Earlier in the session, Deputy Minister at the President Office U Kyaw Kyaw Win told the Upper House that the Yangon City Development Committee would take over a vacant plot designated as parkland in Shwenatha village in Mingaladon Township from the Ministry of Environmental Conservation and Forestry. MP U Nu of Yangon Region constituency No 10 asked about construction of low-priced housing on the plot. U Phone Myint Aung of Yangon Region constituency No 3 asked where there is a plan to allow private entrepreneurs to operate traffic lights in the municipal area of Yangon. The deputy minister replied that private entrepreneurs will not be allowed to erect commercial billboards in traffic light areas while operating the lights through tender. Deputy Minister for Livestock, Fisheries and Rural Development U Tin Ngwe replied to a query raised by U Aung Nyein of Magway Region Constituency No 2 on upgrading Intaw- Yagyibyin Road in Intaw village, Yenangyoung Township, Magway Region. The deputy minister said the Rural Development Department has no plan to upgrade the 15-mile long road this fiscal year. The Hluttaw invited MPs to discuss the artifacts preservation bill, the ancient buildings protection bill, the union government law, the attorney-general of the union law, the union auditor- general law, the union civil services board law, the Nay Pyi Taw council law, the union judicial law, and the constitutional tribunal of the union law."

Description: "Nay Pyi Taw, 6 July — Entrance criteria for the Bachelor of Education at the University for Development of National Races will be amended, Major- General Tin Aung Chit, Deputy Minister for Border Affairs, told the Amyotha Hluttaw on Monday. In response to a query from MP U Salai Kwe Yan of Chin State constituency 12, the deputy minister said changes to criteria include a stipulation that parents of applicants must be residents of areas for which places in the course have been designated. Stipulations on the political activities of applicants will also be amended. Attorney-General of the Union Dr Tun Shin explained that debtors of fish farms able to settle bad loans or renegotiate payments would be exempt from lawsuits. Deputy Minister for Education U Thant Shin said the ministry is scrutinizing budget allocations for the appointment of permanent teachers at early child development schools. MPs and representatives of Defence Services also discussed other bills ranging from heritage issues to matters of the constitutional tribunal."

Description: "Nay Pyi Taw, 29 June — Electricians on daily wages are appointed as permanent workers in Mon State depending on organizational setups, Deputy Minister for Electric Power U Maw Tha Htwe replied to a query raised by MP U Nai Tun Ohn of Mon State Constituency No 5 at the Monday?s session of Amyotha Hluttaw. The deputy minister said if there is no vacancy at the offices of Mon State, the electricians will be appointed at vacancies of other states and regions depending on their wishes. MP U Nu of Yangon Constituency No 10 asked about a plan to insert the basic agriculture education into the new curriculum of basic education. Deputy Minister for Education U Thant Shin replied that basic agricultural education will be a combination subject at the primary level. Arrangements should be made for timetable of primary, middle and high school levels with at least one session of agricultural course a week. Levels of agricultural courses should be upgraded step by step for turning out agricultural skilled workers. MP U Thein Hlaing of Sagaing Region Constituency No 8 discussed the provision of Sub-section (a) of Section 34 in the bill on TV and Radio Broadcast Law sent back by Pyithu Hluttaw with amendment."

Description: "Nay Pyi Taw, 19 June — Amyotha Hluttaw (Upper House) continued for 64th day on Friday, with a question and answer session, amendment of two draft laws and invitation to interested MPs to discuss a draft law. During the Q & A session, Deputy Minister for Construction U Soe Tint said Kaladan river crossing bridge on Kyauktaw-Paletwa road is set to be built in the fiscal year 2016-2017 following the a bridge design is completed and the cost of the bridge is estimated. On a question about farmland compensations, Deputy Minister for Agriculture and Irrigation U Khin Zaw replied that there is no plan to pay compensation for farmlands in the area of building the irrigation channels from Khabaung Dam as the dam was built before Farmland Law and bylaws were enacted on 30 August 2012. During the today?s session, interested MPs were invited to discuss a Bill on Television and Broadcast Law sent back by Pyithu Hluttaw (Lower House) with amendments. Next, MPs at Amyotha Hluttaw amended four sections and deleted one section stated in the Bill on National Races Development which is in second draft form. Likewise, amendment of 39 sections, deletion of four sections and inclusion of new section in Myanmar Red Cross Society Bill were made."

Description: "Nay Pyi Taw, 10 June — Amyotha Hluttaw session on Wednesday debated proposal on construction of a diversion dam from the water course of Thanlwin River. U Myo Myint, MP of Mandalay region constituency 6, proposed the construction of a diversion dam to address drought and flood in middle and eastern part of Myanmar. Representative of Defence Services Lt-Cmdr Aung Phyo Kyaw said the project should not be implemented immediate as the project will need international aid for surveys, investment and conservation works, as well as the consent of local people and cooperation of neighbouring countries. U Htay Aung, MP of Mandalay region constituency 12, supported the proposal saying that the diversion dam project will be implemented as it can benefit agricultural sector and hydropower generation in Kayin and Mon states. U Sai Thant Zin, MP of Shan state constituency 4, objected the project, with the remark that Thanlwin River is flowing through conflict zones and misunderstanding on this project will turn out hindrance on peace making process. Daw Nang Ni Ni Aye, MP of Kayin state constituency 6, backed the project, noting that it will help develop the region in the long term."

