Thais say death row Israelis have time to appeal=20
01:58 a.m. Dec 14, 1999 Eastern=20
BANGKOK, Dec 14 (Reuters) - Two Israelis on death row in Thailand have =
another 40 days to file clemency appeals against death sentences for =
heroin trafficking, officials said on Tuesday.=20

Israel has warned Bangkok that bilateral relations could suffer if it =
executes Yosef Ohana and Avraham Huri, who were sentenced in 1997 for =
trying to smuggle 2.8 kg (6.2 lbs) of heroin out of Thailand.=20

Thai Foreign Ministry spokesman Oum Maolanon said reports that the two =
would be executed soon were not true. He said they had 60 days to appeal =
for royal clemency from November 23, when the supreme court upheld their =
death sentences.=20

``After that, Thailand will consider the issue,'' he said.=20

Israel's Foreign Ministry said last week that Foreign Minister David =
Levy had told Thai counterpart Surin Pitsuwan there could be ``serious =
repercussions for Thai-Israel relations'' if the sentences were carried =
out.=20

It also said Israeli President Ezer Weizman sent Thai King Bhumibol =
Adulyadej a letter on Thursday asking that the sentences be commuted to =
life imprisonment.=20

Thailand resumed executions in 1996 after a break of nine years, and 17 =
prisoners have since been put to death. Foreigners have rarely been =
executed over the years, but a Myanmar citizen was put to death last =
month for murder.=20

Four Thais, Two Israelis, and one person each from Hong Kong, Nigeria, =
Myanmar and Taiwan are on death row in Thailand for heroin trafficking.=20

An official of the Thai Corrections Department, which carries out =
executions by machinegun, said it could take months or years for an =
execution to take place after submission of a royal petition.=20

He said 30,000 prisoners had received royal pardons since the 72nd =
birthday of King Bhumibol on December 5, and 30 of the 46 inmates on =
death row had their death sentences commuted to life imprisonment.=20

Israel does not have the death penalty. It has carried out the death =
sentence only once, in 1962, when it hanged Hitler's henchman Adolf =
Eichmann, a mastermind of the Nazi Holocaust.=20

Around 24,000 Thai workers, most of them in agriculture, live in Israel. =
The two countries also have a number of trade and business agreements.=20
