Central Bank of Myanmar Deputy Governor Daw Khin Saw Oo told the session inflation will increase when salaries of government employees are raised to a decent level, with the central bank issuing more money to fulfill the increased government budget. Higher incomes will also drive inflation by increasing consumption, with prices rising where demand exceeds supply, according to the vice governor. Private sector pay rises will inevitably follow they government salary hike, with the resulting increase in production costs also driving up prices, she added. Increased consumption of imports will also raise the budget deficit and depreciate the value of Myanmar?s currency, further driving inflation. However, she said the government is seeking to adjust the deficit under 5 percent of GDP for sustainable development. Deputy Minister for Finance Dr Maung Maung Thein was of the view that decreasing government spending can keep inflation under control, with government spending to be reduced in capital expenditure. An MP called for the government in her proposal, suggesting that a state-level supervisory committee be formed to deal with arbitrations likely to rise from product-sharing contracts between governmental ministries and foreign firms. Responding to the proposal, Deputy Minister Dr Maung Maung Thein, who is also a member of the Myanmar Investment Commission, said that ministries differ from one another in their operations and that different projects demand different contracts even in a single ministry. Disputes involving international companies are to be settled by arbitration according to the New York Convention, which he said covers Myanmar and as a result the Supreme Court of the Union is working on it to write a law. It is not an easy task to form a state-level committee to tackle disputes on contracts, with the deputy minister saying that contracting parties are fully responsible for the points included in contracts. ?The formation of a committee is against the open market system and will amount to the existence of centralization,” he said."

Description: Nay Pyi Taw, 21 Jan —Pyithu Hluttaw (Lower House) session discussed impact of falling oil prices, losses of Myanmar merchants to Chinese traders and upgrading and maintenance of regional reservoirs on Wednesday. Concerning the impact of falling oil prices in the international market, Deputy Minister for Energy U Aung Htoo said that oil prices were falling in the international market due to imbalance of supply and demand and this had an impact on gas prices exported from Myanmar but incomes from gas could only slightly fall as production from new projects, Zawtika and Shwe, met the targets, adding that the ministry had an advantage of lower costs for imported oil and gas for local consumption. The deputy minister continued to say that falling oil prices could also slow down the activities of exploration and production but there were advantages as well as disadvantages as Myanmar could gain short term benefits if it could buy and store reserve oil at low prices. As for losses of Myanmar merchants to Chinese traders, Deputy Minister for Commerce Dr Pwint Hsan said that local merchants and farmers suffered losses because they did not follow rules and regulations and relied on trust between them and illegally traded goods. However, losses of local merchants and farmers would be recovered by negotiations between authorities of the two countries and between merchant associations if evidence was provided, the deputy minister added, saying that his ministry had already discussed the matter at the 10th China-Myanmar Trade Coordination Meeting but the Chinese side replied that it was necessary to investigate who engaged in illegal trade. However, the deputy minister said the two countries had agreed to hold a coordination meeting and the list of Chinese merchants who still needed to pay for goods they bought would be given to Chinese authorities at the meeting. For the question on upgrading of regional reservoir, Deputy Minister for Agriculture and Irrigation U Khin Zaw said that maintenance and upgrading of regional reservoirs is being carried out by state/region governments. At today?s session, a motion calling for effective prevention and action against illegal trade of natural resources to other countries was submitted by a representative.

Description: Nay Pyi Taw, 22 Jan— Pyithu Hluttaw (Lower House) session raised questions on retirees who worked beyond their retirement age, environmental and social impacts from factory sewage of an industrial zone in Mawlamyine and upgrading a stadium in Myaung on Thursday. Deputy Minister for Finance Dr Lin Aung answered the questions on retirees, saying that government employees are required to retire when they are sixty under section 230 of rules for government employees, and it is true that the Ministry of Education asked retirees who worked beyond their retirement age to repay the salaries and benefits they enjoyed beyond their retirement age. The deputy minister added that some staff of the education ministry, however, were found to have dishonestly changed their dates of birth so that they could work beyond their retirement age and as a result, the ministry took necessary measures to recover the salaries and benefits in accordance with the law. Deputy Minister for Environmental Conservation and Forestry Daw Thet Thet Zin responded to the question on sewage from factories in Mawlamyine, saying that only nine out of 117 factories under operation use water and the waste water from the factories is treated before it is drained out into nearby paddy field. The waste water is not drained out into the Attaran River, which is about 1,800 feet away from the industrial zone, according to the deputy minister. As paddy in the field is growing well, there is no impact of waste water on the environment, she added. For the upgrading of the stadium in Myaung, Deputy Minister for Sports U Thaung Htaik said that the government allotted K 100 million in 2014-15 fiscal year and upgrading tasks are being carried out at the moment.