The deputy minister said that 853 students from Hkamti and Mawlaik districts are pursuing education at Monywa University for 2014-15 academic year. He replied that when a plan for universities is drawn for all regions and states, arrangements will be made to open an arts and science college in Homalin, Sagaing Region. U Saw Maw Tun of Bago Region constituency No 1 asked about a plan for building a modern museum with the shape of royal structures in Mandalay Royal City. Deputy Minister for Culture U Than Swe replied that as the government has built Myanan Sankyaw golden palace with buildings of royal structures for public observation, there is no plan to build a modern museum with Myanmar kings? royal designs. The Hluttaw approved the 2012 Amyotha Hluttaw Law sent back by the Pyithu Hluttaw. Description: "Nay Pyi Taw, 16 June — Myanmar is implementing a transit transport project in Chin State that will connect the country with neighbouring India, Deputy Minister for Transport U Han Sein told the Amyotha Hluttaw on Tuesday. U Whae Yein, MP for Chin State constituency 11, asked about the Union government? plan regarding the Kaladan Multi- Modal Transit Transport Project in the western Myanmar state. The deputy minister said the waterway along Kaladan River is being dredged, and discussions are in progress on building a motorway to the Indian border. The project will link Rakhine and Chin states to India?s eastern seaport of Kolkata, as well as its landlocked northeastern state of Mizoram through a newly constructed river and highway transport system. U Nyunt Tin, MP of Yangon region constituency 2, proposed to the Upper House to form an independent commission of traffic accident prevention. U Ohn Tin, MP of Rakhine state constituency 10, complained about the erection of illegitimate party signboards that mimic the name of registered political party. Union Election Commission member U Myint Naing said the electoral body has instructed its sub-commission in Rakhine State to prohibit such illegal signboards."

Description: "Nay Pyi Taw, 3 June — Tax exemption on the import of school buses can only be allowed by the approval of Union government, said Deputy Minister for Commerce Dr Pwint Hsan to Amyoth Hluttaw on Wednesday. MP Dr Myat Nyana Soe of Yangon region constituency 4 urged the Ministry of Commerce for tax exemption on school bus and prohibition of private cars to send children to schools. Dr Pwint Hsan said tax exemption scheme is a possibility with the approval of Union government under the maritime custom law on trades and the custom law, adding that the Custom Department will have to incur the 5 percent commerce tax and the 2 percent advance income tax for every unit of school buses. He also said there is no plan to prohibit private cars for being used to send children to schools. Dr Myat Nyana Soe, also the secretary of Amyotha Hluttaw Bill Committee, read out the report of Pyithu Hluttaw to Amyotha Hluttaw on the amendment bill on referendum law to modify the 2008 State constitution. The report said temporary national registration card holders are ineligible for voting rights and that the approval of Pyithu Hluttaw should be confirmed. U Sai Paung Nap of Shan state constituency 12 and Daw Khin Waing Kyi of Yangon region constituency 1 suggested the bill on conservation of ancient buildings. Amyoth Hluttaw Bill Committee decided the suggestions of parliamentarians."

Description: "Nay Pyi Taw, 27 May — The law does not allow any privileges to the spouse of a deceased soldier with less than 10 years of service in military, Deputy Minister for Defence Maj-Gen Kyaw Nyunt responded to a query raised at the Amyotha Hluttaw on Wednesday. Military personnel who die due to a service-connected disability after seven years in retirement are entitled to special family pension which is 70% of their last salary, the deputy minister said, adding that defence personnel with less than 10 years of service who retire due to disability are allowed to enjoy the same benefits as those with 15 years of service since their retirement, but the plan exclude their spouses. The Pyithu Hluttaw sent a bill that restricts marriages of Myanmar Buddhist women, which the Amyotha Hluttaw approved."

Description: "Nay Pyi Taw, 26 May — Authorities are monitoring the Karen National Union and other ethnic armed groups and cooperating with them in accordance with an agreement between the government and the armed groups, Deputy Minister at the President Office U Aung Thein told the Amyotha Hluttaw session on Tuesday The deputy minister gave the explanation in response to a question from a representative on whether authorities have a plan to monitor activities of the KNU, which is cooperating with the government for peace, in their areas. Authorities will raise objections over activities that contravene conditions of the peace deal, the three main national causes of the Tatmadaw, and the rule of law and security, according to the deputy minister. In addition, the deputy minister said authorities are helping KNU troops by establishing farms for their resettlement. Deputy Minister for Electric Power U Maw Tha Htwe, in response to a question on increasing the budget for the Shweli (3) Hydro Power Project, said the ministry is discussing low-interest loans for the project from international financial institutions including the World Bank and the International Monetary Fund, since the government budget cannot accommodate the K150 billion needed for the project every year. The deputy minister also added that road and bridges are also being reinforced to transport large machinery for the project. In response to a question about eucalypt cultivation, Deputy Minister for Environmental Conservation and Forestry U Aye Myint Maung said eucalypt is economically beneficial, as it can be turned into plywood within five years and can be used for firewood, charcoal and other needs. The deputy minister pointed out that the tree can contribute to greening projects as it grows quickly and can be cultivated on unfertile land, adding that advantages and disadvantages of the tree will be disseminated through the media and talks."

