Description: Nay Pyi Taw, 19 Nov — The Pyidaungsu Hluttaw session on Wednesday continued its debate on the report of the Constitutional Amendment Implementation Committee. Representative U Myat Ko of Sagaing Region Constituency- 12 was in favour of the system of appointing union ministers and deputy ministers from parliamentary representatives, saying that only then will the union ministers and deputy ministers be able to work in the interests of the people. Representative Daw Khin Thanda of Tada-U Constituency said that it is necessary to draw a timetable to undertake amendments of the constitution in six months ahead of the 2015 general elections by enacting a law. She highlighted that today, all are to focus on peace and democracratization of the nation by setting aside their interests. All the citizens have the rights to enjoy the rights of fair and standardized democracy. Defence Services Personnel Representative Lt- Col Thein Htut preferred conferring some legislative powers to state and region governments to contribute to equality and national unity of ethnic national races while another defence services personnel representative, Lt-Col Pe Kyaing, said he was against the insertion of the phrase ?with the consent of the Pyidaungsu Hluttaw” into Section 40 (c) of the constitution as doing so could hinder the commander in chief of defence services from exercising his powers in a state of emergency conferred by provisions of the constitution. Daw Mi Myint Than of Ye Constituency encouraged the representatives to amend Section 436 of the constitution while Representative Dr Aye Maung of Rakhine State Constituency- 1the representatives to try their best for emerging a constitution which is the most suitable to this day.

Description: "Nay Pyi Taw, 10 Nov— Pyidaungsu Hluttaw Monday approved Myanmar is to join the Basel Convention as a signatory like the other nine ASEAN member countries. The Basel Convention on the Control of Trans-boundary Movements of Hazardous Wastes and their Disposal was adopted in March 1989 by the Conference of Plenipotentiaries in Base, Switzerland. This international treaty was designed to reduce movements of hazardous waste between nations and to prevent transfer of hazardous waste from developed to less developed countries. During its 22th day session of Pyidaungsu Hluttaw also discussed allotment of additional union budget for 2014-2015 fiscal year, with explanation of Union Minister for Finance U Win Shein on the projects which will need more budgets. The union ministers also held discussions on the use of budgets for this fiscal year. U Win Than, representative of Thabaung Township constituency submitted his objection to the release of Pyiduangsu Hluttaw on the announcement of treasury sanctions of the United States against Pyithu Hluttaw representative U Aung Thaung on 31 October. U Win Than said that this Executive Order (E.O.) 13448 has tarnished the efforts of Myanmar parliament and parliamentarians on peace-making efforts, national reconciliation and rule of laws, as well as the bilateral relationship between the two countries. The Pyidaungsu Hluttaw accepted his objection, and decided to make further release on it."

Description: Nay Pyi Taw, 14 Nov — The Pyidaungsu Hluttaw session on Friday unanimously approved an emergency motion calling on the Pyidaungsu Hluttaw to object to the use of the term ?Rohingya” by UN Secretary-General Ban Kimoon as it interfered with the sovereignty of Myanmar. The motion was put forward by Representative U Thein Nyunt of Thingangyun Township Constituency and seconded by Representative Daw Khin Saw Wai of Yathedaung Township Constituency. U Thein Nyunt said that under international law, all should respect the law of a host country and the UN secretary-general should not have used the word ?Rohingya,” as the people it refers to have never existed officially in Myanmar and are not Myanmar citizens, adding that this might harm the stability of the democratic transition. Daw Khin Saw Wai also said that the use of the word hampers the stability between the Rakhine nationals and the Bengalis, explaining that there is no such race as ?Rohingya” in Myanmar. The motion was unanimously approved by the Pyidaungsu Hluttaw. The UN secretary-general used the word at a press conference held at Myanmar International Convention Centre in Nay Pyi Taw on 12 November. Description: Nay Pyi Taw, 18 Nov — The Pyiduangsu Hluttaw on Tuesday discussed the report submitted by a committee responsible for the implementation and amendment of the constitution. Daw Sanda Min of the Zabyuthiri constituency said that constitutional change is not a one-time matter and it needs amending step by step, adding that the purpose of constitutional amendment is to reinforce national reconciliation rather than instigating conflicts. She called for greater cooperation in changing the constitution within the framework of the law to ensure a better future of the country. U Sai Kyaw Zaw Than of the Shan State constituency- 2 pointed out that the report should be discussed with a focus on national stability and development, national integrity, national reconciliation and rule of law. Col Hla Win Aung, a defence services personnel representative, noted that amending the constitution is unavoidable as public desires change with the passage of time, adding that the constitution should be changed in national and public interests in line with the law, if any of its sections or articles limits the efficiency and freedom of executive, legislative and judicial branches. U Naing Ngan Lin of the Dekkhinathiri constituency expressed his belief that constitutional change will help the democratic system take shape, thereby propelling internal peace processes. He called for a compromise solution to national reconciliation and mutual understanding and trust. U Myint Tun of the Bago Region constituency- 10 suggested an increased role of people and their representatives in constitutional amendment.

Description: Nay Pyi Taw, 20 Nov — The Pyidaungsu Hluttaw on Thursday continued its debate on the report of the Constitutional Amendment Implementation Committee. Defence Services Personnel Representative Lt- Col Moe Kyaw Oo was against conferring powers for defence, security, foreign affairs and finance to states and regions, arguing that new laws enacted by states and regions may contradict one another and this may undermine national unity. Representative Daw Phyu Phyu Thin of Mingala Taungnyunt Constituency said that a constitution that is simple and easy to understand helps the public and contributes to the stability of the country. Representative U Salai Khwe Yan of Chin State Constituency-12 said that a solution must be sought through negotiations in the interests of the nation amidst challenges and that section 436 of the constitution should be open to amendment. The Pyidaungsu Hluttaw is debating the report until 25 November.—MNA

U Than Nwe of Budalin constituency suggested that decentralization will promise individual states and regions control over Discussions on constitutional reform continue at Pyidaungsu Hluttaw their own affairs, a federalism demanded by ethnic parties, calling for a constitutional change so that states and regions parliaments will enjoy the right to elect their regional chiefs. Dr Win Myint Aung of Sagaing Region constituency- 4 said that ideologies and policies keep changing in the world, hinting that the constitution should be amended in a way that will ensure a win-win situation. U Steven Tha Beit of Chin State constituency-4 called the constitution the lifeblood of the nation but pointed out the need to change undemocratic sections, citing the changing patterns of the country?s political, economic and social settings as well as of international relations. U Khin Maung Win of Lanmadaw constituency said that the constitution is meant to safeguard and promote the interests of the ruled, noting that a constitution is a political pact reached between the ruler and the ruled. He added that constitutional amendments should take into consideration political and economic reforms, national reconciliation and ethnic conflicts.
