World Trade Union leaders were gathering in Durban, South Africa for the =
17th International Confederation of Free Trade Union (ICFTU) Congress =
"Globalising Social Justice in the 21st Century", 3-7th April 2000. The =
Congress brought together trade union delegates from the ICFTU's 215 =
affiliates based in 145 countries world wide. The Congress was held in =
International Convention Centre(ICC), Durban.Mr. Juan Somavia, the =
Chilean Secretary General of the International Labour Office is one of =
the invited speakers. ILO Director-General Juan Somavia's keynote =
addressed at 17th International Confederation of Free Trade Union =
(ICFTU) Congress on 4th April 2000. He mentioned particularly on forced =
labour in Burma as follows:-

"But it is to the case of Burma that I particularly want to draw your =
attention. All of you know of the horror of forced labour in that =
country. Indeed it was the ICFTU that launched the original complaint =
about it at the ILO, leading to a Commission of Enquiry investigation. =
It was the Burmese government's, Myanmar's, refusal to apply the =
recommendations of the Commission's findings that last week led the =
Governing Body of the ILO for the first time in its 80 year history to =
invoke Article 33 of its Constitution. Basically Article 33 permits the =
Conference to decide on "such action as it may deem wise and expedient =
to secure compliance" with the Commission's recommendations. This June, =
the Conference will have within its power to call upon member states and =
international organisations to do whatever it takes to end forced labour =
in Burma... I will not belabour the point further. "

U Maung Maung, General Secretary of Federation of Trade Union Burma =
(FTUB) also attended at ICFTU Congress and addressed on Burma issue at =
the Congress on 7th April 2000. Free Burma Campaign South Africa (FBCSA) =
group also displayed the information desk on Burma at ICC. International =
delegates were observed the photos, books, documentary papers, magazines =
and journals on forced labour, child labour and human rights violation =
in Burma.