Description: "Nay Pyi Taw, 25 May—U Saw Tun Mya Aung of Kayin State Constituency No 5 asked about a plan to grow Pure Gold Star Bean (Star Sacha Inchi) as alternative development in the poppy-cultivated areas on hilly regions at the 51st session of Amyotha Hluttaw Monday. Deputy Minister for Agriculture and Irrigation U Ohn Than replied that El Shaddai Co., Ltd. imported seeds of bean for 1,500 acres of farmlands and cultivated it in Lashio, Muse and Myitkyina townships. The bean is being nurtured in Ayethukha village in Bago Region and Myaungchawgon village in Hmawby Township, Yangon Region. If test cultivation achieves success, the ministry will provide technical assistance to local farmers for cultivation of Pure Gold Star Bean in the poppy- cultivated areas. U Ohn Htin, MP of Rakhine State constituency asked whether there is a plan to upgrade an earthen road to a laterite road linking three villages in Kyaukpyu Township. Deputy Minister for Livestock, Fisheries and Rural Development U Khin Maung Aye said that as the upgrading plan for the inter-village road in Kyaukpyu Township has not been submitted to the government in 2015-16 fiscal year, there is no plan to upgrade the road. U Khin Maung (a) U Aung Kyaw Oo of Rakhine State constituency No 3 asked about a plan to open a Basic Education Primary School in Hsanthitpyin Village, Kyauktaw Township. Deputy Minister for Education U Thant Shin replied that the self-reliant BEPS in the village is about three miles from Ngatapaung BEPS. The ministry will upgrade the self-reliant school to a BEPS branch in 2015-16 academic year."

Description: "Nay Pyi Taw, 19 May — Deputy Minister at the President Office U Kyaw Kyaw Win explained the three steps of government?s reform plan in response to the query of MP U Khet Htein Nan from Kachin state constituency 1 at Amyotha Hluttaw session on Tuesday. U Kyaw Kyaw Win said since the government has taken office in 2011, it adopted the first phase of reform plan namely ?First Wave?, and formed Pyidaungsu Hluttaw, Pyithu Hluttaw and Amyotha Hluttaw along with the Union Government and State/ Region governments in accordance with 2008 Constitution. Under the ?Second Wave?, the government made political and economic reforms in 2011; development of management on public affairs in 2012; modification of private sector. The ?Third Wave? initiated on 10 June 2014 includes laying a good foundation for the new democratic state and fulfilling the needs of people in social and economic sectors. The deputy minister added plans were made to foster the earlier step by the following step. Regarding company registration process suggested by U Hla Swe, MP of Magway Region constituency 12, Deputy Minister for National Planning and Economic Development Daw Lei Lei Thein said the Company Registration Office is liable for checking the needs of registration process, and that it is not possible to make a deep investigation on possible entrepreneurs for easy registration process. She said complaints on embezzlement and misuse can be reported to the Ministry of Home Affairs for legal actions. U Nein Khinn Paung, MP of Chin state constituency 7, asked for publication of newspapers in Zolai language, one of the Chin ethnic groups. Deputy Minister for Information U Pike Htway said there are many other ethnic languages in Chin state, and permission for Zolai language newspaper is tantamount to negligence on other minorities in Chin state, adding that it will not be allowed for this newspaper. Amyotha Hluttaw then approve the bill on amendment of Union Election Commission Law."

Description: "Nay Pyi Taw, 12 May — Amyotha Hlutaw session on Tuesday focused on questions on agriculture sector and Deputy Minister for Agriculture and Irrigation U Ohn Than responded to the questions. One of the representatives asked whether the government has plans to suspend one year to repay agricultural loans in Kyangin and Myanaung Townships in Ayeyawady Region as farmers there did not earn enough from failed crops due to shortages of rainwater and adverse weather conditions. Deputy Minister for Agriculture and Irrigation U Ohn Than said that Myanmar Agricultural Development Bank may suspend loans when crops are damaged due to natural disasters and losses are reported to the bank on time. Although the bank can suspend loans with the recommendation of local authorities at different levels, new loans will not be available for farmers who fail to repay their old loans under the rules and regulations of the bank, the deputy minister added. In addition, the farmers may be subjected to interests and fines as Myanmar Agricultural Development Bank has to borrow money from Myanma Economic Bank to issue loans for farmers, according to the deputy minister. Concerning the questions to fulfill requirements for the central agricultural farm in Mahlaing in Meiktila District, the deputy minister said that it is impossible to irrigate the farm form Konte Dam as it is located at a place higher than the dam. A hand pump well is being used for small scale agriculture in the farm, according to the deputy minister who added that a dry lake in the farm will be repaired before the coming rainy season. As for the lease of farmland, the deputy minister said that it is possible to rent land according to the provision of the farmland law."

Description: "Nay Pyi Taw, 13 May — Union Minister for Science and Technology Dr Ko Ko Oo and Deputy Minister for Education U Thant Shin fielded questions from parliamentarians about school facilities Wednesday as the Amyotha Hluttaw continued its 12th session. U Paw Lyan Lwin, MP of Matupi Township constituency, called for the establishment of a state-run technical high school in Matupi Township. Dr Ko Ko Oo said his ministry is not ready to open a government technical high school in Matupi Township during fiscal 2015-2016, as it is establishing schools in states and regions under human resource development and economic projects. U Phone Myint Aung, MP of Yangon region constituency 3, asked for students to be allowed to enter school compounds hours before exams. Deputy Minister U Thant Shin said for the sake of security, as well as to ensure the secrecy of exam papers, students must only be allowed to enter school compounds once teachers have prepared exam rooms. Defence Services Personnel representative Major Myo Tun Aung asked what plans, if any, the education ministry has for renovation of old and fragile school buildings in fiscal 2015- 2016. U Thant Shin said school buildings still requiring repairs will be fixed by the ministry in fiscal 2016- 2017."

