ON THE TABLE AND UNDER THE TABLE

On the Table and Under the Table

A country cannot make progress in the economy if citizens of that country
are not happy. Striving to economically develope takes the people's will and
their onerous efforts. The Burmese people have been insulted by the regime
that took power by force without the people's will and consent. The regime's
rhetorical foreign policy is to have friendly relations with all nations in
the world. Yet, how can a regime that is disliked at home be liked by the
nations of the world. To promote regional peace, to trade and to cooperatein
terms of security and crime fightings with member nations of the ASEAN is
the regime's sole purpose of joining the regional organisation yet in
reality the ASEAN is being used by the regime to shield itself from
international criticism.

The regime's relation with China is more important than any other relation
because China is is the sole country giving interest-free loans,
technological transfer and technical trainings and intelligence and air
force trainings. Therefore, the regime has had to condemn Taiwan's
sovereignty and support one-China-policy.

After the 1988 uprising, the regime's relations with the United States and
the United Kingdom have got sour until today because the regime has been
abusing political rights on the democratic opposition led by Aung San Suu
Kyi and human rights on its own people. The regime says it understands the
important roles of the United States and the United Kingdom. In reality the
regime is just eager to hold on to power at any price, telling these
democratic nations not to poke their nose into what does not concern them.
The regime acknowledges that it wants help from these nations but does not
want to comply with international laws and norms. The regime accuses these
nations and the democratic opposition of having negative attitudes because
these parties do not consent the regime to keep on violating human rights on
its own people.

To see the emergence of peaceful, democratic and prosperous Burma is only in
the book and in the credo of the regime. The regime wants and asks for an
intransigent attitude and a balanced policy from European nations yet the
question is "Is the regime itself balanced in its attitude and policy on
its own people?" The regime asks for investments but the regime should not
forget that Burma is not China. Nations would invest in China, giving a
favourable status. Why would nations invest in Burma where there is chaos?
China has limited freedom for its citizens. The Burmese do not even have the
right to say the word "Freedom".

Why did the regime refuse to have a dialogue with Aung San Suu Kyi?Is it
because she married a foreigner? Or is it because she has contacts with
ABSDF? No! It is because "dialogue" means "Full-stop to power". "Dialogue"
means "Preview to end military power". It means end of military rule.
Therefore, this time the regime wants to be sure they do not mess up like Ne
Win did when he said "free and fair elections" in his final speech before he
went behind the curtain. In terms of education, how can the regime say ther
is no such thing as "Lost Generation" when all educational institutions are
closed except post graduate levels? The generaltion is not lost .They have
just got idle and become drug addicts. The schools still have to be
repainted and new schools have to be built at the expense of the businesses
before they are re-opened. Just the media is to blame. It is the media that
is destroying Burma.

The regime began the constitution in 1993 in consultation with the members
of the regime itself, not the ethnic leaders. When will the constitution
finish? The regime has no answer. Maybe the year 3000. Why? The regime is
trying to reach the consensus because Burma has 135 national ethnic races.
Therefore, some members belonging to the OSS are persuading the ethnic
people to sign what the regime has already written for the constitution or
threatening them to agree with the regime.. The split in the government is a
myth.It is a phoenix according to Lt. gen Khin Nyunt. There is no division
between Lt. gen. Khin Nyunt and General Mg Aye. Yet in reality why is it
that members of the intelligence community belonging to Lt. Gen Khin Nyunt
dislike General Mg Aye very much indeed? Despite the fact that they do not
like each other, they seem united in attacking the democratic oppositions
and the ABSDF, the students' front considering what Mg Aye said at the press
conference on the 21st August 1999.
