How can a brothel be considered part of military policy? Sounds like the 
'comfort women' theory to me.
Anyhow - that was not the point of this e-mail.
AIDS does not 'belong' in Thailand.  It is true, however, that it is most 
rampant there.  Many Burman women and women from minority groups within 
Burma do end up in Thai brothels.  Some go by choice as they have no viable 
economic alternatives in Burma, and some are coerced into it by pimps.  
Thailand has some good policies for dealing with AIDS, and is working on 
developing a social net that will help AIDS victims.  Foreign victims of 
AIDS are sent back to the countries that they came from, which means those 
countries (Burma, Laos, Cambodia) DO have AIDS problems.  Since it is 
primarily a women's issue, and primarily and issue dealing with minority 
groups, the SPDC prefers not to take any notice of it. After all, if they 
don't see the problem, it can't exist, right?
