"Information received about the construction of the Kaung-bo road in the township of Pin-da-ya,
Taungyi district, Shan State is that forced labor was required of male and female residents of the
following villages :- Shwe-pa-hto, Thein-kone, Ohn-ai, Pha-nan, North Patho, Inn-nge and Kaung-bo.
In addition to having to provide their own food and water at the workplace, each household had to
contribute Kyats 300 and 2 kyins of rock (kyin is a unit of measurement for a hundred cubic foot of
rocks). Penalties were imposed for inability to supply the forced labor. No medical aid was supplied..."

hill near Taw-Shaw village , Wuntho township, Sagaing Division. The townships of Katha, Htechain,

"1. Our information is that U Than Chaun of No 3 Saing-kone quarters,
Shwe-goo township, Kachin State is the proprietor of a coffee shop.
2. On the morning of the 18 December 1999, the Shwe-goo Police arrested him
and seized the radio in the coffee shop which was then tuned in to Voice of
America (VOA) (Burmese Section).
3. On 19 January 2000, he was charged and sentenced to suffer two years
rigorous imprisonment under Section 505 (b) of the Penal Code. The sentence
is considerably harsh for the offence and is an indication of abuse of
authority.
4. While in prison, his distraught wife who suffered from heart ailment and
high blood pressure passed away..."

"The authorities have acted unlawfully in denying the party [the NLD] the right to hold their meeting and
threatening to take action against them should there be a gathering of many people at the office on the
7th March. Since the meeting is in accordance with provisions embodied in Order 2/88 issued by
SLORC, no legal action can be taken against the NLD organising committee. Should action be taken,
the said authorities will be not only acting illegally but will be violating laws, which they themselves
made.

township, Rangoon division for the purchase of the 1999-2000 paddy crop by the Department of Trade
and Agriculture. Voluntary labour for performing tasks at the centers was demanded from 11 villages...We ask that those responsible for the reprehensible acts of taking money from the cultivators on
false pretexts, unjustly demanding fulfillment of contracts, assaulting and illegally holding in custody

"The section of the Myingyan/Nyaung-U road that lies in the township of Taung-tha (Mandalay
Division) is 14 miles in length and requires over 16000 'kyins' of gravel. (Kyin = a unit of
measurement for 100 cubic ft. of gravel). Taung -tha authorities were responsible for the job. They
summoned all owners of trucks to a meeting and gave notice that their vehicles would have to transport
the gravel to the construction sites for which they would be supplied with 1 gallon of diesel for every 6
mile of distance covered. The owners were dissatisfied and made representation because they would be
out -of- pocket for other expenses like driver and assistant wages. The authorities responded with
criminal intimidation and threats to withdraw transportation and residential permits..."

"...4. In accordance with the democratic principle that sovereign power lies with the people, and in
conformity with multi-party democratic elections procedure, the people elected their representatives
freely and fairly. The military authorities published the results of the elections naming the electorates
and the political parties of the successful candidates.
5. Albeit, the military dictators are now illegally and unjustifiably instigating and orchestrating nonconfidence
demonstrations against the NLD elected representatives. The people today are in dire
straits, socially and educationally. Fear has been steeped into their minds by the military authorities and
they have been compelled to assemble in violation of the laws that are in force.
6. The National League for Democracy desires to know which section of the Pyithu Hluttaw Election
Law provides for these assemblies and demonstrations through intimidation and coercion. There is no
mention of "loss of confidence " in the said law..."

"1. Information received is that a plot was hatched at the annual general meeting of the USDA Kawhmu
township (Rangoon Division) on the 29 July 2000 between the authorities and the USDA
members to stage a shouting demonstration for the destruction of the NLD. It was decided that
members of the USDA would not wear their uniforms while doing their rounds.

are waged as a result of political decisions.Throughout Burma's struggle for independence
leadership came from political minded individuals. This cannot be contradicted by anyone. Perfect
example was Bogyoke Aung San who gave up his position as head of the army to be the political
leader.

"1. The "Htoo Trading Company" purchased and constructed a timber terminal jetty on buffalo
grazing grounds on the eastern bank of the Irrawaddy river in the Kon-baung village tract
(Sagaing Division, Katha township).
2. For the transportation of timber to that terminal by motor vehicles, roads were built across
plantations causing great loss of produce to the cultivators.
3. There was no consideration and consultation with the owners of those plantations.

