Subject: What defense do the oppressed people have?

Statements like "We have obligations to ensure not only the safety of 
representatives of foreign governments but their ability to function without 
hindrance" certainly apply to governments which adhere to universally 
accepted democratic principles but not to those which trample the human 
rights of their citizens under their brutal feet.

What defence do oppressed people have to alter their conditions other than 
by protests of this kind?
