(1)   General Maung Aye inspects  Tikyit Cement 
      Plant in Pinlaung Township

YANGON, 27  Oct-Vice-Chairman  of the State  Peace
and Development Council Deputy  Commander-in-Chief
of  Defence  Services   Commander-in-Chief  (Army)
General Maung Aye and party  yesterday left Loikaw
Airport for Heho Airport in southern Shan State by
Tatmadaw aircraft.

The General and party were  welcomed  by  Minister
for  Finance  and  Revenue  U  Khin  Maung  Thein,
Minister for Construction  Maj-Gen Saw Tun, Deputy
Commander of Eastern Command  Brig-Gen Myint Thein
and officials.

The  General  and  party  left by  helicopter  for
Tikyit  in  Pinlaung   Township  where  they  were
welcomed by Minister for Science and  Technology U
Thaung and officials.

A cement plant built in Tikyit can produce 20 tons
per day.

At   the    briefing    hall    of   the    plant,
Director-General   of  Technical  and   Vocational
Education Department Col Ba Thein, Deputy Director
of Technology Promotion and Cooperation Department
U Maung Maung Thant and Deputy  Director of Myanma
Scientific and Technological Research Department U
Aye Myint reported on  construction  of the cement
plant and production of cement.

Minister U Thaung also reported on construction of
the plant and quality of the cement.  The  General
then gave instructions.

General   Maung  Aye  and  party   inspected   raw
materials  used for cement  production,  sample of
Tikyit cement and the cement plant.

The  General  and  party  left  for   Taunggyi  by
helicopter.  They  paid   obeisance  to  ,Culamuni
Lawkachantha Pagoda there.

The  General  and party  also  paid  obeisance  to
Buddha images to be enshrined and  Seinphudaw  and
Shwehtidaw   to  be  hoisted   at  Maha   Kanbawza
Pyinyeinaye  Pagoda in  Konhing  at  Atulamarazein
Hsutaungpyi Myatswaphaya Myole Dhammayon.

The  General  and party went to  Nyaungshwe.  They
visited  Kangyi  Pariyatti  Sarthintaik  and  paid
respects to State Ovadacariya Abhidhaja Maha Ratha
Gulu Abhidhaja Agga Maha Saddhammajotika  Shwekyin
Nikaya  Dipati   Chairman  Maha  Nayaka   Shwekyin
Sasanabaing XIII Sayadaw Bhaddanta  Vimalabhivamsa
and members of the Sangha

The  congregation  received the Five Precepts from
Shwekyin Sasanabaing Kangyi Sayadaw.

The General and party presented offertories to the
members of the Sangha and shared merits gained.

The  General  and party  arrived  back here in the
evening.

On 26 October,  Secretary2  of the State Peace and
Development  Council  Lt-Gen Tin Oo, together with
Secretary-3 Lt-Gen Win Myint, members of the State
Peace and Development  Council  Commander-in-Chief
(Navy)  Vice-Admiral Nyunt Thein and Commander- In
-Chief  (Air)  Lt-Gen  Kyaw  Than  and   Commander
Maj-Gen  Maung Bo  inspected  Kanbawza  Specialist
Hospital opened recently in Taunggyi.

The Secretary-2 and the Secretary-3 and party were
welcomed  by  Chairman  of  East  Yoma  Co Ltd and
Kanbawza  Specialist  Hospital  U Aung  Ko Win and
officials.  They reported on wards,  well-equipped
delivery   room,  X-ray  room,   dental  and  oral
department,  operation theatre and medicines sales
centre.


The   Secretary-2   and   the   Secretary-3   gave
encouragement  to the  patients.  They  also  gave
instructions on hospital.

Minister for Progress of Border Areas and National
Races and  Development  Affairs  Col  Thein  Nyunt
inspected  Development School for Border Areas and
National Races in Loikaw on 26 October.

Minister  Col  Thein  Nyunt   inspected   Domestic
Science   Training  School  and   construction  of
Township   Development    Committee   Office.   He
fulfilled the  requirements  and met  departmental
officials and service personnel.

(2)   Secretary-1  attends opening ceremony of 
      symposium on information technology


YANGON, 27 Oct-The opening  ceremony of the Fourth
International   Symposium  on  Standardization  of
Multilingual  Information Technology (MLIT4) and 1
3th  Asian  Forum  for  the   Standardization   of
Information  Technology (13th AFSIT)  sponsored by
Ministry of  Intemational  Trade and  Industry  of
Japan,   Agency   of   Industrial    Science   and
Technology,    Centre    of   the    International
Cooperation   for   Computerization   and  Myanmar
Computer  Federation,  was  held at  International
Business Centre on Pyay Road this morning.

