Chang Chi Fu is the former head of the Shan United Army (SUA), also known as
the Mong Thai Army (MTA), which was a dominant force in Southeast Asia's
narcotics trade and the world's largest producer of heroin prior to
capitulatng to the government of Burma in 1996. CHANG CHI FU is wanted on
Federal drug violations in the Eastern District of New York that included
conspiracy, importation of, and possession with intent to distribute heroin
in the United States. He is believed to be residing in a military safe house
in Rangoon, Burma, under a cease fire and amnesty agreement with the Burmese
Government. 

The U.S. Department of State is offering a reward of up to $2,000,000 for
information leading to the arrest or conviction in the United States of
Chang Chi Fu.
