November 8, 1999

The Burmese has assembled their troops in Langkho, a town in the =
southern
Shan States within this week. 40 truck loads, about 200 men strong are
suppose to make an offensive against the Karenni's KNPP and the KNU. The
Burmese also had a plan to clear the Thai-Burma border area in the =
coming
dry season.

If the offensive come, the member of five united armed groups (ie. the =
ALP,
CNF, KNPP, KNU and the SSA) will not be standing idly.