Chairrnan of Computer Science Development  Council
Secretary-l  of the State  Peace  and  Development
Council Lt-Gen Khin Nyunt attended the ceremony.

YANGON,  27 Oct  -The  second-day  events  of  the
Seventh Myanmar  Traditional  Cultural  Performing
Arts Competition at different levels took place at
the designated venues here today.

 of the State Peace and Development Council Lt-Gen
 Khin  Nyunt  and  wife  Dr  Daw  Khin  Win  Shwe,

YANGON, 27 Oct-Secretary-l  of the State Peace and
Development  Council  Lt-Gen  Khin Nyunt  received
Director-General  of Rubber Industry Small Holders
Development   Authority   of  Malaysia   Dato  Nik
Kamaruddin Nik Abdul Kadir and party who called at
Dagon  Yeiktha of the  Ministry of Defence at 4 pm
today.


The  guests  were  accompanied  by  Ambassador  of
Malaysia  Dato  Muhammad  Bin Noh.

YANGON,  27  Oct-Minister  at the State  Peace and
Development  Council  Chairman's  Office  Brig-Gen
Abel met with  Ambassador of the Federal  Republic
of Germany Dr Marius Haas who called at his office
this evening.

(7)   K 160,000 for six billionth birth Myanmar baby


YANGON, 27 Oct-A total of K 160,000 was  presented
to the six  billionth  birth  baby of  Myanmar  at
Population   Department   of   the   Ministry   of
Immigration and Population this afternoon.


Minister for Immigration  and Population U Saw Tun
presented K 50,000, Chief Technical Adviser Dr RS.
Sarma of United Nations  Population Fund (UNFPA) K
50,000,  Chairperson  Prof  Daw  Kyu  Kyu  Swe  of
Myanmar  Maternal and Child Welfare  Association K
10,000 and Medical  Superintendent  Dr U Kyi Thein
of Yangon East Hospital K 50,000 to the baby girl.


Her parents accepted the cash.


The minister also gave an address.


Born  earliest on 12  October,  she was chosen the
six billion birth Myanmar citizen.


A daughter of U Thaung  Naing and Daw Myint  Myint
Than of 43, 5th  Htupayon  East  Street,  Ward  1,
Thakayta  Township,  she was born at  Yangon  East
Hospital  exactly  three  minutes  and ten seconds
after passing midnight.

YANGON, 26 Oct-Minister for Culture U Win Sein met
Ambassador  of France Mr Bernard du  Chaffaut  who
called at his office this morning.

(9)   Indian  Airlines  jet  misses  runway  due  
      to bad weather
      

YANGON,  27 Oct-A  passenger  aircraft  of  Indian
Airlines,  Flight IAC 727,  missed the runway when
it  landed  at the  Yangon  International  Airport
during  strong winds and heavy rains at about 8.44
pm yesterday at the time the lights were on at the
runway.


The jet,  which  flew  from  Calcutta  in India to
Yangon in Myanmar on the Calcutta-Yangon-Singapore
route,  missed the runway and landed on the ground
on the right of the runway.  It stopped about 3000
yards with its nose tilting about 60 to the right.


There were 84 passengers-40 who would get off here
including eight Myanmar nationals and 44 bound for
Singapore-and  nine  crew  members  on  board  the
aircraft.


No  passengers  nor  crew  were  hurt  during  the
landing.  They  are  now  accommodated  at  Yamada
Hotel near by.


Flights  were as usual  at the  airport  today  as
there was no block on the runway.

(10)  Independence Day Exhibition Sub-committee meets


YANGON, 27 Oct-The Exhibition  Subcommittee of the
52nd Anniversary  Independence  Day held a meeting
at  Information  and Public  Relations  Department
this morning.

Chairman of the  subcommittee  Deputy Minister for
Information Brig-Gen Aung Thein gave a speech.

Secretary of the subcommittee  Director-General of
IPRD U Chit  Naing  explained  plans  to hold  the
exhibitions.

(11)  41 members resign from Pyay Township NLD


YANGON, 27 Oct-Forty-one members resigned from the
National  League for  Democracy of Pyay  Township,
Bago Division.


Forty-one  members  of  Pyay  Township  NLD,  Bago
Division,  of  their  own  volition,  resigned  by
sending  letters of  resignation  to the  Township
Multiparty  Democracy General Election  Commission
and the party concerned on 12 October 1999 as they
no longer wished to participate in party  politics
of  NLD.

(12)  Stimulant tablets seized in Nawnghkio


YANGON, 27 Oct-A combined team comprising  members
of regional  intelligence  unit and Myanmar Police
Force, acting on information, stopped and searched
the light truck atlas Bahtetchaink/6395  driven by
Sai  Shwe  Aung,  29, son of U San Nu of  Tangyang
Township at the  checkpoint in Nawnghkio  Township
on 15 October.

