Party of Burma (Draft)<br>
(A minimum program to work together as allies with other democratic
forces).<br>

1.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab>To stop civil war
and establish genuine internal peace.
<dl>
<dd>2.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab>To abolish
military dictatorship, military regime and the military bureaucratic
machinery (the 3&nbsp; M) and to establish genuine multi-party democratic
system. For this, to recognize the 1990 general election result, at
which, the entire masses of people of Burma had earnestly shown their
aspiration.
<dd>3.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab>In looking
forward for national reconciliation, SPDC, the military regime should
abolish the present convening a so called =93National Convention=94 and
should begin =93dialogue=94 with NLD, based on equality, democracy, sincerit=
y
and patience.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>4.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
abolish all reactionary laws, by-laws, acts, circulars and orders enacted
by the ruling junta, and to recognize and respect the basic human rights
and democratic rights of the people. i.e, to have freedom of speech,
freedom to write, freedom of&nbsp; association, freedom to demonstrate
and freedom to communicate.
<dd>To withdraw all orders and declaration that cancelled the legality of
political parties and permission must be granted to re-organize
themselves.
<dd>To release all political prisoners, to refrain from torturing
prisoners either physically or mentally.<br>

<dd>5.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
oppose national disintegration and establish national solidarity. To stop
waging war against people of all nationalities, various forms of
suppression, looting, forced&nbsp; labor, and forced relocation
immediately.
<dd>Note=85 The influx of refugees into Thailand is due to the above acts
committed by SPDC troops. Now, there are more than 100,000 refugees
legally protected by both Thai officials and UNHCR. In addition to this,
many more are living in Thailand as illegal displaced persons.
<dd>It is estimated that there are one million displaced Burmese living
in Thailand today. Moreover, many more ethnic peoples are living inside
Burma as internally displaced and infact they are also refugees, due to
civil war, as well as forced relocation and the development project. e.g.
the Yadana gas pipeline project in Tenessarin division.
<dd>To make development projects within national minorities area, having
proper aims and well planned steps.To withdraw the government troops that
have been over-deployed solely for the suppression of ethnic=20
minorities.
<dd>To resolve the national minority problem in accordance with the
aspiration of the entire masses of the people of Burma, based on
equality, solidarity and mutual interests of all the
nationalities.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>6.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">The
present day Burma Army under the military regime is the pocket army of
the junta. This army must be converted to the army of the country.
<dd>-Political studies and discussion must be allowed freely in the
army.
<dd>-All economic enterprises monopolized by the military should be
converted to a state or national enterprises.
<dd>-The army shouldn=92t be allowed to do business or involve in the
economic affairs of the country.
<dd>-To reduce the strength of the army, essentially be minimized to a
reasonable numbers, in compliance with the prevailing economic condition
of the country.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>7.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
raise the standard of living of the masses of people in all fields.
<dd>-To make systematic planning to lower commodity prices.
<dd>-To have transparency concerning economic and financial situations of
the country for the people.
<dd>-To stop giving the army special priorities regarding business
enterprises and economic affairs.
<dd>-To establish the actual development of national economic system
based on self-reliance.
<dd>-To avoid recklessness in using state=92s natural resources for the
purpose of short-term
interest.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>8.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">The
foreign relationship of the government must have transparency and it must
be an independent and active foreign
policy.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>9.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
raise the standard of living of workers.
<dd>-To increase wages in correspond to the increase in commodity
prices.
<dd>-To have full rights to social benefits.
<dd>-To makes special relief program for unemployed and support them.
<dd>-To increase production.
<dd>-Whether some type of work, make and female workers should enjoy
equal pay together with basic rights as well as in giving promotion.
There must be equal rights for men and women.
<dd>-Workers must be allowed to organize their own Union.
<dd>-In resolving the conflicts between workers and entrepreneurs,
Workers=92 Union should be included in conflict resolving
body.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>10.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
let free development for rural productive forces, to make systematic
steps for land reform, in order to have actual development in agriculture
production or in industrial agriculture production.
<dd>-To abolish entirely the feudal system of production.
<dd>-To abolish entirely the land policy and acts, enacted to serve the
interest of military dictators and military government.
<dd>-To allow farmers to cultivate freely in the land they ploughed and
no one has a right to take away their land.
<dd>-To abolish entirely the policy, acts and by-laws of land that serve
the interest of military dictatorship and military government.
<dd>-Army should not be allowed to take away land for military use.
<dd>-Land confiscated for housing, or construction of industry must be
done with the consent of the farmers.
<dd>-Voluntary labor without getting wages used by the military to
exploit majority populace must be abolished.
<dd>-To give loan to poor farmers, unconditionally with special interest
rate to benefit them.
<dd>-To stop collecting money from the farmers by the military for
various purposes or illegal taxes.
<dd>-To form farmers Union for the purpose of protecting the rights of
farmers or
farm-workers.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>11.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
eradicate corruption within the bureaucracy of the military regime as
well as among the government servants and to take suitable actions for
those who commit
mistakes.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>12.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
abolish bureaucratic educational system inherited from the Burma
socialist Programme Party, BSPP, which is a reactionary education system,
and to establish national scientific system, having mass character in
educational and cultural fields.
<dd>-to form Students Union in accordance with the aspiration of the
masses of students that serve their interest.
<dd>-to raise the standard of living for the educational workers or
staffs and to let them form their own organization to protect their
interest.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>13.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
strive for doctors, engineers, lawyers, etc=85 together with other various
government servants, including technicians and artists, to have guarantee
in lives.=20
<dd>-to let them organized themselves independently according to their
respective
professions.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>14.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
have systematic planning to raise the standard of living of the urban
poor.
<dd>-to guarantee their rights to seek fortunes in a fair and square
way.
<dd>-to prohibit government administrative authorities, including army
and police, in raiding houses or living quarters of the urban poor
lawlessly and to stop force relocation of these people without their
consent.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>15.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
have systematic development planning in trade and industry and also for
the production made by small entrepreneurs, manufactures, etc.=20
<dd>-to abolish the rights to invest, which are limited only for the
people, belonging to the junta and their cronies.
<dd>-to let free enterprise in foreign trade.
<dd>-to let merchants, brokers, mill-owners, entrepreneurs, etc. to
organize themselves independently to form their respective
Unions.</font><font face=3D"Times New Roman, Times" size=3D4>
<dd>16.<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab></font><font=
 face=3D"Arial, Helvetica">To
prevent environmental destruction, air pollution, etc, and to protect
rare animals systematically preventing them from extinction. For these,
to enact necessary laws, by- laws, etc.<br>
