   US Republicans not to negotiate enviornment and labor issues at WTO

Republicans in United States are not in favour of negotiating on
environment and labour issues at the Doha Ministerial round of World
Trade Organisation to be held in November this year, stated visiting
Congressman Jim Kolbe (Republican - Arizona) at a meeting organised by
the Confederation of Indian Industry (CII) in New Delhi today.

Mr Kolbe stated that US has entered into bilateral negotiations under
US-Jordan Free Trade Agreement model that incorporates environmental and
labour standards. Through such bilateral initiatives, it was seeking to
ensure larger compliance to US laws, he added. He was of the view that
International Labour Organisation (ILO) was well equipped to deal with
labour issues.

In this context, Congressman Kolbe who chairs the important Subcommittee
on Foreign Operations, Export Financing and Related Programs which funds
most US foreign aid programs, clarified that Republicans did not believe
in using trade sanctions as a tool in enhancing US trade interests.
Rather, they advocated free trade and perceived trade sanctions as trade
disruptive, he added.

India has been constantly opposed to negotiate on environment and labour
issues at the multilateral forum.

Talking about US-China bilateral issues, Mr Kolbe stated that bilateral
issues between US and China on latter's entry into WTO may be sorted in
the near future through a parliamentary debate to be held in July.

Several senior members from the Confederation of Indian Industry
presented sectoral overviews of CII's activities to the Congressman at
the meeting today.