They seized 4,248,000  stimulant tablets packed in
11 bags  together  with the  owner of the car, Sai
Hsai  Htoo;  30,  son  of U San  Hla  of  Tangyang
Township.

Action has been taken against those two  according
to  law.

(13)  Donations for Myanmar National  Working  
      Committee for Women's Affairs


YANGON, 27  Oct-Well-wishers  made a donation  for
Myanmar  National  Working  Committee  for Women's
Affairs at Bogyoke Aung San Hall of Social Welfare
Department on Kaba Aye Pagoda Road this morning.

On behalf  of the  well-wishers,  Daw Yi Yi Min of
Yama Enterprise Co Ltd explained the donation.

Today's donations were -a set of wireless worth US
$ 5,400 and 10 sewing  machines worth K 180,000 by
Daw Yi Yi Min, K 100,000  by U Kyin Wan, K 100,000
by Wah Wah Win  International Co Ltd, K 100,000 by
KAPPA  International Co Ltd, K 100,000 by Managing
Director  Daw Tin Tin Hlaing of  Myanmar  Business
Women Co Ltd, K 61,500 by  Sawbwagyigon  Brokerage
and Bus Terminal, K50,000 by Bayintnaung Brokerage
and Bus  Temninal,  K 50,000 by Aung Yi Phyo Co, K
50,000 by Bayintnaung  "K" Rice Broker and K50,000
by U Kyaw Kyaw-Daw Myat Myat Oo.

Dr Daw Khin Win Shwe  accepted the  donations  and
presented certificates of honour to them.

Then,  Vice-Chairperson  Professor  Daw May May Yi
thanked  the  officials.

 Summary of  observations  recorded at 09:30 hours
 MST:  During the past 24 hours  weather  has been
 cloudy in Kachin,Chin,  Sagaing  Division,  Shan,
 Rakhine and Kayin States,  scattered in Mandalay,
 Yangon,  Ayeyawady and  Taninthayi  Divisions and
 widespread in the remaining  areas with  isolated
 heavy  falls  in  upper  Sagaing,  Ayeyawady  and
 Taninthayi  Divisions.  The noteworthy amounts of
 rainfall  recorded  were  Kawthaung  3.94 inches;
 Kalewa 3.54 inches  Pathein  3.42 inches and Coco
 Island 2.80 inches.

Maximum temperature on Oct 26 was 32.0C (90F).

Minimum temperature on Oct 27 was 23.5C (74F).

Relative  humidity at 0930 hours MST on Oct 27 was
100%.

Total  duration of sunshine on Oct 26 was 0.5 hour
approx.

Rainfall  on Oct 27  was  36mm  (1.41  inches)  at
Yangon  Airport, 37m (1.46 inches) at Kaba-Aye and
52mm (2.05 inches) at central Yangon.

Total  rainfall  since 1 January  1999 was  2742mm
(107.95 inches) at Yangon Airport, 3291rnm (129.57
inches) at Kaba-Aye and 3402mm (133.94  inches) at
central Yangon.

Maximum wind speed at Yangon  (Kaba-Aye) was 26mph
from northeast at 19:50 hours MST on Oct 26.

Bay  inference:  Yesterday's  tropical  depression
over Andaman Sea and  adjoining  east  central Bay
has  moved  to east  central  Bay and  intensified
further into a cyclonic  storm,  according  to the
observations recorded at 12:30 hours MST today, It
is centered  about 170 miles  southwest of Pathein
and  forecast to move  northwestwards.  Weather is
partly  cloudy to cloudy  elsewhere  in the Bay of
Bengal.

Valid till evening of 28th October  1999:  Rain or
thundershowers  will be scattered in upper Sagaing
Division,   Kachin,  Shan  and  Kayah  States  and
widespread in the  remaining  areas with  isolated
heavy fall in Rakhine State,  Ayeyawady and Yangon
Divisions.  Degree of certainty is 80%.

State of the sea:  Occasional  squalls  with rough
seas will be  experienced  off and  along  Myanmar
coasts.  Surface windspeed in squalls may leach 60
mph.

Outlook for subsequent two days:  Increase of rain
in the upper Myanmar areas.

Forecast for Yangon and neighbouring area for 28th
October   1999:  Some   rain   or   thundershowers
which-may be heavy at times.  Degree of  certainty
is 100%.

Forecast for Mandalay  and  neighbouring  area for
28th   October   1999:  One  or   two   rains   or
thundershowers.  Degree of certainty is 100%.

Storm news (Issued at 13:00 hour MSI on 27 October
1999)

According  to the  observations  recorded at 12:30
hours MST today, Yesterday's  tropical  depression
over Andaman Sea and  adjoining  East  Central Bay