U Myint Hlaing of Rakhine State Constituency No 12 asked about annual fund, equipment, generator and related materials for completion of Thahtay hydropower project in Rakhine State in 2018-19 fiscal year. Deputy Minister for Electric Power U Aung Than Oo said that funds will be sought for implementation of the project. Generator and related equipment will be imported in coming fiscal year for timely completion of the project. U Khin Maung (a) U Aung Kyaw Oo of Rakhine State Constituency No 3 asked about measures against use of plastic bags by the State. Deputy Minister for Health Dr Daw Thein Thein Htay replied that region and state governments released orders and directives on prohibition of using plastic bags under the environmental conservation law. The Department of Health cooperates with Development Affairs Committee in reducing use of plastic bags for environmental conservation. The Amyotha Hluttaw decided to submit controversial points between two Hluttaws in the bill amending the National Education Law to the Pyidaungsu Hluttaw. Description: "Nay Pyi Taw, 6 April — Deputy Minister for Education Dr Zaw Min Aung responded to questions raised for the ministry at the Amyotha Hluttaw Session on Monday. The first question was concerned with a dangerous school building in an affiliated middle school in Ywama Village in Chauk. The deputy minister said school buildings are being built according to their priority and the school building could not be replaced with a new one during the 2015-16 fiscal year. Another question focused on upgrading of a middle school into a high school in Webula Village in Falam. The deputy minister said that there is no plan to upgrade the school at the moment but it is possible to upgrade it according to priority if the state government recommends doing so. Another question was raised for construction of a reinforced concrete school building for a primary school in Dawmu Kalar Village in Loikaw. The deputy minister said that the ministry has allotted K 738.00 million for other 25 schools in the township and could not build the new building for the school. Then, the session accepted the bill repealing the township development committee?s law as there was no representative to discuss the bill. Afterwards, the reports of the government?s guarantees, pledges and undertaking vetting committee was read out at the session and submitted to the Hluttaw by the committee chairman."

U Sai San Min of Shan State Constituency No 3 asked a question whether there is a plan to install more traffic lights in Lashio and to repair three damaged lights. Deputy Minister at the President Office U Aung Thein said that No 65 traffic police platoon installed traffic lights at Lashiogyi junction, Namtu junction, Kholaung junction and Mandalay junction as of 8 November 2008 by spending the traffic rules fund. Tow traffic lights at Kholaung junction and Namtu junction are in operation but remaining lights had been damaged in bad weather since September 2014. The traffic police squad plans to install yellow traffic lights at Meitan junction and water fountain junction so as to ease traffic congestion. Arrangements are being made to install more traffic lights and slow down in Lashio. And, a coordination meeting will be made between the traffic police squad and district traffic rules enforcement committee for repairing the damaged lights. The speaker of Amyotha Hluttaw sought approval for each paragraphs of the health care bill for control of population rate sent back by the Pyithu Hluttaw with amendments. U Hnin Wai of Kayah State Constituency No 12 asked whether there is a plan to provide travel allowance for health staff who go along with patient transferred to district or state hospitals from township ones. Deputy Minister for Health Dr Win Myint replied that TA can be allowed to the health staff who took care of patient along the route but cannot be allowed for transport of patient by ambulance. Dr Soe Win of Mon State constituency No 2 asked about arrangements for issuance of birth registration and birth certificate to babies across the nation. The deputy minister replied that the Health Department has instructed hospitals at different level, rural health centres and branches to issue the birth certificates to babies on schedules under supervision of the heads of township Health Department. Departments concerned will issue the birth certificates and birth registrations to the babies who were born in neighbouring countries. The children under five years who delayed 12 months to take birth registration and certificates can draw these certificates with approval from heads of region/state health departments. For the children under 10 years old, the Ministry of Health will scrutinize documents and cooperate with related ministries for issuance of certificates."

The bill committee said the Pyidaungsu Hluttaw passed the National Education Law on 30 September 2014, prompting the student-led Democratic Education Movement Leading Committee to seek its amendment. Following four-party talks, the bill was brought before the Pyidaungsu Hluttaw on 17 February, which handed over the case to the Amyotha Hluttaw on 20 February. The amendment of the education law was discussed in the upper house from 5 to 17 March. According to the bill committee, hearings drew nine representatives from the Democratic Education Movement Leading Committee, 20 from the National Network for Education Reform, 34 from political parties, eight from civil society organizations and 15 from educators and legal experts. The bill committee called for the Amyotha Hluttaw to discuss the education amendment bill as proposed by the education union minister by embracing it as a national concern and helping raise the education standard of the country."