"1. The NLD Rangoon Division, Bahan Township organizing committee chairman and his family
have been living in rented quarters on Kyaik-ka-san Road, Kya-kwethit ward, Tamwe township
since May 1999 is the information that we have.
2. The ward authority requirement (under what law is not known) is that tenants report
themselves as guests once a month and this they did ever since they took up residence in the
ward.
3. On the 21 May 2000, at about 2200 hours, the Ward Authority Chairman and his associates
(appointees of the military rulers) went to their residence and seized the "guest book" under what
provision of law is not known. The next day (22 May), the ward authority would not accept the
"overnight guest" report they made directed them to see the township authority. Because their
report for that night was not accepted, they had to disperse and sleep at the homes of different
relatives. They were very aware that they could be arrested and unjustly punished if this
"overnight guest" reporting was infringed..."

Aye-ya-waddy Division was forestland prior to 1961.Farmers cleared the land for cultivating their
crops and registered their claim as first settlers with the Land Records Department. They have
been farming the land until the present military dictators government.
2. This area consists of about 126 acres and there were 13 first comers. Our information is that
they have fulfilled their obligations with regard to payment of taxes and supply of "duty paddy" to
the government.
3. However, in 1991-1992, U Htun Aye, the Danubyu township authority chairman, illegally
appropriated the land for himself and carried on the cultivation. The farmers did nothing because

village. On 23 March 1999 it was moved to Wunthu village, 15 miles away.The villagers from

residents of Kwai-lai ward which lies on the other side of the river in Myaungmya

chairman Tha Sein telephoned the police at Taungdwingyi and Set-thwa and reported that the
Taungdwingyi NLD was organising the villagers. Police from both the stations lay in wait and

station. Their families were not permitted to see them.
3. They were charged under Section 505 (b) on 26 June, 2000 for being in possession of NLD
documents. NLD is a legally constituted political party and they are entitled to possess these
documents. The complainants were Police Superintendent Thet Naing, and U Myo Myint, Township

"1.After suffering a term of imprisonment, U Hla Htun, NLD MP for Kye-myin-dine constituency
(Yangon Division) was released on the 10 December 1998. On 21 December, the Deputy Manager
U Tin Myint summoned Daw Mya Than (his wife) who was holding a proficiency level 3 position at
the Myanma Pharmaceutical Industries. As per orders from his superiors, he directed her to bring
a letter the next day (22-12-98) from her husband U Hla Htun indicating his resignation from the
NLD and his position as Member of Parliament. Failure to comply could effect their jobs.
2. U Hla Htun said that there was no way he would resign. He stood by his convictions and
maintained that as a member of a legally constituted party who had been voted in wholeheartedly
by his constituents he respected their trust in him and he would not fail them. The message he
sent to the Deputy Manager was that resignations (if any) would be from his wife and daughter
and not from him.
3. On receipt of this response, U Tin Myint told Daw Mya Than and daughter that they needn't
come to work anymore..."

in the wards and villages of Myothit township during the months of March, April and May. This
exercise was for the illegal no-confidence shouting demonstration to be staged against U Tha
Aung, NLD Hluttaw representative for Constituency 1 of Myothit township, Magwe division and to
call for the dissolution of the NLD. Through force, intimidation and coercion on the families the
operation was carried out..."

received - "the matter will have to go to the higher authority". When the question "What orders
and by whom?" is asked, there is no response. In countries where the rule of law prevails, a

State Peace and Development Council (SPDC) is a defacto government which failed to honour the
results of the 1990 multi-party democratic elections. It is therefore not a dejure government.
Therefore the SPDC is a totally illegal government.
But the SPDC and its lackeys and the organisations that they control consider themselves above
the law and are committing all kinds of activities in violation of the laws that they have made.
They are now compiling and getting every eligible voter in the Rangoon division to append their
signature to lists and schedules purporting to be the voluntary demand of the majority eligible
voters in the constituency for dissolution of all the NLD township branches in Rangoon Division.

