Description: "This report provides an in-depth understanding of customary land dispute resolution in Kayin State, Eastern Bago Region and Shan State and its interaction with the formal statutory Government of the Republic of the Union of Myanmar system. A participatory community-based research approach was used to understand customary practices concerning land, including how land title is defined, enforced and how land disputes are contested, negotiated and resolved at the community level. Based on the perceptions of local people and village leaders in the three research sites, the report identifies current practices as well as prior work on this topic in Myanmar and seeks to identify ongoing dispute resolution mechanisms and practices used by communities in ethnic nationality areas with a view to informing policy and programming on restitution. Key to this analysis is the question of what a genuine restitution process might look like in Myanmar and how customary practices might be integrated into it. Furthermore, if a genuine restitution process was established, what realistic capacity is there to integrate customary dispute mechanisms and authorities into it..."

Description: "Evaluation contributes to accountability and lessons learning and should lead to improved management decision-making and performance. For evaluation to play its roles, among other measures and procedures, there needs to be careful consideration of evaluation recommendations as a basis for management decisions. Since 2006, FAO evaluation policy establishes that all evaluations in FAO must receive a Management Response (MR) and a Follow-up report (FR). Standardized and assured quality in the Organization’s responses and follow-up reports on evaluations enhances the transparency of the evaluation process and enables drawing lessons on the effectiveness of, and compliance with the corporate evaluation policy. This guidance note outlines the roles and responsibilities for the preparation of these reports. FAO Office of Evaluation (OED) is also aware that the evaluation reports themselves need to facilitate decision by management on recommendations and follow-up. Thus OED, in fulfilling its quality assurance function, will endeavour to ensure that evaluation recommendations are expressed clearly and unambiguously. Description: Abstract: "Coastal squeeze is defined as the reduction in the space of coastal habitats to operate [1] and it is an important cause for (amongst others) coastline retreat, an increase in flood risk and salinity intrusion. Land use changes, such as deforestation and urbanization, reduce the space of natural habitats such as mangrove forests. This causes a deterioration of these habitats, which leads to a reduction of their natural protective and provisioning functions. Costs related to these function losses can be avoided by early recognition of coastal squeeze and early action against it. The coastal zone inMyanmar is subject to urbanization, extreme weather conditions (cyclones), increase in agri- and aquaculture and (illegal) felling of mangroves. TU Delft and partners are developing a research proposal in order to investigate the occurrence of coastal squeeze in Myanmar and to use this knowledge to develop a decision making tool that can operate within an integrated coastal zone management strategy. Our research is a scoping study to investigate how remote sensing analysis (using freely available Landsat imagery) can contribute to early recognition of coastal squeeze. This is applied on a case study of the lower Ayeyarwady delta in Myanmar, a crucial agricultural zone nicknamed the ?Rice Bowl of Myanmar?. Analysis of Landsat imagery has been done to create a series of land use maps and determine coastline changes. This analysis has led to varying results. The use of recent Landsat imagery combined with data gathered by fieldwork has promising results to accurately calculate land use for large areas. Unfortunately this technique loses accuracy rapidly when applied to imagery from the past. Causes are the quality of the imagery (Landsat in general and the used techniques to obtain surface reflection images), the quality of the algorithm used for the classification and the quality and quantity of our ground truth data set. Extraction of the coastline for the past 30 years has been done with a reasonable accuracy of § 60 meters. Trends of coastline retrogradation and/or progradation along the coast of the delta have been identified and are presented in a map. Description: "... Protected areas (PAs) are important tools for biodiversity conservation and sustainable development. PAs safeguard ecosystems and their services, such as water provision, food production, carbon sequestration and climate regulation, thus improving people?s livelihoods. They preserve the integrity of spiritual and cultural values placed by indigenous people on wild areas and offer opportunities of inspiration, study and recreation. Due to a long period of isolation, Myanmar has conserved an extraordinary natural and cultural heritage that is in part represented in its protected area system. The expansion of agriculture and industry, pollution, population growth, along with uncontrolled use and extraction of resources, are causing severe environmental and ecosystem degradation. Loss of biodiversity is the most pressing environmental problem because species extinction is irreversible. Realising the urgency of Myanmar environmental challenges, several stakeholders, at national, international and regional level, have committed to support conservation and management of PAs. However, baseline information on natural resources, threats, management, staff, infrastructure, land use, tourism and research in Myanmar PAs was hardly ever updated and not systematically organised, thus limiting the subsequent planning and management of resources. Therefore, the aim of this publication is twofold: to raise awareness on the condition of the conservation of PAs and to mobilise national and international support for cost-effective initiatives, innovative approaches and targeted research in priority sites. The document provides background information on Myanmar natural features, environmental, government and non-government frameworks (Chapter 1). The core section makes available the information retrieved in the period 2009-2010 on the status of Myanmar PAs (Chapter 2) and the results of the research conducted in Lampi Island Marine National Park (Chapter 3) and Rakhine Yoma Elephant Range Wildlife Reserve (Chapter 4). Data collection, analysis and organisation were part of the larger Myanmar Environmental Project (MEP) managed by Istituto Oikos in partnership with BANCA. Conclusion and recommendations for the management of Myanmar PAs (Chapter 5) were jointly formulated by stakeholders during the MEP closing workshop held on March 17th 2011 in Yangon. The information presented in this publication is also organised in a database available to stakeholders that will be updated with new data provided by PA managers, academic institutions, environmental organisations and community-based groups working in Myanmar PAs to fill the existing gaps..."