Deputy Minister for Electric Power U Aung Than Oo explained that electrification for 22 villages needs to install 11KV power lines in 23 miles of total length from Seikpyu power station to Lethse village and to Pintale village in the township and 23 transformers. Governments of regions and states sought funds for construction of small sub-power stations, 11 KV power lines and 400 volt power lines in 2014- 15 fiscal year. Magway region government plans to coordinate allotment of a fund for installation of 11 KV power line in coming fiscal years. U Salai Khwe Yan of Chin State Constituency No 12 asked whether there is a plan to supply electricity to Paletwa Township, Chin State, located on India- Myanmar Asian Highway. Deputy Minister U Aung Than Oo replied that Kyauktaw region in Rakhine State is being supplied electricity through 66 KV Ponnagyun-Kyauktaw power line and sub-power station as of 30 November 2014. A project must be implemented to electrify Paletwa region by building a 66-KV Kyauktaw- Paletwa power line and a sub-power station. Installation of power line and transformer for Paletwa region is expected to cost K12.235 billion except the expenditure for installation of power line to villages. Depending on the budget allotment of the government, the project will be implemented in 2015-16 fiscal year."

Twelve land owners purchased the apartments and three did not buy the apartment. With regard to submissions of 15 land owners, the deputy minister retold a decision adopted by Rakhine State land utilization committee at its meeting on 10 October 2014 that priority will be given to 15 land owners when the committee implements the land reclamation and housing projects. U Tin Maung Myint of Taninthayi Region Constituency No 3 asked whether or not an 120x30 feet RC building will be constructed in the place of an old building at Sakhanthit Basic Education Primary School in Launglon Township. Description: "Nay Pyi Taw, 10 March — Union Minister for Construction U Kyaw Lwin said the ministry has given some compensations for land confiscations in Lewe and Pyinmana townships for construction of Lewe-Pyinmana Highway. During Amyotha Hluttaw session Tuesday, U Kyaw Lwin replied to the query of U Hmat Gyi from Mandalay Region constituency No.9, saying the ministry has compensate K407.11 million from Union Budget (Additional) to 217 farmers for 319.88 acres from December 28, 2014 to January 13 2015. He added the five remaining farmers will get compensations for a total of 7.8 acre in March after the land prices have been approved by local scrutinizing committee. The union minister also said that compensation will be given to 265 farmers for their 170.34 acres of vacant lands, 169.97 cultivated land and two buildings after the prices have been approved by relevant committees. Deputy Minister for Defence Maj-Gen Kyaw Nyunt said the farmers who are cultivating crops in army-owned lands will get loans from Myawady Bank and Inwa Bank if they agreed to sign they are temporarily working on these lands. The deputy minister also said these farmers will need approvals and recommendations for their property or the agreement of the military base concerned to return loans if the debtors failed to do so. Then, Amyotha Hluttaw members viewed video record that carries discussion about amendment of the bill for National Education Law."

Description: "Nay Pyi Taw, 6 March — Political parties suggested amendments to the education law at the Amyotha Hluttaw (Upper House) on Friday. Fifteen political parties held discussions with the Bill Committee and the Commission for Political, Economic and Legal Affairs, with the chairman of the Bill Committee urging participants to pool ideas to draft a bill to amend the National Education Law. It took nearly two years of coordination with international scholars and UN agencies for the national education bill to become a law, he stated. Despite being passed by parliament, the law sparked protests, prompting authorities to rework it. Student protesters accepted the parliament?s invitation to discuss the amendment to the law, but were unable to send a representative, prompting them to ask for another chance. According to the chairman, the parliament will inform them of a new date two or three days in advance. He pledged his committee will give careful consideration and special attention to suggestions made by political parties in writing the bill. The political parties contributed their opinions to the amendment to the National Education Law."

Defence Services Personnel representative Major Kyaw Nu Maw also said that libraries are knowledge banks for all people and annual fund will be needed to set up school libraries traditionally or digitally. U Thein Hlaing, an MP of Sagaing Region constituency 8, said slow development of libraries in the country is due to the lack of skills by librarians and of reading habit among the people, especially in rural areas. Another military representative said education sector must be promoted to become a modernized country, and both the government and communities should support for the emergence of libraries in more than 40,000 state-run schools. U Bo Rei, an MP of Kayah State constituency 3, said books and libraries are true friends of children as knowledge banks. Daw Khin Waing Kyi, an MP of Yangon Region constituency 1, said, a wide knowledge could help someone in making right decision. In reply to U Tin Yu, an MP of Yangon region constituency 3, Dr Maung Maung Thein clarified bylaws and notifications are not beyond the powers in line with the definitions of ?letter of law? and ?spirit of law?, as he was quoting article 3 of the Foreign Investment Law that says the Law shall apply to business stipulated by the Commission, by notification, with the prior approval of the Union Government. He also said paragraph numbers 4, 5 and 7 explain details of this article about restriction, prohibitions and investment in business sector, as well as possible permissions. Notification number 49/2014 issued in August last year has stipulated the list of economic activities under prohibition. The Deputy Minister said sectors that have been allowed or prohibited can vary from time to time. MPs also agreed to discuss amendment bill on 2012 Amyotha Hluttaw Law which is required to meet the changing situations directly related with the Upper House."