"The authorities concerned wanted to complete the construction of the 108 feet high
pagoda on Shaw-bin hillock, (Magyi-bin village tract, Wuntho township, Sagaing
division) by June 2000. Forced labor for this construction was demanded from the
administrative regions of Nankhan, Gyo-taung, Kin, Taung-gyan, Nauk-chan, A-sshasichan,
and Maing-thone-chaung-phya village group.
2. The labor force was inadequate for the task. People were required to dig the land, carry
bricks, sand and stones. They had to cut down trees, bamboo and transport them to be
used as fuel for baking the bricks. These villagers had to take their own supplies of food
to last them a week at a time. Those who had to travel from far away areas experienced
great hardship. No medical services was given to those who fell ill. Penalty for failing to
give forced labour was Kyats 1400/- and 2 pyis of rice..."

Chindwin water course and a bridge crossing the Myittha river in the Sagaing division are
being constructed. The entire area is full of clifts, ridges, chaungs and rivulets across

"NLD Chairman U Tin Oo, General Secretary Daw Aung San Suu Kyi,Rangoon Division Organizing
Committee Chairman and Central Executive Committee member U Soe Myint, Rangoon Division
Organizing Committee member Dr. U Myo Aung and sixteen members of the NLD Youth Wing
(including the two drivers) made arrangements to leave Rangoon from the Pansodan jetty on the
24 August 2000. The plan was to visit the townships of Kungyangon and Kawhmu to reorganize
the Youth Wing. The authorities blocked their departure at the Pansodan jetty for one and a half
hours after which they crossed to the town of Dala where they boarded two cars which were
awaiting them to proceed to Kungyangon. About three miles outside of Dala at Kyansitha ward,
the road was blocked and Police Superintendent Myo Lwin told them that they could not proceed
further and they should return to Rangoon. U Tin Oo , Daw Aung San Suu Kyi and party refused to
turn back so the military dictators lifted the two cars off the road and removed them on to a dirt
road in the fields by the side of the main road..."

1. The Military Intelligence further arrested three members of the Mingaladon NLD
Youth Wing after the 11 April, 2000. Although the young daughter of U Nyunt Aung, a
member of the Mingaladon Organising Committee had died and the religious "soon
kywe" ceremony (feeding the monks and others and offering prayers on the seventh day
following death) had not been performed, he was forcefully arrested again and hauled
away. The lack of compassion and insensitivity of the military anashins (tyrants) at a time
of burning grief and sorrowing is clearly revealed..."

"1. The residents of Aung-tha-ya Ward (Mogok, Mandalay division) were ordered by the ward
authorities to assemble at the Primary School No:(87) at 10:00 a.m. on 3 May 2000 with their
household census lists.
2. These lists were collected by members of the Union Solidarity and Development Association
(USDA) who copied the particulars from these lists on to printed forms.which they brought with
them. One member from each household was made to sign on the dotted line on behalf of all the
members of the household.
3. When some people questioned why their signatures were required the reply given by U Khwa
Lone, a member of the USDA was " your signature is required to indicate loss of confidence in NLD
Pyithu Hlutaw Representative U Bo Hla Tint and Daw May Hnin Kyi, (Constituency 1 and 2) and for
the dissolution of the NLD". They were also told that those who did no sign would be listed for the
records..."

"1. For the current year 2000, agricultural loans at the rate of Kyats 1000/- per acre is
obtainable in Kauk-hmu township (Rangoon division). The limit is Kyats 10,000/- for 10
acres. However those who have connections with the powers can get Kyats 15,000/-
(special production loan)...farmers who cannot fulfil the duty paddy quota are prosecuted under
Section 406 of the Penal Code, and they suffer persecution. But the worst predicament is
for defaulters of the previous year. Even though the rate is fixed at Kyats 30,000/- , the
repayment rate applied is Kyats 65000/- which is more than double the debt. The farmer
indeed suffers great hardship..."

Rangoon Division) was the leader of a mass rally to dismantle the NLD.
2. The chairman of the military dictator's township authority of Twante summoned the authorities
in the villages and wards to the USDA office and told them that the NLD had lost their support and
was not wanted. It was to be dissolved and dismantled. He said that though the normal process
