summon Hluttaw, Ko Ko Zaw, together with Secretary
of Mawlamyine Township NLD Kyaw Thein and member of the township organizer
group Kyaw Soe, went to the house of Ye Myint, member of Kayin State
organizer group of NLD, in Tamway Township. The authorities found them and
detained them temporarily at a detaining camp. Later, the authorities
released Ko Ko Zaw and Kyaw Thein after warning them to conduct themselves
well. In the end of May, 1999, with the contact of a member of NLD from a
neighbouring country, one Tun Ya got to the house of Ko Ko Zaw, and asked
him
to distribute propaganda leaflets of insurgents where and when convenient.
Ko
Ko was arrested by the authorities before distributing and sticking up these
leaflets.

A study of the small posters seized in Mandalay, Bago, Thaton, Hpa-an,
Myawady, Ye and Mawlamyine shows that most of them are the same type on
which
documents and materials can easily be pasted or removed from them. Some
types
were numerous and some were just a few. All the documents were written,
printed and published abroad by various gangs comprising expatriates,
absconders and destructive elements constantly making attempts to cause
destruction to Myanmar after laying down the four-nine programme.



Conclusion

The events just presented are a revelation of only a part of the destructive
acts to destroy Myanmar committed by expatriates, insurgents,
destructionists
and terrorists residing in Thailand which shares many miles of border with
our country. All can see that among the documents and materials seized there
isn't any publication or material printed and distributed in this country.
In
addition to their conspiracy to distribute documents and instigative
leaflets
through their contacts inside the country, the expatriate saboteurs have
also
sent spies and destructive elements into the country along with explosives.
There are also instances in which such elements resident in other countries
have been engaged in instigative acts through telephones, fax and post
offices. Moreover, they are attempting to force the Myanmar government into
a
tight corner in the world by distributing false news about its endeavours
with the use of the mass media such as broadcasting stations, foreign Press,
TV stations and Internet, and inciting riots inside the country. The Myanmar
expatriate group in Thailand is not alone committing such acts. The
expatriate groups in the United States, India, Japan and Britain are
conspiring the scheme to destroy Myanmar in collusion. Democratic Voice of
Burma (Norway) ( DVB ) and Radio Free Asia ( RFA ) (US) radios in addition
to
Voice of America ( VOA ) and British Broadcasting Corporation (BBC ) airing
in Myanmar language may be cited as evidence.

The journalists here may calculate to what extent the costs may incur in the
use of such mass media and publishing books and leaflets. Needless to say,
Myanmar expatriates are not in a position to earn millions of dollars by
themselves to stand for the media costs. They have been able to exist and
commit such acts because of the assistance and encouragement they received
from organizations of some foreign nations. These are the acts of expatriate
destructionists outside the country.

It is found that every time the acts of expatriate destructive elements
resident abroad conspiring to cause destruction to the country in violation
of the law occurs, there is the linkage between the incident and the
National
League for Democracy inside the country. In the case of Mandalay, or of Bago
or of Mawlamyine, members of NLD were involved unquestionably.

However, the elderly men in the National League for Democracy usaually
defended whenever their members were involved in such unlawful acts that "It
is not concerned with NLD". But their attitude to give a green light to
commit illegal acts is apparent so long as those concerned are not arrested
or exposed. A study of the NLD leadership's meeting with an insurgent,
permitting him to hide and take shelter in the compound, acceptance of money
sent by expatriate insurgents and destructive elements, NLD's support for
the
Metharawhta declaration issued by the insurgents and its encouragement and
support for the expatriate terrorists calling them
democracy supporters will show that its attitude is not honest.

Of the documents and materials on display at this Press conference, the
badges are the same as those sold at the NLD office on Shwegondine Road at K
60 apiece. The so-called NLD leader Daw Aung San Suu Kyi has issued the
badges to sell them at K 50 apiece but the women's group of the NLD is
selling them at K 60 making a profit of K 10 each. Whatever the price may be
those badges have been designed and produced in Thailand. They are the same
as those seized from the expatriate saboteurs. They were not made in
Myanmar.
Only Daw Aung San Suu Kyi will know the best how these badges have got to
NLD. How and from where they came is not the point. What is obvious is that
it can be seen as an evidence NLD is not clear of the acts of expatriate
saboteurs.

If the political movement of NLD is observed, it will be seen that it has
been demanding the convening of the Hluttaw by force veering from the course
of national politics, which suits most the practical life of the nation. A
study of its activities will show that it has been issuing declarations to
make the people misunderstand and hate the government and drive a wedge
between the people and the government and to get those declarations
broadcast
by foreign radio stations; and it has been sending letters, recorded tapes
and video features to foreign organizations with the use of diplomatic
immunity of certain embassies and international organizations. It has been
found most clearly that some materials written, speeches made and
declarations issued are found to contain totally false statements. Some of
them were found to be totally false. Some dealt with insignificant points
and
trivial matters. They exaggerated weaknesses of some local authorities and
put blame on them. Obviously, the aim of such acts was to drive a wedge
between the government and the people and to make the latter misunderstand
and hate the former.

The aim and the acts of the NLD are the same as that of expatriates outside
the country. They are acting in a synchronized manner. They are heading for
internal riots. Most obviously, they are doing so after accepting material
and moral support from outside.

The NLD From within the country and expatrites from outside are
collaborating
with certain foreign nations and foreign organizations for a vested interest
and also taking their assistance and support to follow the path which is
detrimental to Myanmar's national interest and security. They are often
heard
to be openly stating that foreign big nations are assisting them to secure
democracy in Myanmar in the interest of the people. In our opinion, their
assistance extended to the Myanmar expatriates and those with a vested
interest does not benefit the people of Myanmar in any way. If the funds
spent on such acts are used in construction of bridges across rivers,
irrigation networks and hydro-electric power plants they will practically
benefit the human beings. It is not that I am asking for assistance to be
provided to Myanmar. The monetary assistance extended to the expatriates and
saboteurs is like watering the plant of poison without producing any
positive
results. Hence, instead of extending aid to the saboteurs and Myanmar
expatriates, it should be given to any other country so that the people will
enjoy the direct benefits resulting from construction of roads, bridges and
irrigation networks. However, massive aid has been extended to the persons
who will be destabilizing the situation in Myanmar and inciting unrest. The
aid would enable them to oppose the government in greater force. A study of
practical life will show that such acts could lead the ignorant and
unknowledgeable persons in the country into following and believing the
axe-handles, who rely on foreign powers, and joining the riots thereby
disrupting peace and stability and jeopardizing developments already
achieved
in the country.

The people of Myanmar today are well aware of this. They also see the truth.
They experienced the country's near collapse situation caused by the storm
of
rumours spread on the pretext of the four eights of 1988. The people
nowadays
realize the true situation however much unscrupulous elements and those from
outside the country make incitements. As it is known to all foreigners of
certain organizations in foreign countries, who would like to see
disintegration of Myanmar but were unhappy about the improving peace and
tranquillity in the country, entered the country in August 1998, shouted and
distributed leaflets. The people of Myanmar, on their part, would not care
four nines or four tens and they would not allow themselves to be deceived
twice. They are desirous of following the correct national political path
while preserving favourable foundations for internal peace, stability and
development.

Hence, in accordance with the wishes of the people, the State Peace and
Development Council will resolutely prevent all the schemes to cause
destruction to the nation, and carry on to follow the path of national
politics in conformity with the national objectives.