Description: "Nay Pyi Taw, 18 Feb — The Deputy Minister for Health said the ministry is taking measures to prevent the spread Ebola virus which was found in Guinea in West Africa, in March 2014. In reply to the question of U Khin Maung Yi, an MP of Ayeyawady region constituency 6, the deputy minister said according to the statistics of World Health Organization on February 8, 2015, a total of 22,894 people in six countries of West Africa, as well as in Spain and the United States, were infected with Ebola virus, with a death toll of 9,177. The deputy minister also said the Ministry is cooperating with WHO, International Air Transport Association, International Civil Aviation Organization, international airlines and World Courier Service to be able send blood samples of Ebola suspected patients as the establishments of laboratories with the highest biosafety level 4 (BSL-4) are very expensive. Detection of Ebola virus is being carried out at airports and border checkpoints, while training programmes for treating infected persons are conducted for healthcare staff. U Khet Htain Nan, an MP of Kachin State constituency 1, urged Union Government during the session to set up a sports institute in Myitkyina, the capital of state. The proposal was supported by U Phe Thaung, an MP of Kachin State constituency 6, saying that the Ministry of Sports should make strategies to nurture skillful sportspersons in ethnic areas. U Sai Tin Aung, an MP of Kachin State constituency 5, also suggested to make short and long term plans for sports in other states and regions in addition to a huge investments in Nay Pyi Taw. Deputy Minister for Agriculture and Irrigation U Khin Zaw replied that construction of the embankment at Razagyo Dam in Kalay Township, Sagaing Region, has been completed by 96 percent, a spillway by 100 percent, a hydropower station by 65 percent and feeder canals by 27 percent in 2014-15 fiscal year. T he budget proposal has been submitted to the Pyidaungsu Hluttaw for completion of remaining tasks in 2015-16 fiscal year. The department eases rules and regulations for convenience of applicants and opens branches in Nay Pyi Taw, Yangon, Mandalay, Taunggyi and Mawlamyine for company registration. The department issues company?s registration, work licence and permission within three days. The ministry has no plan to publish the book on information and procedures for registration. Defence Services Personnel representative Col Khin Soe asked about matters related to NGOs and INGOs in Myanmar. Deputy Minister for Home Affairs Brig-Gen Kyaw Kyaw Tun explained that according to the section 42 of association registration law, a total of 663 non-governmental organizations and 106 INGOs, totalling 769 operate their tasks in Myanmar. NGOs carry out social tasks in line with their missions and visions. INGOs sign MoU with ministries concerned for undertaking education, health, social, environmental conservation, relief and rehabilitation in the nation. A total of 76 NGOs, UN and INGOs are undertaking tasks in Rakhine State. Of them, 26 NGOs, UN and INGOs are carrying out education and health sectors, 13 teams for children and aged care, 23 teams for supply of potable water and regional development, eight teams for rescue and relief of natural disaster and environmental conservation and six teams for social welfare tasks. The UGO/INGOs are operating their tasks under the supervision of ministries concerned and local authorities under the laws."

Description: "Nay Pyi Taw, 4 Feb — Amyotha Hlutaw session on Wednesday discussed the motion calling for the union government to take systematic measures for yam cultivation in suitable areas submitted by Representative U Har Shein Bway. The motion was seconded by Representative U Paw Lyan Lwin. He said that it is necessary for the government to arrange loans for yam cultivation at low interest rates while the Ministry of Commerce and the Ministry of Cooperatives are required to set up yam purchasing centres in villages. Representative U Salai Khweyan supported the motion, saying that yam can be a new product item that will raise the income of the country if yam researches are conducted and the cultivation is expanded. He also called for the government to provide financial and technical assistance to yam farmers. Representative U Nyunt Tin said it is necessary to form an organization of yam farmers for successful cultivation of yam. Concerning the motion, Union Minister for Commerce U Win Myint said that the country exported 3,525 tons of yam worth US$ 6.489 million up to 16 January in 2014- 15 fiscal year, adding that helping yam farmers will contribute to raising the living standards of yam farmers and increased export earnings of the country. He continued to say that a body has been formed and the ministry has urged authorities to set up yam cultivation zones. In conclusion, he said that systematic storage and processing techniques will help raise the prices of yam in the market. The session approved the motion and accepted another motion for discussions urging the government to establish libraries in basic education schools. Representative U Moe Myint raised a question at the session on construction and maintenance of school buildings in No. 1 Basic Education High School in Myeik. Description: "Nay Pyi Taw, 9 Feb— Amyotha Hluttaw Session on Monday discussed the motion calling for the government to implement projects for establishing educative training centres for drug addicts in every township to prevent them from choosing wrong course of life in cooperation with civil society organizations, government departments, INGOs and NGOs submitted by Representative U Pe Thaung. The motion was seconded by four representatives who proposed to form bodies made up of teachers and town elders to expose drug addicts and give treatment to them as well as to take action against traffickers, to restructure current rehabilitation centres for effective measures, and to educate young people in townships on drug abuse and to expose drug traffickers regardless of their statuses. In response to the motion, Deputy Minister for Home Affairs Brig-Gen Kyaw Kyaw Tun said that Myanmar is a signatory to three UN conventions on prevention of drug abuse and has formed a central body to combat drug abuse and trafficking under which rehabilitation centres for drug addicts are treating drug addicts who offer themselves to the centres and those who are sent there by their parents without taking legal action against them. Educative measures are also being taken at township level while the anti-drug squad is being expanded by adding 50 more anti- drug teams, according to the deputy minister. He added that the ministry is also cooperating with local and international organizations to treat and rehabilitate drug addicts. The session approved the motion. Other topic discussed at the session included raising travel allowance for government employees and amendment of the law translation bill. Deputy Minister for Finance Dr Lin Aung said travel allowance for government employees would be raised starting from 2015-16 fiscal year while the speaker agreed to discuss the law translation bill."

