Description: Nay Pyi Taw, 11 Nov—At the 28th day session of Pyithu Hluttaw (Lower House) on Tuesday, U Kyaw Ni Naing from Laukkai Constituency raised a question whether there is plans to open a checkpoint at Tingyantu jetty between Myanmar and China border and build a Thanlwin River bridge. Deputy Minister for Foreign Affairs U Tin Oo Lwin responded to the question that plans are underway to open one checkpoint at Myanmar-China border post No 125 near Yanlonkyaing and build a river crossing in Tingyanyu of Mawhtaik Sub-Township and open one checkpoint to contribute to regional development and smooth transport. However, construction of a Thanlwin Bridge and opening of checkpoints were suspended due to security and rule of law situations in the region. China gave a proposal to build a bridge between Lauklai of Kokang Self-Administered Zone and Lonlin District of China. On completion, a checkpoint will be opened for both peoples. Only when security and rule of law can be restored completely, will more checkpoints be opened and bridge built. U Ye Tun of Hsipaw Constituency asked a question whether there is a plan to draw the disciplines, rules and regulations for submissions of government departments on fake accounts and expenditure. Deputy Minister for Finance Dr Lin Aung replied that Ministry of Finance sought the suggestions from ministries to scrutinize the titles of accounts and expenditures in conformity with the present time. The office of Auditor-General of the Union submitted the audit reports once every six months. Auditors check the expenditures and accomplishment of the projects. The office of the Auditor-General of the Union plans to scrutinize the account titles and expenditures to the government to be conformity with the present time.

Description: Nay Pyi Taw, 14 Nov — Although the Hluttaw commission to review the electoral system recommended 8 electoral systems, the Pyithu Hluttaw session on Friday approved the current first-past-thepost system as the seven others breach the provisions of the state constitution. Concerning the electoral system, the speaker of the Pyithu Hluttaw said some representatives including ethnic national races raised objections to changing the electoral system to a proportional representation system but he formed the commission to review the electoral systems. When the commission recommended 8 electoral systems, he presented the recommendations to the constitutional tribunal which replied that only the current electoral system was in accordance with the state constitution. Then, the speaker sought the decision of the Pyithu Hluttaw to prevent a breach of the constitution by adopting the seven other systems that are against the provisions of the constitution. The Pyithu Hluttaw session approved the current FPTP electoral system. At the Pyithu Hluttaw session today, representatives put on record the motion to honour the Union Government and organizations concerned for the successful holding of the 25th ASEAN Summit and Related Summits.

Description: Nay Pyi Taw, 18 Nov — Pyithu Hluttaw (Lower House) convened its 31st day meeting on Tuesday with the discussions of agricultural and fishery sectors. U Htay Oo, representative of Hinthada Township constituency, asked whether the Ministry of Agriculture and Irrigation has plans to substitute agricultural lands that cannot be used now for some reasons with new ones and the plans of ministry to promote paddy productions. Deputy Minister U Than Ohn said that double- crop paddy cultivation with irrigation system could cover the loss of paddy fields for some reasons, and the ministry is now issuing permits to individual and companies to use empty or virgin lands for agricultural purposes. He also said that rice sufficiency of the country is 168 percent for the country?s population of 51.42 million, and the government has adopted a 30-year plan for the sufficiency of rice to the population of 100 million by using high-yield varieties, systematic water supply, agricultural methods and enough input items. Thura U Aung Ko, representative of Kanpetlet Township constituency, asked whether the government has plan to prevent illegal fishing in Myanmar sea. U Khin Maung Aye, deputy minister for Agriculture, Fisheries and Rural Development, said that the ministry is taking actions against illegal fishing by withdrawing fishing rights, limiting fishing boats, days, areas, seasons, type of fishing nets, fish species and license. He said that the ministry is also monitoring closely the fishing boats by using GPS, and research fishery boats and patrol boats to prevent illegal fishing. Today?s meeting answered two questions on farming sector, and approved five bills followed by the consent of parliament.

Description: Nay Pyi Taw, 20 Nov — The Ministry of Health is drafting a new bill on the donation of organs to prevent illegal trafficking and the acquiring of organs through illicit means, Deputy Minister for Health U Win Myint told the Pyithu Hluttaw (Lower House) on Thursday. He was responding to a question whether the new bill allows anyone to donate their organs if they have the same tissue type as the recipient. There are two kinds of organ donation, one being donation of an organ of a brain-dead person and the other, of a living person, according to the deputy minister. Although there is no problem in organ donation in the case of the former, that of the latter may lead to illegal trafficking and illicit organ acquisition, the deputy minister added. Therefore, the Ministry of Health is redrafting a new bill to prevent these undesirable incidents, the deputy minister said. Another question raised at the Pyithu Hluttaw concerned digital television programmes, which were introduced recently to Myanmar. Regarding the question, Deputy Minister for Information U Pike Htway said that 25 stations are not broadcasting with the Digital DVB-T2 system while 68 more stations will broadcast with the system in the 2014-15 fiscal year. Set-top boxes to receive the channels have also been distributed free of charge to the public and more set-top boxes will also be available in the 2014-15 fiscal year, according to the deputy minister. Then, the secretary of the Bill Committee explained the bill for holding a national referendum to adopt the bill amending the 2008 constitution.

Description: Nay Pyi Taw, 21 Nov — A question was raised at the Pyithu Hlutatw on Friday on how to deal with the country?s trade deficits, with Deputy Minister for Commerce Dr Pwint Hsan responding that the fiscal year of 2014 from 1 April to 12 September saw export earnings of US$4,965.726m and import of $7,366.937m, resulting in a trade deficit of $2,401.211m. Regarding measures to enhance the export volume, the deputy minister said that priority has been given to rice, beans and pulses, oil crops, fishery products, textiles and clothes, and wood and forest products. He added that rules and regulations have been relaxed to boost exports, expecting that trade deficits will become less when finished products can make inroads into neighbouring markets. Another question was concerned with the writing of the e-government master plan and how to implement its functions. In connection with the question, U Thaung Tin, deputy minister for Communications and Information Technology, said that the master plan is being drawn up since March 2014 with the help of the Asian Development Bank. The plan is expected to be completed next March, with the deputy minister saying it will include action plans for state/region governments as well. Efforts will be made to ensure that ministries can follow the master plan, he said, adding that successful implementation of the e-government system will take 20 months.

Description: Nay Pyi Taw, 10 Nov — The union government has set aside a budget of K 100 billion each year for rescue and resettlement efforts in natural disasters since the 2012-13 fiscal year, Deputy Minister for Finance Dr Lin Aung told the Pyithu Hluttaw (Lower House) on Monday. The deputy minister was responding to a question raised by a representative on whether the Union government sets aside reserve funds for natural disasters. The union government is responsible for the reserve funds and will seek the approval of the Pyidaungsu Hluttaw for the spending in each natural disaster at the nearest session, the deputy minister added. Under the guidance of the National Level Natural Disaster Prevention Central Committee, the Ministry of Social Welfare, Relief and Resettlement also proposes budgets for natural disasters including extreme weather conditions, floods, earthquakes and fire accidents every year. Deputy Minister for Health Dr Win Myint told the Pyithu Hluttaw in his response to a question that the Ministry of Health and related ministries are cooperating for the longevity and health of the public.
