Dear Friends:

If you wish to receive the UNPO EMAIL NEWS, please contact G. Hansson
<gha@xxxxxxxxxx> to be included in the mailing list.

The long form of UNPO is Unrepresented Nations and Peoples Organization and
is based in The Hague, The Netherlands. It is also known as an alternative
United Nations with more then 50 members. The most well publicized members
are East Timor, Tibet, Eastern Turkestan, Chechenya, Acheh, Kurdistan,
Kosova,
Ogoni and Nagaland. From the now defunct Union of Burma alone it includes
three members, Shan States, Karenni State and Mon.

UNPO former members which had already gained independence are Armenia,
Estonia, Latvia, Palua and Georgia. Except Georgia, all the other four
former members are active UNPO supporting members.

UNPO EMAIL NEWS 002 - HCHR Statement on Chechnya
-----------------------------------------------------------------------

Statement by Mary Robinson United Nations High Commissioner for Human Rights
Geneva, 16 November 1999

I view the situation in Chechnya, Russian Federation with a sense of
mounting concern.

I have been closely following the situation in the Northern Caucasus and I
am disturbed that serious violations of human rights and of humanitarian law
are taking place there. I share the concern of the Russian government in the
combat against terrorism, but this should be appropriately directed.

I echo the words of the Secretary General in his statement to the General
Assembly this year when he referred to "the principle that massive,
systematic violations of human rights --- wherever they might take place --
should not be allowed to stand." I have called on the Russian Government to
take immediate measures to protect the civilian population.