U Kan Chun, member of Nay Pyi Taw Council, said there is no waste of budget for the capital with the Town Plan to meet international standards to become a clean and tidy ?green city? after the capital has been developed with sustainable infrastructural sectors to promote social lives of residents, business and human resources. Replying to the question of U Paw Htan Tai, MP of Chin State about preparations of Union Election Commission for 2015 general elections, a member of the electoral body said transparent advance voting system has been stipulated in electoral bylaws for respective Hluttaws. He also said advance voting system will be explained in the election management courses. Under the electoral law the eligible voters, except those who have cast advance vote, will have to cast votes at poll station in person, and no one is allowed on behalf of them. Description: "Nay Pyi Taw, 26 Jan— Amotha Hluttaw representatives were divided on the religious conversion bill on its sixth day session on Monday, with Representative U Khin Maung Latt of Rakhine State Constituency (6) saying enacting the bill will contribute to reduction of conflicts, stability and national interests while Representative U Aung Kyi Nyunt of Magway Region Constituency (4) was of the view that special care and enough time should be taken for enactment of an unbiased and meaningful law as the bill will force people to convert religion as its side effects and stoke the worry of national races instead of protecting the freedom of worship. However, Representative Dr Banya Aung Moe of Mon State Constituency (7) said that the bill will not affect the freedom of worship and will encourage people of different religions to live in unity. Similarly, Defence Services Personnel Representative Lt-Col Thein Lwin believed that the bill is in accordance with the state constitution and meets the international legal standards without preventing freedom of religious conversion. He said the bill systematize the conversion of religion. Representatives U Nyan Lin of Ayeyawady Region Constituency (3) and U Phone Myint Aung of Yangon Region Constituency (3) proposed redrafting the bill while Representatives U Zonhle Htan of Chin State Constituency (2) and U J Yaw Wu of Kachin State Constituency (12) objected to it. Description: "Nay Pyi Taw, 27 Jan — Amoytha Hluttaw discussed Tuesday three issues of parental leave for government employees, security for businesses in the areas of ethnic armed groups and modern railway system. In response to the question of MP Dr Myat Nyana Soe, Chairman U Kyaw Thu of Union Civil Services Board explained female employees of civil service can enjoy six-month maternal leave, while the husband of that woman or the male employee of non-civil service woman cannot enjoy paternal leave. However, the male employee can get one of the 10 types of two-week leave to take care her wife and new-born baby, but not paternal leave, in accordance with Civil Service Law. U Kyaw Thu also said the new mother can enjoy the full term of six-month maternal leave even though the baby died; however, the leave of her husband cannot be extended. Regarding the question MP U Soe Thet, Deputy Minister at President Office U Aung Thein answered that the government and ethnic armed groups have reached an agreement that the latter?s approval and discussions with both sides are needed to carry out development programmes and businesses in their areas where ceasefire agreement has been made. The government has signed ceasefire agreement with 14 ethnic armed groups, while KIA has agreed to ease tension. For the question of Major Aung Kyaw Zaw, Deputy Minister of Rail Transportation U Myint Thein said two railways of Asia railway network of India- China-Thailand under the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and Kunming-Singapore railway will pass through Myanmar with standard gauge system. The ministry is now producing dual gauge sleepers compatible with both meter gauge and standard gauge systems to upgrade railways across the country."

Description: "Deputy Minister: Nay Pyi Taw, 28 Jan — The government is helping tea farmers by taking measures to export tea to Japan and display tea products at the ASEAN Food Show, Deputy Minister for Commerce Dr Pwint Hsan said in his response to a question at the Amyotha Hluttaw session on Wednesday. In addition, the government formed a central body of tea farmers, tea producers and tea merchants, according to the deputy minister. The government has established a tea market and it is necessary for the central body and the Association of Myanmar Fruit, Flowers and Vegetables Farmers, Manufacturers and Exporters to cooperate with local authorities for the stability of the tea market while the government offers necessary assistance, the deputy minister said. Another question raised at the session was responded by Deputy Minister for Education Dr Zaw Min Aung, who said that transfers and promotion of teachers in basic education sector are being carried out in a transparent manner by announcing vacancies on notice boards at township, district and region/state education offices when application forms are invited for transfers and promotions. Afterwards, a representative discussed the religion conversion bill and the speaker decided to discuss the bill at the next session. The speaker reported to the Amyotha Hluttaw on measures taken by the government concerning the construction works that fall short of building standard."

Maj Ye Wint Soe, a representative from the Ministry of Defence Services, has pointed out that there is no sections for punishment for hindrances to the health care services which would be carried out in accordance with the law. He has suggested to think about whether punishments should be added to the bill. Description: Nay Pyi Taw, 20 Jan — The deputy minister for Health at the Amyotha Hluttaw session here on Tuesday responded to a question concerning a permission to the construction of a station hospital and the possible appointment of medical staff by the government in Thapyu village of Kawa township, Bago Region. Dr Daw Thein Thein Htay said that there is difficult access by road and waterway even to the nearest hospital from the village, thereby causing local people great travelling expenses. The deputy minister promised to upgrade the village?s health care centre to a regional hospital in 2015-2016 fiscal year. A well-wisher has set up a fund close to K600 million, with another well-wisher pledging a five acres of plot at the front entrance of the village, according to the deputy minister. A defence service personnel representative asked the Hluttaw whether a village in Taungtha township, Mandalay Region, could get a tube well drilled for fresh water. Responding to the question, U Tin Ngwe, Deputy Minister for Livestock, Fisheries and Rural Development, said that his ministry have received a fund of K4.44787 billion for 2014-2015 fiscal year to undertake 381 water facilities in Mandalay Region. The township of Taungtha has been earmarked for 19 water supply facilities with a K345 million fund for 2014-2015 fiscal year and a deep tube well with a K9.95 million for following fiscal year, according to the deputy minister.

Description: Nay Pyi Taw, 21 Jan— Land confiscation of Tatmadaw and proportional representation electoral systems are discussed at the twelfth regularly meeting of Amyotha Hluttaw (Upper House) Wednesday. Major General Kyaw Nyunt, deputy minister for Defence, answered the questions of two representatives about land seizure of Tatmadaw and incentive cash for military personnel in remote areas. Answering to the question of U Thaw Zin Oo, representative of Magway region constituency 9, the deputy defence minister said Tatmadaw will not release an area of 450 acres as these were seized by respective commands for security reasons. He explained in these areas, only 268 acres are land plots, while 153.38 acres are pond areas; crops are cultivated on the cultivable lands for household funds of families. The deputy minister said Ministry of Home Affairs issued land permits for these areas where buildings and offices have been constructed for the families of military staff and command. Regarding the question of U Mahn Kan Nyunt, representative of Kayin State constituency 2, the major general said military staff in remote areas never enjoyed incentive cash as they are receiving extra money from their own cultivation and livestock in their respective commands, while they are provided with food rations. Chairman of Amyotha Hluttaw informed the Upper House about submitting a proposal to constitutional tribunal for verification of proportional representation voting system for the state constitution. Twenty- six representatives of Amyotha Hluttaw asked the practices of PR system for the seats of Upper House and state/region Hluttaw except self-administration regions under the arrangement of Union Election Commission.

Description: Nay Pyi Taw, 22 Jan — U Soe Tint, Deputy Minister for Construction, at the Amyotha Hluttaw session here on Thursday responded to a question of paying compensation to people affected by the construction of the Yangon-Mandalay highway. The ministry in the 2013-2014 fiscal year paid nearly K1.486 billion to 976 farmers in recompense for the loss of 2,402.75 acres of their farmland, with the deputy minister saying that arrangements are underway to compensate over K1.182 billion to 797 farmers in four townships of the Nay Pyi Taw Council Area for the loss of 1,864.04 acres of their farmland in the 2014- 2014 FY. He added that over K124m has been earmarked for spending on affected farmland in Bago Region, whose area is still being measured. The compensation could be made, following an approval by the local government, he said, adding that funds of K10 billion have been appealed to recompense affected farmers in the regions of Yangon, Bago and Mandalay as well as the Nay Pyi Taw council area in the 2015-2016 FY. U Than Swe, Deputy Minister for Culture, dealt with a question of whether donations are allowed for the effort to maintain the World?s Biggest Book, a stone inscription which has been inscribed on the World Heritage List. The deputy minister explained cooperation between Myanmar and Australian researchers and archaeologists in preserving the pages of stone inscriptions, collecting data and upload digitalized photos of stone inscriptions online. Reckless acts of some people have caused damage to some stone pages, with the deputy minister saying that the damage is due to chemical reactions of correction ink, whitewash and metallic ink. Such acts have now been prohibited and donors are welcome to contribute to re-inking the inscriptions, according to the deputy minister. The Amyotha Hluttaw approved a bill that revokes ?the Agricultural Produce Markets Act” submitted by Deputy Minister for Commerce Dr Pwint Hsan and agreed to discuss a proposal that calls for the government to open a sport institute in Myitkyina, Kachin State.

Description: Nay Pyi Taw, 23 Jan — The Amyotha Hluttaw (Upper House) session here on Friday saw a question arise as to plans for the recovery of environmental degradation caused by some ministries. U Aye Myint Maung, Deputy Minister for Environmental Conservation and Forestry, responded that cautious efforts are underway to minimize serious damage to the environment through supervisions at all levels. The ministry has instructed mining companies to refill open pits with topsoil from exploration sites and grow perennial trees and shady trees in order to maintain ecosystems. According to the deputy minister, permission for mine closure requires an approval from local governments, which will inspect activities of land remediation and reclamation carried out by extractive companies in areas concerned. ?Legal actions are being taken against mine sites being operated without permission,” he said. As to another question of how PTTEP, a Thai oil company, received permission to drill for oil in the Bayon forest reserve in Magway Region, the deputy minister said that the Thailand?s oil company is carrying out oil drilling in cooperation with the Ministry of Energy for national interests on the basis of mutual benefits. He added the oil firm recompensed over K16,749 million for 4.88 acres of land affected by their project. The religious conversion bill also came under discussion at the Amyotha Hluttaw session, with an MP from Chin State calling for a deferment of the bill because of its potential for undesirable effects. ?Myanmar enjoys human rights and freedom of worship to the full,” he said. An MP from Rakhine State welcomed the bill, saying that it protects freedom of worship and forced religious conversion, and is compatible with human rights.
